(ATC) has performed consulting services for Scarlett’s 66, located at 1030 Seigle Avenue in Charlotte, Mecklenburg County, North Carolina. The adjoining properties are developed as commercial properties with residential properties further from the site. This work was performed based on the April 27, 2023 Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of the State Lead Contract # N70522-B between NCDEQ and ATC. The site is vacant as of July 13, 2023, but previously operated as an auto repair shop, Automax Lube and Tune. The new property owner has applied for and been granted eligigability into the NCDEQ Brownfields Program, Project#26037-22-060. The site formerly operated four 4,000- gallon gasoline USTs, one 1,000-gallon kerosene, one 550-gallon waste oil, and one 550-gallon heating oil UST which were removed in 1994. The UST Closure Report indicated that at the time of the UST removals, releases from the kerosene and heating oil USTs were reported to the NCDEQ, although gasoline constituents are also detected in the groundwater. ATC was authorized to sample groundwater monitoring wells MW-1, MW-3, MW-4, MW-5, and AS-1 and measured the depth to groundwater in all monitoring wells. The work was conducted on May 16, 2023. The following site conditions are noted based on the recent and historical assessment activities and are listed in the Conceptual Site Model (Appendix A):  Municipal water is available to the site and surrounding area. No water supply wells are reportedly located within 1,500 feet of the source area.  Little Sugar Creek is located approximately 480 feet northwest of the source area.  Light non-aqueous phase liquid (LNAPL) was measured in MW-2 at a thickness of 0.06 feet on May 16, 2023.  Concentrations of volatile organic compounds (VOCs) exceeded the 15A NCAC 02B Surface Water Quality Standards (2B Standards) by more than ten times in wells MW-1 and MW-4 and exceeded the Gross Contamination Levels (GCLs) in well MW-1 (for benzene only at 6,720 micrograms per liter or µg/L).  Concentrations of VOCs exceeded the 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards) in MW-1 and MW-4.  The concentration of benzene was 7% less in well MW-1, and 207.5% greater in well MW-4 than reported in February 2022.  Concentrations of VOCs are decreasing over time in MW-1 and are increasing in MW-4.  The depth to groundwater in the shallow monitoring wells ranged from 15.62 ft-toc in MW-4 to 19.33 ft-toc in MW-5 on May 16, 2023, with groundwater flow to the northwest. 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for Scarlett’s 66, located at 1030 Seigle Avenue in Charlotte, Mecklenburg County, North Carolina. Figure 1 depicts the site location on a topographic map. The site includes a commercial building and former dispenser islands and former UST basins. The commercial building formerly operated as a retail gasoline station and recently operated as an auto repair facility. Municipal water is provided to the site and other surrounding properties. Little Sugar Creek is located approximately 480 feet northwest of the source area. Four shallow monitoring wells (MW-1 through MW-4) and Groundwater Monitoring Report July 13, 2023 Scarlett’s 66, Charlotte, NC, Incident No. 36384 ATC Project No. SLC3638405 3 one deep air sparge well (AS-1) are located on the site, and one shallow well (MW-5) is located northwest of the site across Seigle Avenue (Figure 2). 3.2 Site Background The site operated as an auto repair shop, Automax Lube and Tune, through August 31, 2021, and is currently vacant. The site formerly operated four 4,000-gallon gasoline USTs, one 1,000- gallon kerosene, one 550-gallon waste oil, and one 550-gallon heating oil UST which were removed in 1994. The UST Closure Report indicated that at the time of the UST removals, releases from the kerosene and heating oil USTs were reported to the NCDEQ. A surface water body, identified as Little Sugar Creek (Class C), is located approximately 480 feet west of the site. A Phase II Limited Site Assessment (LSA) was completed by S&ME, dated August 10, 2009. The Phase II LSA indicated that the site qualified as a high risk site due to the presence of an active water supply well (WSW-1) approximately 500 feet southwest of the site. A Groundwater Monitoring Report dated August 6, 2010, by S&ME indicated that water supply well (WSW-1) was out of service. This water supply well is not included in Mecklenburg County’s Well Information database. The report also indicated that an AFVR event was completed in April 2010. A Groundwater Monitoring Report dated June 13, 2012, by S&ME indicated that there were no active