(ATC) submits this Monitoring Report documenting the monitoring well sampling event conducted on May 9, 2023, at the Gunter’s Grocery site. The site currently operates as Red Sea Grocery III, a retail convenience store and grill; however, the underground storage tanks (USTs) are not currently in operation. The report has been completed based on a March 31, 2023, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of the State Lead Contract #N70522-B between the NCDEQ and ATC. The approved services for TA-01 included the sampling of eight monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, MW-7 and DMW-1) and one water supply well (WSW), the Melton WSW. Monitoring well MW-3 could not be located during groundwater sampling activities, and the Melton WSW could not be accessed during this sampling event. Groundwater samples were analyzed for volatile organic compounds (VOCs) using Standard Method (SM) 6200B including oxygenates. On May 9, 2023, ATC collected groundwater samples from monitoring wells MW-1, MW-2, MW- 4, MW-5, MW-6, MW-7, and DMW-1. The following site conditions are noted based on the recent and historical assessment activities and are listed in the Conceptual Site Model (Appendix A):  Monitoring well MW-1 contained concentrations of Methyl-tert-butyl ether (MTBE) in exceedance of the Gross Contamination Levels (GCLs);  Monitoring wells MW-1, MW-2, MW-6, MW-7, and DMW-1 contained concentrations of one or more petroleum constituents above the 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards);  Based on water level data collected from the monitoring well network during this sampling event, groundwater appears to flow generally to the southwest;  A review of historical data appears to show that concentrations of Volatile Organic Compound (VOCs) increase with increases of water level. A chart depicting MW-1 groundwater elevation and MTBE concentrations is included in Appendix B.  Light non-aqueous phase liquid (LNAPL) was not observed in site monitoring wells gauged;  Monitoring well MW-3 could not be located during field activities;  The Melton WSW could not be sampled. ATC was unable to obtain an access agreement for sampling in time for the May 9, 2023, sampling event. Based on the results of the assessment activities, ATC recommends the following:  Conduct a quantitative High-Resolution Site Characterization (qHRSC) Assessment to fully characterize the extent of the VOCs in soil and groundwater, particularly MTBE which is persistent above GCLs.  After qHRSC is completed, conduct an evaluation of remedial alternatives to reduce VOCs to below GCLs. Monitoring Report July 5, 2023 Gunter’s Grocery – NCDEQ Incident #17478 ATC Project #STL1747801 3.0 SITE HISTORY AND CHARACTERIZATION 3.1 SITE CHARACTERIZATION ATC, under contract to the NCDEQ, provided environmental consulting services at the Gunter’s Grocery site, located at 2328 Sandy Springs Road, in Harmony, Iredell County, North Carolina. Figure 1 depicts the site location on a topographic map. The site currently operates as Red Sea Grocery III, a retail convenience store and grill. While the UST system remains, the USTs are not in service at this time. One above ground storage tank (AST) for used oil exists for an on-site auto repair shop, which has no secondary containment unit. Three active potable water supply wells (WSW-1, WSW-2A, and Melton WSW) are located within 1,000 feet of the source area and one inactive well (WSW-2) is located within 250 feet of the source area. The active water supply wells are either crossgradient or upgradient of the source area. Municipal water is not currently available to the site vicinity. Figure 2 indicates the location of water supply wells in the site vicinity, and Table 1 provides the water supply well information. 3.2 SITE HISTORY The two former 4,000-gallon gasoline USTs were removed by Triad Environmental Consultants, Inc. (Triad) in June 1996. Tank closure samples indicated total petroleum hydrocarbon (TPH) exceeding UST Action Levels beneath the former USTs, dispensers, and product lines. A new UST system was installed at the site in 1997. One 12,000-gallon compartmentalized UST (8,000- gallon and 4,000-gallon compartments) was installed in May 1996. On November 11, 1998, Mid-Atlantic Associates, P.A. (Mid-Atlantic) advanced soils borings in the locations of the formers USTs, dispensers, and product lines. Impact was observed to be the highest on the south side of the former dispensers and product lines. In August 2001, Mid-Atlantic oversaw the installation of five Type II monitoring wells (MW-1, MW-2, MW-3, MW-4, and MW-5) and conducted subsequent groundwater sampling. The wells were installed to depths between 43 and 45 feet below ground surface (ft-bgs). The groundwater samples indicated impact above 2L standards in wells MW-1 and MW-2. Prior to the installation of the Type II monitoring wells, a casing was installed to a depth of 86 ft-bgs for a Type III bedrock well. Following the casing installation the boring was advanced to roughly 175 feet-bgs and abandoned since no fractures or water bearing units were encountered. S&ME, Inc. (S&ME) conducted an MMPE event on the site in March 2004. The MMPE event took place between March 22 and March 26, 2004, with approximately 96 hours of recovery over the 5-day period. Monitoring wells MW-1 and MW-2 were used for recovery. A total of 6,384 gallons of impacted groundwater were removed and an estimated 214 pounds of VOCs were recovered in the