Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting assessment activities performed at the Former Huffstickler Exxon site (Incident 9190). The site is an approximate 0.80-acre developed site (Tax Parcel No. 174315) located at 904 North Main Street in Stanley, Gaston County, North Carolina. This report was completed to summarize the findings of assessment activities performed on May 18 and 19, 2023, in accordance with North Carolina Department of Environmental Quality (NCDEQ), Task Authorization No. 1, approved on April 12, 2023. The work is being performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP Associates, Inc. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ UST Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina registered professional geologist (North Carolina License No. 1600). Between May 18 and 19, 2023, ESP gauged static water levels and collected groundwater samples from monitoring wells MW-1, MW-2, MW-3, and MW-5 through MW-9. It should be noted that ESP was not able to access monitoring well MW-4 as the location was blocked by a vehicle. Efforts to have the property owner move the vehicle were unsuccessful. Groundwater samples from monitoring wells MW-1, MW-2, MW-3, and MW-5 through MW-9, were analyzed for volatile organic compounds (VOCs) by EPA Method 6200B including methyl- tert-butyl ether (MTBE), ethylene dibromide (EDB), and isopropyl ether (IPE). Groundwater analytical results were compared to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross Contaminant Levels (GCLs). Results of the recent assessment activities revealed the following: • Static water level depths ranged from 12.74 to 14.45 feet below TOC with a groundwater flow beneath the site determined to be toward the northeast and southeast. • Free product was not measured or observed in any of the site monitoring wells; • Benzene was detected above its GCL of 5,000 µg/L in MW-1 (10,700 µg/L) and MW-2 (5,010 µg/L) while benzene was also detected above its 2L Standard of 1 µg/L in MW-1, MW-2, MW-3, MW-6, MW-8, and MW-9. • Multiple VOCs were detected at concentrations exceeding their respective 2L Standards in groundwater samples collected from MW-1, MW-2, MW-3, MW-6, MW-8, and MW-9. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 ii • VOCs were not detected at concentrations above laboratory reporting limits in MW-5 and MW-7, except for chloroform and toluene in MW-7, which were detected at concentrations well below their 2L Standards. • No analytes were detected above their reporting limits in the field blank sample; • As compared to the most recent sampling event performed on September 20, 2022, VOC concentrations across the site have remained relatively stable with some general decreases and increases in analyte concentrations reported in site monitoring wells. • Elevated total BTEX concentrations from the May 2023 sampling event in monitoring wells MW-1 (127,340 µg/L), MW-2 (135,790 µg/L), MW-6 (125,870 µg/L), and MW-9 (58,420 µg/L) indicate the likely presence of a source area within and beyond the former UST system footprint. Based on the above conclusions, ESP offers the following recommendations: • Request product specifications and bids from vendors to evaluate the feasibility of conducting injection events to deliver chemical remedial technologies to augment biodegradation and increase anerobic microorganisms across the source area; and • Continue to sample site monitoring wells on a semi-annual basis. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 1 1.0 INTRODUCTION 1.1 Site Setting The former Huffstickler Exxon site is an approximate 0.80-acre developed site (Tax Parcel No. 174315) located at 904 North Main Street in Stanley, Gaston County, North Carolina (see Figures 1 and 2). The site includes an approximate 1,188-sqft active automotive repair shop built in 1990 along with gravel parking on the western portion of the tax parcel while the eastern portion of the tax parcel includes a self-storage building. The site is bounded to the south by Mariposa Road and beyond by commercial/retail properties including a gas station, to the west by North Main Street and beyond by single-family residential properties, and to the north by woods and beyond by commercial properties. 1.2 Site Geology and Hydrogeology A consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is located within the Kings Mountain Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills, and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rocks in the site area are described as quartz sericite schist, metamorphosed volcanic rock, and quartz-pebble metaconglomerate. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Gaston County, depicts soils on the site as Cecil-Urban land complex (CfB) with some Cecil sandy clay loam (CeB2). In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table. Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 2 The direction and movement of groundwater through soil is generally dependent on soil type, the presence of relict structures, and the textures of the underlying rock. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. No major geologic features (faults, etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on historical data and May 2023 water level measurements, groundwater at the site is expected to flow generally to the northeast-southeast; however, groundwater measurements collected on September 20, 2022, indicated a groundwater flow direction to the west. 1.3 Surface Water The site is located within the drainage basin of Stanley Creek, which, at its closest point, is located approximately 1,200 feet east of the site. Stanley Creek drains into the Catawba River. No surface water features were observed on or immediately adjacent to the site (see Figure 1). 1.4 Water Supply Wells Three water-supply wells were previously identified within 1,500 feet of the UST basin (source area) as depicted on Figure 6. Public water is reportedly available to the site and surrounding properties located along the east side of North Main Street. A rail line parallels the western side of North Main Street. It is unlikely properties along Watts Road (to the west of the site) can be connected to the municipal water supply, given the presence of the rail line. The three water supply wells include: • WSW-1, located approximately 250 feet northwest and upgradient of the source area, is currently an active well; • WSW-2, located approximately 550 feet northwest and upgradient of the source area, is currently an active wells; and • WSW-3, located approximately 450 feet south of the source area, is reportedly inactive. The property containing WSW-3 is a vacant residence with access to municipal water. A summary of the water supply well information is presented in Table 1, while their general locations are depicted on Figure 6. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from a report titled “Subsequent Monitoring Report - Former Huffstickler Exxon (Incident #9190)” dated October 18, 2022 by Terracon Consultants, Inc. • The on-site UST system was comprised of three 4,000-gallon gasoline USTs and associated piping. The USTs were reportedly out of service in 1982 and were removed by Certifoam Services on September 24, 1992. Approximately 380 cubic yards of soil were excavated during the removal of the tanks. Soil samples collected from the tank basin indicated concentrations of total petroleum hydrocarbons as high as 5,036 milligrams per kilogram (mg/kg), above the NCDEQ action level. Concentrations of benzene, ethylbenzene, toluene, and xylenes exceeded their respective Gross Contaminant Levels (GCLs) in samples obtained from shallow groundwater encountered in the tank basin during closure activities. • Terraine Environmental (Terraine) prepared a “Limited Site Assessment”, dated February 12, 2007. As part of the LSA, Terraine, installed a Type II monitoring well (MW-1) adjacent to the tank basin, collected soil and groundwater samples and performed a receptor survey. Benzene exceeded its Maximum Soil Contaminant Concentration (MSCC) in the soils collected during the installation of monitoring well MW-1 and its GCL in the groundwater. • In 2007 Terraine installed monitoring wells MW-2 through MW-7 to delineate groundwater contamination at the site and adjoining properties. Benzene was detected in monitoring wells MW-1 and MW-2 above its GCL. • In 2009, Terraine installed monitoring wells MW-8 and MW-9. Benzene was detected at concentrations exceeding its GCL in groundwater samples from wells MW-1, MW-2, and MW-6. • In July 2010, Terraine conducted a Mobile Multi-Phase Extraction (MMPE) Event completed by Advanced Environmental Services, Inc. (AES) utilizing monitoring wells MW-1, MW-2, MW-3, and MW-9. Free product was not detected in the wells prior to or after the MMPE event. According to AES, 4,452 gallons of product/water were removed as liquid, and an equivalent of 226.32 gallons of gasoline was removed as vapor. The MMPE event was moderately successful showing a general decrease in compound concentrations. Although reduced, concentrations of benzene remained above the GCL in groundwater samples collected from monitoring wells MW-1, MW-2, and MW-6. MTBE exceeded its GCL in well MW-1. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 4 • Terraine prepared a “Soil Boring Results” letter, dated January 31, 2011, reporting six soil borings were advanced at various locations along the western portion of the property near the former location of the USTs and associated piping. Based on the soil analytical results, the highest concentrations of petroleum-impacted soils were detected in the soil boings closest to the former UST basin and associated fuel dispensers. C9-C22 aromatic hydrocarbon fraction concentrations exceeded the Residential MSCCs in the soils nearest the former UST basin. • Crawford Environmental Services (CES) prepared a “Receptor Update and Groundwater Monitoring Report”, dated June 14, 2012. Benzene was detected above its GCL in wells MW-1, MW-2 and MW-6 and MTBE was detected above its GCL in well MW-1. • Terracon prepared a “Federal/State Lead Monitoring Report”, dated September 4, 2014, and completed sampling of the nine monitoring wells and water supply well WSW-1. Benzene was detected above its GCL in monitoring wells MW-1 and MW-2 