(ATC) has completed a Groundwater Monitoring Report for the Hobgood Service Center site. This report documents groundwater assessment activities conducted at the site in March 2023. The activities were performed based on the January 10, 2023, Task Authorization (TA- 03) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management (DWM), North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N122019A between NCDEQ and ATC. The Hobgood Service Center site is located at 219 Commerce Street in Hobgood, Halifax County, North Carolina. The site is currently developed with one single-story building that is currently vacant. Six monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-5, and DW-1) and one recovery well (RW-1) are associated with the site. The UST system formerly located on the property consisted of two 8,000-gallon gasoline USTs and two 1,000-gallon USTs of unknown contents. The installation date of the USTs is unknown and the USTs were removed from the site in June 1990. There are seven water supply wells are located within 1,000 feet of the site; two of which are used by the Town as a water source for Hobgood. The remaining five water supply wells have an active municipal account and are non-potable wells. Municipal water is available to properties in the area On March 20 and 21, 2023, ATC oversaw the installation of one Type II monitoring well (MW-5) and one Type III monitoring well (DW-1) to delineate the groundwater impacts. On March 27, 2023, ATC mobilized to the site to collect groundwater samples from all existing monitoring wells. Based on the data, groundwater flows to the southwest across the site. Light non-aqueous phase liquid (LNAPL) was not detected. The laboratory analytical results identified contaminant concentrations exceeding Title 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards) in monitoring wells MW-1 and MW-5. No compounds were detected above the respective Gross Contaminant Levels (GCLs). No compounds exceeding the corresponding 2L Standards were identified in the remaining sampled wells. The vertical extent of groundwater impacts have been successfully delineated; however, horizontal impacts to the west and southwest have not been adequately delineated. ATC recommends installing two additional Type II wells to the south and west of MW-5 to delineate the horizontal extent of the groundwater contamination, as well as continuing groundwater monitoring at the site of select wells. 3.0 SITE DESCRIPTION 3.1 SITE CHARACTERIZATION The former Hobgood Service Center is located at 219 Commerce Street in Hobgood, Halifax County, North Carolina. The site is currently developed with a single-story building, which is vacant. There are six monitoring wells (MW-1 through MW-5 and DW-1) and one recovery well (RW-1) associated with the site. The site property was formerly a service station and retail petroleum facility. The UST system consisted of two 8,000-gallon gasoline USTs and two 1,000-gallon USTs of unknown contents that were removed from the site in June 1990. The site is bound to the north by Commerce Street, to the west by Pine Street, to the east by a commercial structure, and to south by a storage yard for the Town of Hobgood. The site vicinity is characterized as commercial, residential, and undeveloped land. Municipal water is available to properties in the area. Seven water supply wells are located within 1,000 feet of the site, two of which are used by the Town as a water source for Hobgood. The remaining water supply wells are used for non-potable purposes. Water supply well ownership information is included in Table 1. A site topographic map is included as Figure 1 and a site map depicting monitoring well locations and other pertinent site features is included as Figure 2. Hobgood Service Center May 1, 2023 Page 3 of 6 ATC Project No. SLC0549903 NCDEQ State Lead Program 3.2 SITE BACKGROUND In August 1989, Halifax County reported that a water supply well owned by Ms. Magdeline Flanagan was contaminated by a petroleum release. Upon inspection, it was determined the well was impacted due to contact between gasoline impacted soils and the PVC water service line connected to the residence. Presumably, the gasoline contamination permeated the PVC or dissolved the PVC glue at one or more piping joints and tainted the water quality. A steel water line was installed to replace the PVC service line. In March 1990, soil samples were collected from the Flanagan Residence, Hobgood Service Center, and the Anthony Residence. Soil samples identified petroleum impacts on each property. In addition, a stream is located approximately 300 feet southwest of the site was noted to have a petroleum sheen. In June 1990, Mrs. Robert Anthony (UST owner) removed two 8,000-gallon gasoline USTs and two 1,000- gallon USTs of unknown contents from the site. During UST removal, LNAPL was discovered. Impacted soil was also identified during closure activities above the NCDEQ Action Level for the two 8,000-gallon gasoline USTs. Soil samples were not collected from the UST basin containing the two former 1,000-gallon