form of vapor. On December 13, 2006, Terraine, Inc. (Terraine) oversaw the installation of monitoring wells MW- 6 and MW-7. The wells were installed to 45 ft-bgs. The subsequent groundwater sampling event results showed concentrations of several constituents exceeding their respective 2L Standards in the sample taken from well MW-1, with benzene exceeding the 2L Standard in the samples collected from wells MW-2, MW-6, and MW-7. On January 22, 2018, ATC performed groundwater monitoring activities at the site including the sampling of five on-site monitoring wells (MW-1, MW-2, MW-4, MW-6, and MW-7), as well as two active potable water supply wells (WSW-1 and WSW-2A) located within 1,000 feet of the source area. The results from the groundwater sampling event indicated concentrations of BTEX and several other petroleum-related constituents exceeding their respective 2L Standards and MTBE Monitoring Report July 5, 2023 Gunter’s Grocery – NCDEQ Incident #17478 ATC Project #STL1747801 exceeding the GCL in monitoring well MW-1. MTBE was detected above the 2L Standard in monitoring wells MW-2 and MW-6. No VOCs were detected in the samples from water supply wells WSW-1 and WSW-2A. This data is consistent with previous analytical results for water supply wells WSW-1 and WSW-2A. Water supply wells WSW-1 and WSW-2A are north of the site and appear to be upgradient of subsurface impact based on historical groundwater flow towards the south-southwest of the site. Three active water supply wells (WSW-1, WSW-2A, and Melton WSW) are located within 1,000 feet of the source. Water supply well WSW-2 located approximately 250 feet northeast of the source and has been reportedly abandoned, although ATC does not have record of the abandonment. The water supply well was located at 2298 Sandy Springs Road (Melton WSW) has not been reported to be present since 2004. The residence at 2321 Sandy Springs Road (residence located approximately 240 feet southeast of the site) appears to have been vacant for several years, but reportedly used a spring as a water supply. On October 11, 2019, ATC performed groundwater monitoring activities at the site including the sampling of five on-site monitoring wells (MW-1, MW-2, MW-4, MW-6, and MW-7), as well as two active potable water supply wells (WSW-1 and WSW-2A) located within a 1,000-foot radius of the site. The results from the groundwater sampling event indicated concentrations of petroleum- related constituents exceeding their respective 2L Standards. Three oxygenates, tert-amyl alcohol, tert-amylmethyl ether, and tert-butyl alcohol were detected in monitoring wells MW-1 and MW-2. No VOCs were detected in the samples from water supply wells WSW-1 and WSW-2A. On March 10, 2020, ATC conducted an 8-hour Aggressive Fluid Vapor Recovery (AFVR) event. Monitoring well MW-1 was used for recovery. A total of 489 gallons of impacted groundwater were removed and an estimated 1.16 pounds of VOCs were recovered in the form of vapor. Low vapor recovery was concluded to be the result of low permeable soil in the subsurface. On March 24, 2020, ATC returned to the site to conduct groundwater sampling of five on-site monitoring wells (MW-1, MW-2, MW-4, MW-6, and MW-7). Similar to the October 2019 event, the results from the March 2020 groundwater sampling event indicated concentrations of petroleum-related constituents exceeding their respective 2L Standards. Additionally, the concentration of MTBE in monitoring well MW-1 (21,700 µg/L) exceeded the GCL of 20,000 µg/L. The oxygenates tert-amyl alcohol and tert-butyl alcohol were also detected in monitoring wells MW-1 and MW-2 at concentrations exceeding 2L Standards. During the March 2020 sampling event, ATC was able to confirm the presence of the Melton WSW. The quantity of groundwater and VOCs in the vapor phase removed with the AFVR and MMPE events to date is summarized below: Date Method Water (gal) VOCs (lb) 3/22/2004 96-hr MMPE 6,384 214 3/10/2020 8-hr AFVR 489 1.16 4/12/2021 96-hr MMPE 4,801 10.18 Total 11,674 225.34 ATC performed a Mobile Multi-Phase Extraction/Air Sparging (MMPE/AS) event conducted between April 12 and 16, 2021, and pre and post-MMPE/AS sampling events conducted on April 12 and 29, 2021 at the Gunter’s Grocery site. During the 96-hour MMPE/AS event, 4,801 gallons of water and 10.18 pounds (1.65 gallons) of VOCs were removed, and Light non-aqueous phase liquid (LNAPL) was not identified during pre- or post-MMPE/AS sampling events. Monitoring Report July 5, 2023 Gunter’s Grocery – NCDEQ Incident #17478 ATC Project #STL1747801 Several VOCs were detected above the 2L Standards during the pre- and post-MMPE/AS sampling events in the groundwater samples collected from monitoring wells MW-1, MW-2, MW- 6, and DMW-1. VOC concentrations remained stable between pre- and post-MMPE/AS sampling events in monitoring wells MW-1 and DMW-1; On April 21, 2022, ATC performed groundwater monitoring activities at the site including the sampling of seven on-site monitoring wells (MW-1, MW-2, MW-4, MW-5, MW-6, MW-7, and DMW-1), as well as one active potable water supply well (Melton WSW) located within a 1,000- foot radius of the site. The results from the groundwater sampling event indicated concentrations of petroleum-related constituents exceeding their respective 2L Standards in MW-1, MW-2, MW- 6, MW-7, and DMW-1. No VOCs exceeded GCLS. No VOCs were detected in the Melton WSW. 3.3 SITE AND REGIONAL GEOLOGY According to the Geologic Map of North Carolina, produced by the North Carolina Geological Survey and dated 1985, the site lies within the Inner Piedmont Belt of the Piedmont Physiographic Province of North Carolina. The rock type in this area has been identified as mica schist, which is crystalline metamorphic rock. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. Bedrock was encountered at a depth of 58 ft-bgs during the installation of monitoring well DMW-1. 3.4 SITE AND REGIONAL HYDROGEOLOGY The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on the gauging of the monitoring well network, groundwater flow across the site is generally to the south-southwest. Depth to groundwater in the overburden aquifer ranges from approximately 26 to 43 ft-bgs. The bedrock fractures or other planar features of the Piedmont Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont, likely including those in the site vicinity, are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. Monitoring Report July 5, 2023 Gunter’s Grocery – NCDEQ Incident #17478 ATC Project #STL1747801 4.0 GROUNDWATER CHARACTERIZATION 4.1 GROUNDWATER LEVELS On May 9, 2023, ATC measured the water levels in monitoring wells MW-1, MW-2, MW-4, MW- 5, MW-6, MW-7 and DMW-1. Monitoring well MW-3 could not be located. LNAPL was not observed in site monitoring wells gauged during sampling. The depth to groundwater in the shallow monitoring wells ranged from 32.65 feet below top of casing (ft-toc) in well DMW-1 to 29.96 ft-toc in well MW-5. Based on the groundwater levels between MW-1 and DMW-1, there is a slight downward hydraulic gradient of 0.018 ft/ft. Figure 3 depicts a site map and site characteristics. Groundwater elevation data are summarized in Table 2. A groundwater elevation contour map for the May 9, 2023 sampling event is presented in Figure 4. The contour map indicates that groundwater flows to the south-southwest. Field notes and photographs from the May 9, 2023 groundwater monitoring events are presented in Appendix C. 4.2 GROUNDWATER QUALITY On May 9, 2023, ATC collected groundwater samples from monitoring wells MW-1, MW-2, MW- 4, MW-5, MW-6, MW-7 and DMW-1. Monitoring well MW-3 could not be located. During monitoring well sampling activities, a three-volume purge was implemented prior to groundwater sample collection to ensure a representative groundwater sample was collected. Monitoring well DMW-1 was purged dry at approximately two-volumes prior to groundwater sample collection. Upon completion of monitoring well purging activities, water quality field parameters were measured in each well. Field parameters are included in Table 3. The groundwater samples were collected in laboratory-supplied, preserved containers, entered into chain-of-custody control, placed on ice, and delivered to Pace Analytical (Pace) in Huntersville, North Carolina. The groundwater samples were analyzed for VOCs by SM 6200B. The analytical report is included as Appendix D. Groundwater analytical results from the May 2023 monitoring event is summarized in Table 4. Historical water supply well analytical results are shown in Table 5. Historical monitoring well analytical results are shown in Table 6. Groundwater analytical results indicated the following:  Monitoring well MW-1 contained concentrations of MTBE in exceedance of GCLs;  Monitoring wells MW-1, MW-2, MW-6, MW-7, and DMW-1 contained concentrations of one or more petroleum constituents above the 2L Standards;  Based on water level data collected from the monitoring well network, groundwater appears to flow generally to the southwest;  LNAPL was not observed in site monitoring wells gauged;  Monitoring well MW-3 could not be located during field activities;  The Melton WSW could not be sampled. ATC was unable to obtain an access agreement for sampling in time for the May 9, 2023, sampling event. The highest VOC concentrations were observed in monitoring well MW-1, which is located near the former UST basin and dispenser island. Benzene and MTBE concentrations exceeded 2L Standards in monitoring well DMW-1, which was installed on top of bedrock, but were observed to be significantly lower than nearby MW-1. Figure 6 depicts an isoconcentration map for MTBE. 4.3 QUALITY ASSURANCE AND QUALITY CONTROL As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the laboratory report, and the chain-of- custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for SM 6200B. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for EPA Method 6200B. A field blank (Field Blank- 1) was also analyzed groundwater monitoring event and constituents were not detected in the blank. Refer to the laboratory report in Appendix D for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed this Groundwater Monitoring Report to document assessment activities conducted as part of TA-01 for the Gunter’s Grocery site, located at 2328 Sandy Springs Road, in Harmony, Iredell County, North Carolina. The following site conditions are presented, based on the recent and historical assessment activities:  Monitoring well MW-1 contained concentrations of MTBE in exceedance of the GCLs;  Monitoring wells MW-1, MW-2, MW-6, MW-7, and DMW-1 contained concentrations of one or more petroleum constituents above the 2L Standards;  Based on water level data collected from the monitoring well network during this sampling event, groundwater appears to flow generally to the southwest;  A review of historical data appears to show that concentrations of VOCs increase with increases of water level.