at 11,700 micrograms per liter (µg/L) and 7,250 µg/L, respectively. MTBE was detected above its GCL in monitoring well MW-3 at 21,600 µg/L. Terracon installed O-Sox inserts in each monitoring well except for well MW-7 to enhance degradation of petroleum contaminants in November 2014. • Terracon completed a sampling event of the nine monitoring wells in February 2015. Benzene was detected above the GCL in monitoring wells MW-1 at 11,500 µg/L, and MW- 2 at 8,830 µg/L. Terracon installed O-Sox well inserts into monitoring wells MW-1 and MW-2 to enhance degradation of petroleum contaminants in May 2015. • Terracon completed sampling events in January and October 2016. Benzene was detected in wells MW-1, MW-2, and MW-3 at concentrations above the GCL in January and MW-1 and MW-2 in October. • In April 2017 and February 2018, Terracon collected samples from wells MW-1 through MW-9. Benzene was detected above its GCL in wells MW-1, MW-2, and MW-3. MTBE was also detected above its GCL in well MW-3. • In September 2019, Terracon sampled monitoring wells MW-1 through MW-9. Benzene was detected above its GCL in monitoring wells MW-1 (9,940 µg/L) and MW-2 (5,510 µg/L). Groundwater samples from monitoring wells MW-1, MW-7 and MW-9 were analyzed for natural attenuation parameters including dissolved gases (ethane, ethene and methane), dissolved oxygen, ferrous iron, nitrate, nitrite, sulfate, and alkalinity, and were evaluated for biodegradation potential using QuantArray-Petro to identify aerobic and Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 5 anaerobic biodegradation organisms. The results indicated biodegradation activity in well MW-1 and to a lesser extent in well MW-9, and that there are not enough anaerobic electron acceptors in the groundwater to support a sustainable population of anaerobic microorganisms needed for biodegradation. Higher oxygen values in wells MW-7 and MW- 9 suggest the plume is potentially undergoing aerobic biodegradation in the fringe areas. • In December 2020 and September 2022, Terracon performed two groundwater monitoring events. Benzene exceeded the GCL of 5,000 µg/L in wells MW-1 and MW-2 while tetrachloroethene exceeded its 2L Standard in monitoring well MW-4 during the September 2022 event. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 6 3.0 FIELD ACTIVITIES Field activities were performed by ESP between May 18 and 19, 2023 and included gauging of static water levels, and the collection of groundwater samples from monitoring wells MW-1, MW- 2, MW-3, and MW-5 through MW-9. It should be noted that ESP was not able to access monitoring well MW-4 as the location was blocked by a vehicle. Efforts to have the property owner move the vehicle were unsuccessful. As provided in Attachment A, field logbook entries along with groundwater sampling and field instrument calibration forms were completed in the field to document site activities. Details of these activities are provided below. 3.1 Water Level Gauging On May 18, 2023, prior to purging or collection of groundwater samples, depth to groundwater from the top of casing (TOC) within each monitoring well was measured and recorded using a decontaminated electronic water level meter. The water level measurements were collected by first removing the plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As noted on Table 2, static water level depths ranged from 12.74 to 14.45 feet below TOC (ft bTOC). As depicted on Figure 3, based on these depth measurements, groundwater flow beneath the site is toward the northeast and southeast. 3.2 Free Product Evaluation During the May 18, 2023, gauging event, free product was not measured or observed in any of the site monitoring wells. 3.3 Groundwater Sampling On May 18 and 19, 2023, water quality parameters including pH, conductivity, temperature, and turbidity were measured in monitoring wells MW-1, MW-2, MW-3, and MW-5 through MW-9 prior to purging the well and at approximate five-minute intervals throughout the purging process using calibrated field water quality measurement instruments. Prior to sampling, either three consecutive stable readings were recorded or a minimum of three well volumes were purged from each monitoring well. Sampling was conducted using a peristaltic pump with dedicated high- density polyethylene sample tubing. The water quality parameters were recorded on groundwater sampling forms along with the time, depth to water, approximate flow rates, and the cumulative volume of water purged (see groundwater sampling forms in Appendix B). Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 7 Following purging, the peristaltic pump and dedicated tubing were used to collect representative groundwater samples for laboratory analysis from monitoring wells MW-1, MW-2, MW-3, and MW-5 through MW-9. The groundwater samples were collected using the approved low-flow sampling method from the NCDEQ underground storage tank (UST) “Guidelines For Sampling” (Change #4) dated March 7, 2022. Groundwater samples were collected in laboratory-provided containers with appropriate preservatives, labeled, and stored on ice in a cooler for subsequent delivery under standard chain-of-custody procedures to Pace Analytical (Pace), a North Carolina- certified laboratory, located in Huntersville, North Carolina, for analysis. The groundwater samples were analyzed for volatile organic compounds (VOCs) by EPA Method 6200B including methyl-tert-butyl ether (MTBE), ethylene dibromide (EDB), and isopropyl ether (IPE). 