USTs of unknown contents. Following removal, recovery well RW-1 was installed in the former UST pit for future product recovery activities. In November 1991, a letter report documenting previous site activities and current site conditions was submitted. The report recommended continued assessment at the site. However, the report also documented that neighboring properties were supplied municipal water. As a result, the site was assigned a “Low” risk. On October 8, 2004, a Phase I Limited Site Assessment was submitted. The receptor survey indicated that two Town of Hobgood municipal wells were located within 1,000 feet of the site and that it appeared petroleum was discharging into a nearby stream behind Ms. Flanagan’s Residence (approximately 300 feet southwest of the site). Monitoring well MW-1 was installed in the former UST pit during LSA activities. Soil and groundwater results indicated compounds exceeding Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs) and 2L Standards, respectively. A water supply well sample was also collected from Ms. Flanagan’s well and did not indicate petroleum impacts. On June 20, 2006, a Municipal Water Supply Well Sampling Results report was submitted. The report documented laboratory results for the two Hobgood municipal wells. The laboratory results did not indicate any detectable compounds. A Letter Report and Updated Receptor Survey Report was submitted on July 9, 2015. The receptor survey indicated six water supply wells located within 1,000 feet of the site, two of which are used for supplying water to the Town of Hobgood (WSW-1 and WSW-2), one which is used for irrigation (WSW-3), one of which has an unknown use (WSW-5), and two which are currently inactive (WSW-6 and WSW-7). In addition, the nearest identified surface water body is located approximately 630 feet west of the site. Monitoring well MW-1 contained LNAPL at a thickness of 0.24 feet. One surface water sample was collected and did not indicate any compounds above laboratory detection limits. A Groundwater Monitoring Report was submitted on December 16, 2015, documenting the installation of monitoring wells MW-2 and MW-3, an aggressive fluid vapor recovery (AFVR) event on MW-1, and a comprehensive groundwater monitoring event. The AFVR event recovered approximately 1,126 gallons of petroleum impacted groundwater. LNAPL was detected in monitoring well MW-1 at a thickness of 0.12 feet prior to the AFVR event but was absent following the event. No compounds were detected in monitoring wells MW-2 and MW-3 above laboratory detection limits. ATC recommended performing an additional AFVR event on monitoring well MW-1 in an attempt to remove LNAPL from the site, the installation of one additional monitoring well, and a soil assessment. A Groundwater Monitoring Report was submitted on July 15, 2016, documenting the installation of monitoring well MW-4, an AFVR event, and a soil and groundwater sampling event from borings SB-1 Hobgood Service Center May 1, 2023 Page 4 of 6 ATC Project No. SLC0549903 NCDEQ State Lead Program through SB-3. Soil sampling activities indicated compounds exceeding Soil-to-Groundwater MSCCs in the vicinity of the UST basin northwest of the onsite building. Lead was detected above 2L Standard in groundwater collected from two of the three borings. The AFVR event recovered approximately 1,128 gallons of petroleum impacted groundwater. LNAPL was detected in monitoring well MW-1 at a thickness of 0.50 feet prior to the event. LNAPL was not detected following the event. ATC recommended performing an additional AFVR event on monitoring well MW-1 in an attempt to remove LNAPL from the site. On November 30, 2016, a Free Product Recovery Report was submitted documenting an AFVR event on MW-1. Approximately 1,265 gallons of groundwater were recovered during the event. At the conclusion of the event, a sorbent sock was installed in MW-1. ATC recommended performing a groundwater monitoring event to determine the effectiveness of the AFVR event. Groundwater Monitoring Reports were submitted on May 18, 2017, and August 7, 2018, documenting sampling events performed at the site. Laboratory analytical results for both events indicated petroleum compounds exceeding the 2L Standards in MW-1. No other wells exhibited concentrations above the 2L Standards. An Injection Event Letter Report was submitted on February 9, 2019, documenting the injection of Enviro- BAC in monitoring well MW-1 in an attempt to reduce compound concentrations to below 2L Standards. ATC recommended collecting a sample from monitoring well MW-1 thirty days after the injection event and performing a comprehensive sampling event for all monitoring wells sixty days after the injection event. On May 2, 2019, a Groundwater Monitoring Report documenting the 30-day and 60-day post-Enviro-BAC injection sampling events was submitted. Laboratory analytical results collected thirty and sixty days post- injection indicated petroleum compounds exceeding the 2L Standards in MW-1 for both events. No other wells exhibited concentrations above the 2L Standards. It was noted