water supply wells within 1,000 feet of the site. The report indicated that GCLs were exceeded for benzene on-site. A Groundwater Monitoring Report dated July 23, 2013, by Crawford Environmental Services indicated that there was no LNAPL identified in the site monitoring well network. The report indicated that the GCL for benzene had been exceeded. ATC performed groundwater monitoring activities at the site on December 30, 2014, which identified LNAPL in well MW-2 at a thickness of 0.24 feet. Monitoring wells MW-1 and MW-4 each contained multiple constituent concentrations above the 2L Standards and ten times the 2B Standards. No constituents were noted above 2L Standards for wells MW-3 and MW-5. The December 2014 sampling event indicated that no compounds were noted above the GCLs in wells that did not contain LNAPL, and groundwater appears to flow generally to the northwest. ATC performed an AFVR event on June 19, 2015, using well MW-2 as the extraction point. Prior to performing the AFVR event, LNAPL was measured at a thickness of 0.32 feet in well MW-2. In compliance with the tenant’s request to cease AFVR activities, the AFVR operation was discontinued after running for approximately 1 hour and 30 minutes. Forty-two gallons of petroleum impacted groundwater from well MW-2 was removed during that time. A return visit was performed on September 16, 2015, and 0.60 feet of LNAPL was measured in well MW-2. During this visit, ATC installed an absorbent sock in the well to aid in the removal of LNAPL. ATC conducted an 8- hour AFVR event on March 8, 2016. This event was followed by post-AFVR groundwater monitoring activities conducted on April 13, 2016. LNAPL was still present in well MW-2, and wells MW-1 and MW-4 contained contaminant concentrations that exceeded the 2L Standards. During the March 2018 sampling event, free product was detected in monitoring well MW-2 at a thickness of 0.44 feet. Monitoring wells MW-1 and MW-4 each contained multiple constituents at concentrations above the 2L and 2B Standards. The GCL for benzene was exceeded in the sample from well MW-1 at a concentration of 12,000 µg/L. Based on the March 2018 sampling event, ATC recommended an AFVR event using well MW-2 to remove free product, and using well MW-1 to remove dissolved phase petroleum. Groundwater Monitoring Report July 13, 2023 Scarlett’s 66, Charlotte, NC, Incident No. 36384 ATC Project No. SLC3638405 4 ATC subcontracted CCI to perform an 8-hour AFVR on August 9, 2019. On September 9, 2019, ATC completed a groundwater sampling event. Based on the AFVR and groundwater sampling events, ATC concluded the contaminant plume appeared to be stable, although VOC concentrations increased slightly in monitoring well MW-1. The AFVR event appears to have been successful in removing LNAPL from monitoring well MW-2, but not in reducing VOC concentrations in monitoring well MW-1. ATC performed a groundwater monitoring event on January 15, 2021. ATC gauged and sampled groundwater monitoring wells MW-1, MW-2, MW-3, MW-4 and MW-5. Dissolved VOC concentrations exceeded the 2B Standards by more than ten times in wells MW-1, MW-2, and MW-4, and the benzene concentration exceeded the GCL in well MW-1 (8,800 µg/L). ATC concluded that the VOC plume appeared to be decreasing with time and recommended the installation of a deeper well (AS-1) to be used for air sparging during an MMPE event. Well AS-1 was installed on March 31, 2021. ATC sampled air-sparge well AS-1 on August 2, 2021 prior to the initiation of the combined Mobile Multi-Phase Extraction (MMPE)/Air Sparging (AS) event. The MMPE/AS event was performed between August 2 and August 6, 2021. ATC sampled groundwater monitoring wells MW-1, MW-2, MW-4, and AS-1 and measured the depth to groundwater in all monitoring wells on August 20, 2021. On October 29, 2021, ATC collected a sample from monitoring well MW-1. Benzene was reported in excess of its GCL, and the concentration was higher than that reported in January 2021 and August 2021, but less than the concentrations detected in 2016, 2018, and 2019. ATC performed a 96-hour Mobile Multi-Point Extraction (MMPE)/Air Sparging (AS) event between December 13 and 17, 2021, using well MW-1 and MW-4 as the extraction wells while sparging AS-1. Approximately 737 gallons of petroleum hydrocarbons were recovered as vapors and 3,475 gallons of petroleum impacted groundwater from well MW-1 and MW-4 were removed during this event. A groundwater sampling event was performed post-MMPE/AS on December 27, 2021. ATC sampled groundwater monitoring wells MW-1, MW-4, and AS-1 and measured the depth to groundwater in all monitoring wells. LNAPL was measured in MW-2 at a thickness of 0.14 feet. ATC concluded concentrations of VOCs generally decreased subsequent to the MMPE event and decreased over time. On August 3, 2022, 1030 Siegle, LLC purchase the property. On October 10, 2022, The NCDEQ Brownfields program issued a Letter of Eligibility into the Brownfields Program (Scarlett’s 66 Brownfields Project #26037-22-060). On January 9, 2023, 1030 Siegle LLC submitted plans for the future development of for commercial and business use (restaurant, office). 