CES Project No. 8123.0323E Page 3 May 31, 2023 2.0 EXECUTIVE SUMMARY This Receptor Survey Report was prepared to identify potential receptors located within a 1,500- feet radius of the property located at 910 First Avenue, Southwest, Hickory, Catawba County, North Carolina (the Site), which has been identified as Exprezit #503 within the Underground Storage Tank (UST) section of the North Carolina Department of Environmental Quality (NCDEQ). CES Group Engineers, LLP (CES) has been authorized to perform this receptor survey by the NCDEQ, represented by Scott Ryals, PE, Environmental Engineer. As part of this work scope, a water supply well survey was conducted by performing a windshield and walking survey on March 24, 2023, contacting the City of Hickory Public Utilities Department, and sending out Request for Water Supply Well Information forms to property owners located within a 500-feet radius of the subject property. Additionally, available historical documents for Incident Numbers 6760 and 36190 were reviewed for information relative to the apparent release condition, and potential impacts to nearby water supply wells. According to a review of available and selected historical documents, retrieved from NCDEQ’s Division of Waste Management’s Document Management System (aka Laserfiche) for Incident Numbers 6760 and 36190, subsurface impacts to soil and groundwater are known to exist at the site, based on the last round of samples collected by other environmental consultants, which reported petroleum-related constituents in soil (September, 2006) above applicable state standards from the areas of the former USTs, product lines and dispensers, with concentrations of petroleum- related constituents in groundwater reported above 2L Standards (October, 2005) from monitoring wells located across the site. No water supply wells and/or other receptors were identified within 1,500-feet of the site during the Receptor Survey. Based on the reported presence of petroleum-related constituents in soil and groundwater above applicable standards from the last round of sampling conducted at the site in September, 2006 and October, 2005, respectively, it is recommended that up to four soil borings be installed in the areas of previous soil exceedances, ie the area of the former USTs, dispenser islands and product lines, and up to six existing groundwater monitoring wells be sampled from wells previously reporting 2L exceedances and/or located along the property boundaries, as depicted on Figure 2, in order to evaluate current subsurface soil and groundwater conditions in comparison to updated state standards, and to determine if regulatory closure can be achieved through a Notice of Residual Petroleum (NRP) or No Further Action (NFA). CES Project No. 8123.0323E Page 4 May 31, 2023 3.0 SCOPE OF SERVICES The scope of services for this report were authorized by NCDEQ Task Authorization (TA) #01, approved on March 24, 2023, under CES Contract Number N040722, dated April 20, 2022. In accordance with the approved TA, the approved scope of services included the following:  Conduct a Site Reconnaissance and Receptor Survey. CES Project No. 8123.0323E Page 5 May 31, 2023 4.0 SITE HISTORY AND CHARACTERIZATION The subject site is located at 910 First Avenue, Southwest, at the intersection of First Avenue, Southwest and Ninth Street, Southwest, is currently unoccupied and vacant, with one main structure located on the north-central portion of the site, with a detached canopy immediately to the south of the main structure, and has been further identified as Catawba County Parcel ID Number (PIN) 370205197350. The former USTs were reportedly located to the east of the main structure , on the northeastern portion of the site. Figures 1 and 2 depict a Site Location Map and Site Plan, respectively. According to Catawba County GIS Maps, the subject property is zoned General Business (C-2), with Catawba County Parcel Identification Number 370205197350, occupying an approximate area of 0.52-acres. The subject site is situated at the intersection of First Avenue, Southwest, a 2-lane, asphalt surfaced, urban section roadway, and Ninth Street, Southwest, a 2-lane, asphalt surfaced, urban section roadway. The subject site contains one main structure located on the north-central portion of the site, an approximate 1,612-square feet building that is currently unoccupied and vacant, which previously operated as a convenience store and gasoline service station, and was reportedly constructed in the year 1961. The remainder of the subject site contains asphalt-paved and concrete entrance ways and parking areas, and landscaped areas. Based on onsite observations and a review of historical documents, natural surface drainage at the subject property generally flows in a westerly direction. While not always the case, groundwater flow direction typically follows the direction of surface water flow, and is, therefore, anticipated to flow westerly. The subject site is served by electrical and telecommunication utilities, as well as public water distribution and sanitary sewer