S&ME’s approved Scope of Services for this Task Authorization included mobilizing to the site, conducting a site reconnaissance and receptor survey, conducting a limited soil assessment, installing one groundwater monitor well (MW-1R), repairing one monitor well (MW-3), collecting groundwater samples from three monitor wells (MW-1R through MW-3), measuring the relative top of casing elevations for three monitor wells, and preparing this groundwater monitoring report. S&ME completed the following scope of services:  Conducted a site reconnaissance and receptor survey;  Installed 10 soil borings and collected 10 soil samples for laboratory analysis;  Installed monitor well MW-1R to a depth of 20 feet below ground surface;  Repaired previously damaged monitor well MW-3;  Collected groundwater samples from three groundwater monitor wells (MW-1R through MW-3);  Measured the relative top of casing elevations for three monitor wells (MW-1R through MW-3); and,  Prepared this report. Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 2 2.0 SITE HISTORY The Go Speedio site is located at 2301 North Roxboro Street in Durham, Durham County, North Carolina. The site consists of a single story building used as a restaurant and convenience store, which formerly sold gasoline. On August 28, 2001, S&ME sampled one monitor well (MW-2). Monitor wells MW-1 and MW-4 were not located, and have apparently been covered with asphalt. Monitor well MW-3 was damaged and could not be opened or sampled. The laboratory analytical results of the groundwater sample collected from monitor well MW-2 indicated that methyl tert-butyl ether (MTBE) was detected at a concentration below the North Carolina 2L Groundwater Standards (2L Standards). No other constituents were detected in concentrations exceeding their respective laboratory detection limits in the groundwater sample. The site and vicinity are shown on Figure 1 and the site and pertinent features are shown on Figure 2. Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 3 3.0 RECEPTOR INFORMATION S&ME, Inc., (S&ME) performed an updated receptor survey. Information pertaining to the receptors identified within 1,000 feet of the subject site is summarized below. The vicinity and site are shown on Figure 1 and Figure 2. The locations of adjacent property owners and potential receptors located within approximately 1,000 feet of the subject site are shown on Figure 3. 3.1 Site Reconnaissance S&ME personnel completed the site reconnaissance on November 30, 2011. The site currently consists of a restaurant and convenience store, which formerly sold gasoline. The site is at the northwest quadrant of the intersection of North Roxboro Street and East Club Boulevard in Durham, Durham County, North Carolina. Adjacent properties consist of single-family residential homes to the north and west, a service garage across North Roxboro Street to the east, and an active gasoline station with a convenience store to the south across East Club Boulevard. Three groundwater monitor wells (MW-1R, MW-2, and MW-3) were observed during the reconnaissance. Monitor well MW-4 was not located. Surrounding properties consist of commercial businesses and single family residential areas. 3.2 Water Supply Wells On November 30, 2011, S&ME performed a visual reconnaissance survey for public and private water supply wells within 1,000 feet of the subject site. S&ME identified no private or municipal water supply wells within 1,000 feet of the site. The adjacent property owner and water supply well information is included in Table 1. 3.3 Public Water Supplies S&ME personnel observed fire hydrants and water meters along North Roxboro Street along the eastern border of the site and East Club Boulevard along the southern border of the site. Fire hydrants and water meters were also observed north of the site along Beaufort Road, Trent Street, and Church Street. In addition, fire hydrants and water meters were observed south of the site along Hines Street. According to the City of Durham Public Utilities Department, drinking water is supplied from the Lake Michie and Little River Reservoirs, approximately 12 and 15 miles northeast, respectively, and treated at the Williams and Brown Water Treatment Plants. The site and surrounding properties are connected to the City of Durham water supply. 3.4 Surface Water According to the 1999 Northwest Durham NC USGS Quadrangle Map, Ellerbe Creek is located approximately 1,700 feet southeast of the site. S&ME observed this water feature during the area reconnaissance. No other surface water bodies were observed within 1,000 feet of the site during S&ME’s area reconnaissance. Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 4 3.5 Wellhead Protection Areas S&ME personnel accessed the NCDENR Wellhead Protection Program website at <http://swap.deh.enr.state.nc.us/swap_app/viewer.htm> on December 20, 2011. According to the website and SWAP Report, the site is not located within a designated wellhead protection area. 3.6 Subsurface Structures Municipal water and sewer lines are located along the eastern and southern property boundaries along North Roxboro Street and East Club Boulevard. No additional subsurface structures such as vaults or basements were identified on the site and adjoining properties. 