contaminant concentrations had decreased in MW-1 by an average of 52% since the February 2019 injection event. ATC recommended resampling the site in six months to continue monitoring concentrations trends. On November 7, 2019, a Groundwater Monitoring Report documenting the 6-month post-Enviro-BAC injection sampling event was submitted. Laboratory analytical results collected six months post-injection indicated petroleum compounds exceeding the 2L Standards in MW-1. No other wells exhibited concentrations above the 2L Standards. Contaminant concentrations had decreased in MW-1 by an average of 35% since the February 2019 injection event and appeared to be rebounding to historical levels. ATC recommended resampling the site in six months to continue monitoring post-injection concentrations trends. On May 8, 2020, a Groundwater Monitoring Report documenting a comprehensive sampling event was submitted. Laboratory analytical results indicated petroleum compounds exceeding the 2L Standards in MW-1. No other wells exhibited concentrations above the 2L Standards. The sampling event was conducted approximately one year after an injection of EnviroBAC into monitoring well MW-1. Contaminant concentrations had rebounded in MW-1 by an average of 16% since the February 2019 injection event and several contaminant concentrations were detected above historical levels. This report documents the March 2023 monitoring well installation and groundwater sampling event. 3.3 SITE AND REGIONAL GEOLOGY The site is located in the Yorktown Formation of the Inner Coastal Plain Physiographic Region. The Yorktown Formation is comprised of fossiliferous clay with varying amounts of fine-grained sand, bluish gray, shell material commonly concentrated in lenses. The Yorktown Formation is primarily located to the north of Neuse River. According to the United States Department of Agriculture Web Soil Survey, the site is underlain by Exum silt loam which is characterized by 0 to 2 percent slopes, is moderately well drained, and has a moderately high ability to transmit water. Lithology encountered at the site during previous Hobgood Service Center May 1, 2023 Page 5 of 6 ATC Project No. SLC0549903 NCDEQ State Lead Program assessment activities indicated interbedded layers of sand, clay, and silt to approximately 35 feet below ground surface (bgs). 3.4 SITE AND REGIONAL HYDROGEOLOGY The occurrence and movement of groundwater in the Piedmont is within two separate but interconnected water-bearing zones. A shallow water-bearing zone occurs within the surficial soils and a deeper zone occurs within the underlying bedrock. Groundwater in the shallow soil zone occurs in the interstitial pore spaces between the grains comprising the surficial soils. Groundwater in this zone is typically unconfined. Groundwater movement is generally lateral from recharge areas to small streams that serve as localized discharge points. The occurrence and movement of groundwater in the underlying water-bearing zone within the crystalline bedrock is controlled by secondary joints, fractures and faults within the bedrock. On a regional scale, the direction of groundwater flow is typically from uplands to major streams and groundwater sinks. Based on historic measurements, groundwater at the site averages approximately 8.53 feet bgs and groundwater flow direction is typically inferred to flow to the south-southwest. The horizontal hydraulic calculated using the elevation data from the March 2023 monitoring event for monitoring wells MW-1 and MW-4 is 0.0175 ft/ft. 4.0 GROUNDWATER ASSESSMENT ACTIVITIES 4.1 MONITORING WELL INSTALLATION ACTIVITIES On March 20 and 21, 2023, ATC supervised Geologic Exploration, Inc., (GEX) during the installation of one Type II monitoring well (MW-5) and one Type III monitoring well (DW-1). Monitoring well MW-5 was installed off-site on the west adjacent property, across South Pine Street, located downgradient of the source area. Well MW-5 was installed to a depth of approximately 15 feet bgs and is constructed of 2-inch diameter polyvinyl chloride (PVC) piping with 10 feet of 0.010-inch slotted screen section and 5 feet of solid PVC casing. Well DW-1 was installed in the source area on the site property to vertically delineate groundwater impacts. The outer casing of the well is constructed of 6-inch diameter PVC and was set at 28 feet bgs with an inner 2-inch diameter PVC casing set at 35 feet bgs with 5 feet of 0.010-inch slotted screen section and 30 feet of solid PVC casing. The wells were installed using a hand auger from ground surface to 5 feet bgs and hollow-stem augers from 5 feet bgs to 15 feet bgs and/or 35 feet bgs. Lithology encountered during the drilling consisted of brown silt, clayey silt, and sand to 10 feet bgs, brown silty sand and sandy silt to 28 feet bgs and grey clay to 35 feet bgs, which may be indicative of the Yorktown Formation. Monitoring well construction details are summarized in Table 2. The location of monitoring wells MW-5 and DW-1 are shown on Figure 2. Field notes are included in Appendix A. Boring logs and well construction