services provided by the City of Hickory. No water supply wells or septic systems were observed onsite. The subject site is situated in an area of commercial, industrial and residential land use. A railroad right-of-way is located approximately 300-feet to the north of the site. Incident Number 36190 Facility ID Number: 00-0-0000007549 According to a review of a Tank Closure Report, dated April 11, 2005, prepared for Exprezit ! Convenience Stores, LLC (Exprezit) by Advanced Environmental Technologies, LLC (Advanced), of Lakeland, Florida, Incident Number 36190 was issued by NCDEQ to Exprezit in April, 2005, after contaminated soils were encountered during the excavation and removal of the UST system at the site. In March, 2023, the site was accepted into the NCDEQ State-Lead Cleanup Program to conduct further investigative measures relative to Incident Numbers 6760 and 36190. 4.4 Previous Investigations Incident Number 6760 Facility ID Number: 00-0-0000029594 According to historical reports prepared for TOC Retail by Edgerton, previous investigations at the site for Incident Number 6760 included the installation of soil borings and up to 20 groundwater monitoring wells in the early 1990’s, with subsequent soil and groundwater sampling reporting concentrations of petroleum-related constituents above applicable NCDEQ Standards, and the operation and maintenance of a Vacuum Extraction System (VES) from March, 1992 to an undetermined date, with known operation of the VES for at least 1.5-years based on reviewed reports. Incident Number 36190 Facility ID Number: 00-0-0000007549 According to historical reports prepared for Exprezit ! by Advanced, previous investigations at the site for Incident Number 36190 included the installation of additional soil borings and groundwater monitoring wells in 2005 and 2006, with subsequent soil and groundwater sampling reporting concentrations of petroleum-related constituents remaining above applicable NCDEQ Standards, and the excavation and removal of the UST system in February, 2005. During the removal of the UST system in February, 2005, it was reported by Advanced that contaminated soils were not excavated from the area of former USTs, dispenser islands or product lines. Historical reports for Incident Numbers 6760 and 36190 are included in Appendix A. CES Project No. 8123.0323E Page 8 May 31, 2023 Since the completion of soil and groundwater sampling, conducted in September, 2006 and October, 2005, respectively, no further investigative measures are known to have occurred for Incident Numbers 6760 and 36190. 4.5 Receptor Information Windshield and Walking Survey: On March 24, 2023, a representative of CES conducted a windshield and walking survey of the subject property, and accessible properties withing a 500-feet radius of the site. Visual information obtained from the windshield and walking survey has been summarized as follows:  Water supply well(s) were not visually identified on the site, nor on properties located along First Avenue, Southwest; Ninth Street, Southwest; Tenth Street, Southwest and Main Street, Southwest; and  Municipal water lines, meters and fire hydrants were observed along First Avenue, Southwest; Ninth Street, Southwest; Tenth Street, Southwest and Main Street, Southwest. Water Supply Wells: As part of this work scope, a water supply well survey was conducted by completing the windshield and walking survey on March 24, 2023, contacting the City of Hickory Public Utilities Department and sending out Request for Water Supply Well Information forms to property owners located within a 500-feet radius of the subject property. During the walking and windshield survey, no water supply wells were visually observed within 500- feet of the site. According to information obtained from the subject property owner, nearby and surrounding property owners, a review of NCDEQ SWAPInfo 2.0 and historical documents, no water supply wells are known to exist within a 1,500-feet radius of the site. On May 5, 2023, CES sent out Request for Water Supply Well Information forms to the thirty properties within a 500-feet radius of the subject property. A total of five Water Supply Well Information forms were returned to CES, or information was otherwise communicated to CES, which did not report the presence of water supply wells within a 500-feet radius of the site. CES reviewed applicable online sources for properties within 1,500-feet of the site, including the NC SWAPInfo 2.0 Map and NC One Map - Public Water Supply Water Resources Map and Catawba County’s GIS Real Estate System, which did not report the presence of water supply wells. Public Water Supplies: According to the NC SWAPInfo 2.0 Map and NC One Map - Public Water Supply Water Resources Map, no public water supply wells are known to exist within a 1,500-feet radius of the subject property. Municipal water distribution systems provided by the City of Hickory are available to serve the subject property and surrounding properties. Surface Water: The nearest surface water body to the site, Geitner Branch, a Class C surface water