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the Site lies in the Charlotte Belt of the Piedmont Physiographic Province of North Carolina. The rock type at the site has been identified as phyllite and schist, which are crystalline metamorphic rocks. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and Groundwater Monitoring Report July 13, 2023 Scarlett’s 66, Charlotte, NC, Incident No. 36384 ATC Project No. SLC3638405 5 rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. The well construction record for AS-1 indicates silty clay to a depth of 45 feet below ground surface (ft-bgs). 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Groundwater has been encountered at depths ranging between 13 feet and 17 feet below the top of casing in site monitoring wells. Based on groundwater elevation data from the existing site wells, the groundwater flow direction is to the northwest, toward Little Sugar creek located approximately 480 feet to the northwest. The bedrock fractures or other planar features of the Charlotte Belt Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi- confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels On May 16, 2023, ATC measured the depth to groundwater in wells MW-1, MW-2, MW-3, MW- 4, MW-5, and AS-1 prior to sampling monitoring wells (Table 1). The depth to groundwater in the shallow monitoring wells ranged from 15.62 ft-toc in MW-4 to 19.33 ft-toc in MW-5 on May 16, 2023. LNAPL was detected in MW-2 at a thickness of 0.06 feet during the May 2023 groundwater monitoring event and has decreased since the last sampling event in February 2022.. A groundwater elevation contour map is provided as Figure 3, which depicts groundwater flow generally to the northwest. Field notes and photographs from the May 16, 2023 gauging event is provided in Appendix B. Groundwater Monitoring Report July 13, 2023 Scarlett’s 66, Charlotte, NC, Incident No. 36384 ATC Project No. SLC3638405 6 4.2 Groundwater Quality On May 16, 2023, ATC sampled groundwater monitoring wells MW-1, MW-3, MW-4, MW-5 and AS-1. MW-2 contained LNAPL as was not sampled. During sampling activities, a three-volume well purge was implemented prior to groundwater sample collection to ensure collection of representative groundwater samples. The water samples were collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited laboratory Pace Analytical Services, LLC, in Charlotte, North Carolina. The groundwater samples were analyzed by Standard Method 6200B for VOCs, including ethanol and oxygenates. The laboratory report is included in Appendix C. At the completion of sampling each well, field parameters were measured (temperature, conductivity, oxygen-reduction potential, and dissolved oxygen) as presented in Table 2. Recent and historical groundwater analytical results are summarized in Table 3 and Table 4, respectively. The groundwater analytical results were compared to the 2L Standards, 2B Standards, and GCLs. Results from the groundwater monitoring event indicated the following:  Concentrations of VOCs exceeded the 2B Standards by more than ten times in wells MW-1 and MW-4.  The benzene concentration in well MW-1 (6,720 µg/L) exceeded the GCL of 5,000 µg/L. The benzene concentration in well MW-1 was 7% less than reported in February 2022.  Benzene increased 207.5% in MW-4 since it was reported in February 2022.  VOCs concentrations exceeded the 2L Standards in wells MW-1 and MW-4. Figure 4 depicts dissolved phase concentrations for petroleum compounds exceeding the 2L Standards. As part of ATC’s quality assurance and quality control (QA/QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Refer to the laboratory reports in Appendix C for details regarding QA results for the laboratory samples and any noted exceptions. VOCs were not detected in the field blank or the laboratory method blanks. Overall, ATC concludes that the laboratory results are usable, and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed consulting services for Scarlett’s 66, located at 1030 Seigle Avenue in Charlotte, Mecklenburg County, North Carolina.