records are included in Appendix C. 4.2 GROUNDWATER LEVELS On March 27, 2023, ATC mobilized to the site to sample all the monitoring wells. Groundwater level measurements were collected from wells MW-1, MW-2, MW-3, MW-4, MW-5, DW-1, and RW-1. LNAPL was not observed in the gauged wells. Depth to groundwater measurements ranged from 4.62 feet bgs in MW-2 to 9.17 feet bgs in MW-5. ATC surveyed the elevation of the top of the well casing (TOC) for each newly installed monitoring well (MW-5 and DW-1). An auto-level was used to conduct the survey, and the TOC elevation for existing monitoring well MW-1 was used as a datum for the elevation survey. Monitoring well construction details and groundwater elevation data are summarized in Table 2. A groundwater elevation contour map generated using the March 2023 groundwater elevation data is included as Figure 4. This figure indicates that the direction of groundwater flow at the site is to the south-southwest. Field notes from the sampling event are included in Appendix A. Hobgood Service Center May 1, 2023 Page 6 of 6 ATC Project No. SLC0549903 NCDEQ State Lead Program 4.3 GROUNDWATER QUALITY On March 27, 2023, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-3, MW- 4, MW-5, DW-1, and RW-1. Samples were collected in laboratory-approved containers, packed in ice and delivered under chain of custody protocol to Pace Analytical in Mount Juliet, Tennessee for analyses. Groundwater samples were analyzed for volatile organic compounds by Standard Method 6200B. The laboratory analytical results exhibited concentrations of benzene, toluene, ethylbenzene, total xylenes, p-isopropyltoluene, n-propylbenzene, styrene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene exceeding the 2L Standards in well MW-1. Benzene, toluene, ethylbenzene, total xylenes, 1,2- dibromoethane, naphthalene, n-propylbenzene, styrene, and 1,2,4-trimethylbenzene were detected exceeding the 2L Standards in well MW-5. No compounds were detected above the respective GCLs. No compounds were detected above 2L Standards in wells DW-1 and RW-1 and no compounds were detected in MW-2, MW-3, and MW-4. Measured field parameters are summarized in Table 3. A summary of the laboratory analytical results from the March 2023 event are included in Table 4. Historical groundwater analytical results are included as Table 5. A benzene isoconcentration contour map and a contaminants of concern map depicting concentrations exceeding applicable 2L Standards are included as Figure 5 and Figure 6, respectively. The laboratory analytical report and chain-of-custody forms are included in Appendix D. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was concluded that samples were received by the laboratory in acceptable condition and properly preserved. The samples were analyzed within the correct holding times. A field blank sample was also analyzed for the site, which identified acetone and methylene chloride concentrations above the method detection limit and below the reporting limit. Methylene chloride was not found in any of the samples. Acetone was detected in MW-4 and DW-1; however, this compound is a common laboratory contaminant and is not believed to be indicative of ATC field procedures. The chain of custody was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank and laboratory control sample data results were also provided for each analytical method. Refer to the laboratory report in Appendix D for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Groundwater Monitoring Report documenting the March 2023 monitoring well installation and groundwater sampling activities at the Hobgood Service Center site located at 219 Commerce Street in Hobgood, Halifax County, North Carolina. On March 20 and 21, 2023, ATC supervised the installation of one Type II monitoring well MW-5 and one Type III monitoring well DW-1. ATC also performed a comprehensive groundwater sampling event at the site, which included the sampling of all existing monitoring wells. LNAPL was not detected. The laboratory analytical results identified contaminant concentrations exceeding 2L Standards in monitoring wells MW-1 and MW-5. No compounds were detected above the respective GCLs. No compounds exceeding the corresponding 2L Standards were identified in the remaining sampled wells. Based on the groundwater analytical results, groundwater impacts are adequately delineated in the vertical direction; however, the horizontal extent of the groundwater impacts has not been successfully delineated to the west and southwest. ATC recommends installing two additional Type II wells to the south and west of MW-5 to delineate the horizontal extent of the groundwater contamination, as well as continuing groundwater monitoring at the site of select wells. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description C4 The reported concentration is an estimate. The continuing calibration standard associated with this data responded low. Data is likely to show a low bias concerning the result. J The identification of the analyte is acceptable; the reported value is an estimate.