body according to the NC One Map - Surface Water Classifications, is located approximately 1,350-feet to the southwest of the site. According to the NC One Map – Surface Water Intakes Map, no surface water intakes are located CES Project No. 8123.0323E Page 9 May 31, 2023 within a 1,500-feet radius of the subject site. Wellhead Protection Areas: According to the NC SWAPInfo 2.0 Map and Database, no approved wellhead protection areas or plans are located within a 1,500-feet radius of the subject site. Deep Aquifers in the Coastal Plain Physiographic Region: Not Applicable to the subject site as the site lies within the Piedmont Physiographic Region. Subsurface Structures: Underground utilities have been identified at and adjacent to the subject site, and the potential exists for soil and groundwater contamination to be in contact with these underground utilities. Groundwater has historically been measured at approximately 22 to 26-feet below ground surface at the site. Because the underground utilities are expected to be at a shallower depth than 22 to 26-feet, the utility lines would not be considered receptors or conduits for ground water contaminant migration. No subsurface structures have been identified at the site. Figure 3 depicts a 1,500-feet Potential Receptor and Land Use Map. Table B-5 summarizes public and private water supply well and other receptor information. 4.6 Land Use Land use in the vicinity of the subject property can be characterized as commercial, industrial and residential uses. Table B-6 summarizes contiguous property owners and occupants. No sensitive land use features, such as schools, daycare centers, nursing homes, hospitals, playgrounds, churches, camps, or other places of assembly, have been identified within 1,500-feet of the source of the release, with the exception of Hickory Optimist Park located approximately 900- feet to the southeast and Vintage City Church located approximately 1,500-feet to the northeast of the site. CES Project No. 8123.0323E Page 10 May 31, 2023 5.0 RISK CHARACTERIZATION 5.1 Part I – Groundwater/Surface Water/Vapor Impacts High Risk 1. Has the release contaminated any water supply well including any well used for non- drinking purposes ? NO Not to our knowledge. 2. Is a water supply well used for drinking water located within 1,000 feet of the source area of the release ? NO Municipal water distribution systems are available to serve the subject property and surrounding properties. 3. Is a water supply well not used for drinking water (e.g., irrigation, washing cars, industrial cooling water, filling swimming pools) located within 250 feet of the source area of the release ? NO Not to our knowledge. 4. Does groundwater within 500 feet of the source area of the release have the potential for use (there is no other source of water supply other than the groundwater) ? NO Municipal water distribution systems are available to serve the subject property and surrounding properties. 5. Do vapors from the release pose a threat of explosion because of accumulation of the vapors in a confined space or pose any other serious threat to public health, public safety or the environment ? NO To date, and to CES’ knowledge, no known incidents of explosion threats have been reported. Intermediate Risk 6. Are there any other factors that would cause the release to pose an imminent danger to public health, public safety, or the environment ? NO 7. Is a surface water body located within 500 feet of the source area of the release ? NO CES Project No. 8123.0323E Page 11 May 31, 2023 The nearest surface water body, Geitner Branch, a Class C surface water body according to the NC One Map - Surface Water Classifications, is located approximately 1,350-feet to the southwest of the site. 8. Is the source area of the release located within an approved or planned wellhead protection area as defined in 42 USC 300h-7(e) ? NO 9. Is the release located in the Coastal Plain physiographic region as designated on a map entitled “Geology of North Carolina” published by the Department in 1985 ? NO 10. Do the levels of groundwater contamination for any contaminant exceed the gross contamination levels (See Table 2.) established by the Department ? NO Groundwater samples were not collected as part of this Receptor Survey. However, according to a review of historical documents, groundwater concentrations have historically exceeded the 2L Standard, but not the GCL. 5.2 Part II – Land Use Property Containing Source Area of Release 1. Does the property contain one or more primary or secondary residences (permanent or temporary) ? NO 2. Does the property contain a school, daycare center, hospital, playground, park, recreation area, church, nursing home, or other place of public assembly ? NO 3. Does the property contain a commercial (e.g., retail, warehouse, office/business space etc.) or industrial (e.g., manufacturing, utilities, industrial research and development, chemical/petroleum bulk storage, etc.) enterprise, an inactive commercial or industrial enterprise, or is the land undeveloped ? YES The subject property is currently occupied by an inactive commercial enterprise, and formerly operated as a convenience store and gasoline service station. 