3.4 Field Quality Control Sampling and Analysis A field blank (QA sample) was also collected on May 19, 2023, by running deionized water through the high-density polyethylene sample tubing using the peristaltic pump into laboratory provided containers. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 8 4.0 GROUNDWATER ANALYTICAL RESULTS Results of the laboratory analysis of groundwater samples MW-1, MW-2, MW-3, and MW-5 through MW-9 and the field blank are tabulated in Table 3. As noted on Table 3, the groundwater analytical results are compared to both 2L Standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. A summary table of previous groundwater sampling results as completed by others are included in Appendix A. No analytes were detected in the groundwater samples at concentrations exceeding their respective GCLs except for benzene in monitoring wells MW-1 and MW-2; however, various analytes were detected at concentrations above their respective 2L Standards in 6 of the 8 sampled monitoring wells. A summary of the groundwater analytical results is presented below: • Benzene was detected above its GCL of 5,000 µg/L in MW-1 (10,700 µg/L) and MW-2 (5,010 µg/L) while benzene was also detected above its 2L Standard of 1 µg/L in MW-1, MW-2, MW-3, MW-6, MW-8, and MW-9. • Multiple VOCs were detected at concentrations exceeding their respective 2L Standards in groundwater samples collected from MW-1, MW-2, MW-3, MW-6, MW-8, and MW-9. • VOCs were not detected at concentrations above laboratory reporting limits in MW-5 and MW-7, except for chloroform and toluene in MW-7, which were detected at concentrations well below their 2L Standards. • No analytes were detected above their reporting limits in the field blank sample. Groundwater sampling results relative to each well location showing VOCs exceeding either their GCL or 2L Standard are depicted on Figure 4. Figure 5 depicts the approximate horizontal extent of the dissolved benzene groundwater plume. As compared to the most recent sampling event performed on September 20, 2022, VOC concentrations across the site have remained relatively stable with some general decreases and increases in analyte concentrations reported in site monitoring wells. Total BTEX concentrations from the May 2023 sampling event in monitoring wells MW-1 (127,340 µg/L), MW-2 (135,790 µg/L), MW-6 (125,870 µg/L), and MW-9 (58,420 µg/L) indicate the likely presence of a source area within and beyond the former UST system footprint. It is noted that toluene in MW-1 increased significantly during this sampling event from 24,600 µg/L (9/20/22) to 99,800 µg/L (5/18/23); however, concentrations of toluene within this range have historically been detected in this well. Subsequent Monitoring Report ESP Project No. 23-00200-0064 Former Huffstickler Exxon (Incident #9190) June 23, 2023 9 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on results from the May 2023 sampling activities, ESP concludes the following: • Access to monitoring well MW-4 was not available as the location was block by a vehicle; • Groundwater in the site’s monitoring wells was encountered at depths ranging from 12.74 to 14.45 ft bTOC. • Free product was not measured or observed in any of the site monitoring wells. • Benzene was detected above its GCL of 5,000 µg/L in MW-1 (10,700 µg/L) and MW-2 (5,010 µg/L) while benzene was also detected above its 2L Standard of 1 µg/L in MW-1, MW-2, MW-3, MW-6, MW-8, and MW-9. • Multiple VOCs were detected at concentrations exceeding their respective 2L Standards in groundwater samples collected from MW-1, MW-2, MW-3, MW-6, MW-8, and MW-9. • VOCs were not detected at concentrations above laboratory reporting limits in MW-5 and MW-7, except for chloroform and toluene in MW-7, which were detected at concentrations well below their 2L Standards. • No analytes were detected above their reporting limits in the field blank sample. • As compared to the most recent sampling event performed on September 20, 2022, VOC concentrations across the site have remained relatively stable with some general decreases and increases in analyte concentrations reported in site monitoring wells. • Elevated total BTEX concentrations from the May 2023 sampling event in monitoring wells MW-1 (127,340 µg/L), MW-2 (135,790 µg/L), MW-6 (125,870 µg/L), and MW-9 (58,420 µg/L) indicate the likely presence of a source area within and beyond the former UST system footprint. Based on the above conclusions, ESP offers the following recommendations: • Request product specifications and bids from vendors to evaluate the feasibility of conducting injection events to deliver chemical remedial technologies to augment biodegradation and increase anerobic microorganisms across the source area; and • Continue to sample site monitoring wells on a semi-annual basis.