3.7 Property Owners and Occupants The names and addresses of the property owners and occupants within and contiguous to the site are summarized in Table 1. These properties are identified numerically on the Adjacent Owner map which is included as Figure 3. According to the Durham County GoMaps website, the site is zoned neighborhood commercial (CN). According to site reconnaissance, the area is a mixture of commercial and residential properties. Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 5 4.0 SOIL ASSESSMENT Site activities were performed in general accordance with a site-specific health and safety plan (HASP) prepared by S&ME. The assessment was conducted in general accordance with the procedures outlined in the NCDENR UST Section, Guidelines for the Assessment and Corrective Action for UST Releases, July 2008 (Guidelines). 4.1 Soil Boring Installation On November 29 and 30, 2011, S&ME advanced ten soil borings on the southeastern portion of the subject property using direct push technology commonly referred to as Geoprobe©. The soil borings (labeled as SS-1 through SS-10) were advanced in the area of the former UST pit and pump island. Figure 4 presents the approximate soil boring locations. During the installation of the soil borings, subsurface soil samples were continuously collected in five-foot long, two-inch diameter sleeves. Soil recovered in the sleeve was classified on-site by S&ME personnel. In general, sands and clays were encountered to termination depth of up to 10 feet below ground surface (ft bgs). Recovered soils were screened with a photo ionization detector (PID) generally at 2-foot intervals to measure relative headspace concentrations of volatile organic compounds (VOCs). VOC headspace readings were obtained from an aliquot of each soil sample that was placed in a re-sealable bag. Another portion of the sample was placed in a laboratory-supplied container and stored in an insulated container with ice for laboratory analyses. After waiting approximately 15 minutes to allow the sample to reach ambient temperature and headspace equilibrium, the PID probe was inserted into the bag to obtain a headspace reading. Soil boring logs are included in Appendix I. The soil samples that exhibited the highest PID reading in each of the soil borings were shipped under standard chain-of-custody procedures to Prism Labs (Prism), a North Carolina certified laboratory. The soil samples were analyzed for total petroleum hydrocarbons (TPH) diesel range organics (DRO) and gasoline range organics (GRO) by EPA Methods 8015/5030 and 3550, and for VOCs by EPA Method 8260B. 4.2 Soil Sample Analytical Results The laboratory analytical results of the soil samples collected on November 29 and 30, 2011, indicated that TPH GRO and TPH DRO were detected in concentrations exceeding the Action Limit in soil samples SS-1 through SS-5, SS-7, SS-9, and SS-10. In addition, TPH-DRO was detected above the State Action level in soil sample SS-8. The following constituents were detected at concentrations greater than the soil to water maximum soil contaminant concentrations (MSCCs):  Benzene: in SS-1, SS-3, SS-4, and SS-6 through SS-10;  n-Butylbenzene: in SS-1 and SS10;  sec-butylbenzene: in SS-10  Ethylbenzene: in SS-10;  Isopropylbenzene: in SS-1 and SS-10; Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 6  Naphthalene: in SS-1, SS-2, SS-3 SS-4, SS-9, and SS-10;  n-Propylbenzene: in SS-1, SS-3, SS-9, and SS-10;  styrene: in SS-10;  toluene: in SS-1 and SS-10;  1,2,4-Trimethylbenzene: in SS-1, SS-3, SS- and SS-10;  1,3,5-Trimethlybenzene: in SS-1 and SS-10; and,  Total xylenes: in SS-1 and SS-10. Several additional VOCs were detected in the soil samples collected from the soil borings but below their respective soil to water MSCCs. The soil analytical results and a comparison to NCDENR’s regulatory standards are summarized in Table 2. Soil concentrations detected at each boring location are shown on Figure 4. A copy of the laboratory analytical results and chain-of-custody forms is included in Appendix II. Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 7 5.0 GROUNDWATER MONITORING 5.1 Monitor Well Installation S&ME installed one replacement groundwater monitor well (MW-1R) on November 29, 2011. Monitor well MW-1R was installed on the eastern portion of the subject property near the former location of monitor well MW-1. Sandy clay and silts were encountered in the soil borings for monitor well MW-1R to the termination depth of 20 feet below ground surface. No soil samples were collected from the borehole associated with monitor well MW-1R. The soil boring was converted into a groundwater monitor well by installing a 15-foot long section of two-inch diameter polyvinyl chloride (PVC) slotted (0.010-inch) screen and sufficient riser pipe to bring the well to ground surface. The well was completed by placing #2 type filter sand in the boring annulus to approximately two to three feet above the screen section (sand pack). Approximately two to three feet of hydrated bentonite was tremied above the sand pack, and neat cement grout was then tremied from the top of the bentonite to approximately six inches bgs. The monitor well was installed to a depth of 20 ft bgs. The new well extends to the ground surface where it is encased with flush mount protective steel casing with a bolted manhole cover. A four-inch thick concrete pad was used to finish the surface of the well. The Non Residential Well Construction Records (NCDENR Form GW-1B, Rev. 2/09) is included as Appendix III. 5.2 Monitor Well Sampling Groundwater samples were collected from monitor wells MW-1R, MW-2, and MW-3 on November 29 and 30, 2011. Prior to collecting the groundwater samples, the depth to groundwater was measured in each of the monitor wells. The historical groundwater elevations and monitor well construction details are summarized in Table 3. After measuring the depth-to-water, S&ME personnel purged the monitor wells using a new disposable bailer by evacuating approximately three well volumes of water. The wells were allowed to recover before obtaining groundwater samples. The groundwater samples were placed in laboratory-supplied containers, stored in a cooler with ice, and shipped under chain-of-custody procedures to Prism for laboratory analysis. The sample was analyzed for VOCs by EPA Method 6200B. A copy of the groundwater sampling form is included in Appendix IV. 5.3 Monitor Well Sampling Results The laboratory analytical results of the groundwater sample collected on November 29 and 30, 2011 indicated that benzene (54 micrograms per liter (µg/L)) and naphthalene (18 µg/L) were detected in concentrations exceeding their respective North Carolina Groundwater 2L Standards (2L Standards) in monitor well MW-1R. Benzene (7.2 µg/L) and MTBE (92 µg/L) were detected in concentrations exceeding their respective 2L Standards in monitor well MW-2. Several other VOCs were detected in concentrations exceeding their laboratory reporting limits but below their respective 2L Standards in monitor wells MW-1R, MW-2, and MW-3. Groundwater Monitoring and Soil Assessment Report S&ME Project No. 1354-11-110B TF-5459 Go Speedio, Durham County, Durham NC February 23, 2012 9 6.0 CONCLUSIONS AND RECOMMENDATIONS On November 29 and 30, 2011,S&ME conducted a Site Reconnaissance and Receptor Survey, performed a limited soil assessment, installed one groundwater monitor well, and sampled three groundwater monitor wells at the former Go Speedio site located at 2301 North Roxboro Street in Durham, Durham County, North Carolina to assess the petroleum impact to groundwater from a UST system that was removed in December 1989. The findings at the site are as follows:  The site consists of a single story building formerly used as a gas station and currently used as a restaurant and convenience store. Two groundwater monitor wells were identified on the site during site reconnaissance. The results of the receptor survey indicated that there were no water supply wells or surface water bodies identified within 1,000 feet of the site. The site and surrounding properties are connected with municipal water supplied by Durham County.  On November 29 and 30, 2011, S&ME advanced 10 soil borings at the site in the vicinity of the former dispensing pump island and UST pit. The laboratory analytical results of soil samples collected from the soil borings indicated that several VOCs were present in concentrations exceeding their soil to water MSCCs in several of the soil borings.  On November 29, 2011, S&ME installed groundwater monitor well MW-1R to a depth of 20 feet below ground surface in the area of former monitor well MW-1, which was previously destroyed. S&ME collected groundwater samples from existing monitor wells MW-2, MW-3, and newly-installed MW-1R. The laboratory analytical results of the groundwater samples indicated that benzene was present in a concentration exceeding the 2L Standard in monitor wells MW- 1R and MW-2. In addition, naphthalene was detected exceeding the 2L Standard in MW-1R and MTBE was detected exceeding the 2L Standard in MW-2. None of the detections exceeded the GCLs. Concentrations of VOCs in the soil samples exceed the soil to water MSCCs in several locations, however, these concentrations are below the residential MSCCs. In addition, concentrations of target contaminant constituents in the monitor wells are below the Gross Contamination Levels. There are no identified water supply wells or surface water bodies within 1,000 feet of the site. S&ME Recommends:  Closing the site with a notice of residual petroleum for soil and groundwater.