4. Do children visit the property ? YES Children have the ability to visit the property. Is access to the property reliably restricted consistent with its use (e.g., by fences, security personnel or both) ? NO CES Project No. 8123.0323E Page 12 May 31, 2023 5. Do pavement, buildings, or other structures cap the contaminated soil ? YES Soil samples were not collected as part of this Receptor Survey. However, according to a review of historical documents, contaminated soils are known exist on the site. If yes, what mechanisms are in place or can be put into place to ensure that the contaminated soil will remain capped in the foreseeable future ? Based on historical site usage, and the general location of the subject property, located along a main thoroughfare (at the intersection of First Avenue, Southwest and Ninth Street, Southwest) and in a mixed-use and high-density area, redevelopment of the subject property that involves the removal of asphalt pavement, without replacement, is unlikely 6. What is the zoning status of the property ? C-2 The subject property is zoned General Business (C-2) within the City of Hickory. 7. Is the use of the property likely to change in the next 20 years ? NO Based on the current infrastructure of the existing onsite building, improved to function as a gasoline service and convenience store, the use of the property is unlikely to change. However, the potential does exist for property use to change in the foreseeable future based on real estate demands. Property Surrounding Source Area of Release 1. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary) ? 100 feet to the west The nearest primary or secondary residence is located approximately 100 feet to the west of the site. 2. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly ? 900 feet to the southeast Hickory Optimist Park is located approximately 900 feet to the southeast of the source area, at its closet point. 3. Briefly characterize the use and activities of the land in the surrounding area. The site is generally located within a high-density urban area, with commercial, industrial and residential land uses. The site is bordered to the north by an unoccupied and vacant commercial building, on the east by Ninth Street, Southwest with commercial businesses located across the roadway, on the south by First Street, Southwest with a commercial business located across the roadway, and on the west by a single-family residence (mobile home). CES Project No. 8123.0323E Page 14 May 31, 2023 6.0 ASSESSMENT INFORMATION 6.1 Site Geology and Hydrogeology According to the Geological Map of North Carolina (1985), the subject site is located within the Piedmont Physiographic Province, is underlain by the metamorphic rocks of the Inner Piedmont, Chauga, Smith River Allochthon and Sauratown Mountain Belt, and is within a mica schist formation. A description of the underlying Rock Unit CZms is garnet. Staurolite, kyanite or sillimanite occurring locally; lenses and layers of quartz schist, micaceous quartzite, calc-silicate rock, biotite gneiss, amphibolite and phyllite. According to the US Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey, soils at the subject property consist of Clifford sandy loam (CfB), which generally have 2 to 6 percent slopes, and are classified as well drained sandy loam (0 to 10-inches), clay (10 to 47- inches), clay loam (47 to 57-inches) and loam (57 to 80-inches). Parent materials were classified as saprolite derived from granite and gneiss and/or schist. According to a Limited Site Assessment Report, dated May 5, 2006, and prepared by Advanced Environmental Technologies, LLC, apparent groundwater flow direction at the site is in a westerly direction. 6.2 Sampling Activities No soil, groundwater, surface water or water supply well samples were collected as part of the receptor survey. However, based on a review of historical soil and groundwater laboratory results from samples last collected in September, 2006 and October, 2005, respectively, petroleum-related constituents in soil and groundwater were reported above their respective standards. CES Project No. 8123.0323E Page 15 May 31, 2023 7.0 CONCLUSIONS AND RECOMMENDATIONS Based on the reported presence of petroleum-related constituents in soil and groundwater above applicable standards from the last round of sampling conducted at the site in September, 2006 and October, 2005, respectively, it is recommended that up to four soil borings be installed in the areas of previous soil exceedances, ie the area of the former USTs, dispenser islands and product lines, and up to six existing groundwater monitoring wells be sampled from wells previously reporting 2L exceedances and/or located along the property boundaries, as depicted on Figure 2, in order to evaluate current subsurface soil and groundwater conditions in comparison to updated state standards, and to determine if regulatory closure can be achieved through a NRP or NFA.
