(ATC) has submits this Monitoring Report documenting the May 1, 2023 and May 16, 2023 groundwater sampling activities at the Tryon Mart located at 5926 North Tryon Street in Charlotte, Mecklenburg County, North Carolina. The site is located in an area developed as residential and commercial between Charlotte uptown and I-85. This GMR is being performed in accordance Task Authorization TA-01 issued on April 19, 2023 and a Change Order approved on May 2, 2023 by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N70522-B between NCDEQ and ATC. The site operates as a convenience store with no current USTs, North Star Market. Historically, the property operated a UST system consisting of two (2) 8,000-gallon gasoline USTs that were reported as removed on May 25, 1992. No UST closure report was completed for the site in 1992. A petroleum release associated with the former UST basin location was reported following a March 31, 2006, soil sampling event. The approved scope of services included the sampling of four monitoring wells (MW-1, MW-2, MW-3, and MW-4) and one air sparge well (AS-1), the resampling of well AS-1 (under the Change Order) and reporting of the results. Appendix A presents the Conceptual Site Model. Based on recent and prior assessment activities, ATC provides the following conclusions:  Six active potable water supply wells are located within 1,000 feet of the source area, and one inactive water supply well (WSW-1) is located within 250 feet of the source area.  Light non-aqueous phase liquid (LNAPL) was not detected in the monitoring wells;  Multiple volatile organic compounds (VOCs) exceeded the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in wells MW-1, MW-3, and AS-1;  Benzene exceeded the GCL in AS-1 for both sampling events, at concentrations of 8,770 micrograms per liter (µg/L) and 8,670 µg/L.  Petroleum-related VOCs were not detected in wells MW-2 or MW-4; and,  Depth to groundwater ranged from 17.13 feet below top of casing (ft-toc) in MW-1 to 18.81 ft-toc in MW-4. Groundwater levels were approximately 3 feet lower than in March 2021. Groundwater flow is estimated to be to the west-southwest. VOC concentrations in well AS-1 increased significantly since the combined mobile-multi-phase extraction/air sparging (MMPE/AS) event conducted in September/October 2019 and the post- MMPE/AS sampling events. Due to the increased VOC concentrations in well AS-1, ATC recommends additional evaluation of the possible cause for the increase in VOC concentrations in well AS-1 prior to additional remediation. ATC recommends a low flow sampling event for AS-1 with the collection of three samples during the purging process to evaluate possible changes compared to the three-volume purge method. 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for Tryon Mart, located at 5926 North Tryon Street in Charlotte, Mecklenburg County, North Carolina. Figure 1 depicts the site location on a topographic map. Nine water supply wells have been identified within 1,000 feet of the source area, including six active drinking water supply wells and one inactive well (WSW-1) located within 250 feet. Municipal water is available to the site vicinity. Figure 2 indicates the location of water supply wells within 1,000 feet of the source area, and Table 1 provides water supply well information for wells identified within 1,500 feet of the source area. 3.2 Site Background The site currently operates as North Star Market. Historically, the site operated a UST system. According to the NCDEQ Registered UST Database, the site utilized a UST system consisting of two (2) 8,000-gallon gasoline USTs, which were reportedly removed on May 25, 1992. No UST closure report was completed for the site in 1992. No USTs are currently located on the property. In March 2006, six soil samples were collected by SEI Engineering & Geologic Services, Inc. (SEI) from the former UST basin and dispenser island. Elevated petroleum hydrocarbon concentrations were detected in one sample located around the dispenser island. A Phase I LSA was completed by Terraine, Inc. (Terraine), as reported in an LSA Report dated October 15, 2007. During the Phase I LSA one groundwater monitoring well was installed adjacent to the former dispenser island. A sample collected from well MW-1 indicated that groundwater was impacted by benzene above the GCL. A receptor survey indicated that there were nine water supply wells within 1,000 feet of the site, with an unused water supply well located within 250 feet of the site. A Phase II LSA was completed by Terraine, as reported in an LSA Report dated March 10, 2008. Three additional wells (MW-2 through MW-4) were installed in February 2008. The wells were installed to 30 feet below ground surface (ft-bgs). Groundwater was encountered at approximately 22 to 24 ft-bgs, with groundwater flow towards the east. Monitoring wells MW-1 and MW-3 contained benzene concentrations above the GCLs. Benzene was also identified at concentrations exceeding the 2L Standards in well MW-4. Monitoring well MW-2 contained no exceedances of 2L Standards. A GMR was completed by Terraine, dated May 19, 2008. The report indicated continued exceedance GCLs for benzene in monitoring wells MW-1 and MW-3. Monitoring wells MW-2 and MW-4 contained no exceedances of 2L Standards in the samples collected. Terraine completed a Groundwater Monitoring Report dated November 12, 2009, documenting the installation of one monitoring well (MW-5) and a subsequent groundwater sampling event. The report indicated continued exceedance of GCLs for benzene in monitoring wells MW-1 and MW-3. Monitoring well MW-5 contained petroleum constituents which exceeded 2L Standards for benzene and eight additional compounds. Monitoring wells MW-2 and MW-4 contained no exceedances of 2L Standards in the samples collected. A MMPE event and subsequent groundwater sampling event were reported in a GMR completed by Terraine, dated August 25, 2010. The report indicated that 4,540 gallons of total fluids were removed, with 7.13 gallons of product being recovered. The report indicated exceedances for the benzene GCL in monitoring wells MW-1 and MW-3 following MMPE activities. Monitoring well MW-5 contained petroleum impact above the 2L Standard for benzene. Monitoring wells MW-2 and MW-4 contained no exceedances of 2L Standards in the samples collected. A Soil Assessment Report dated October 29, 2010, by Terraine documented the collection of four soil samples around the former UST basin and dispenser island. The soil samples collected contained concentrations high enough to indicate that residual soils were contributing to impacted groundwater. A Receptor Update/GMR was completed by Crawford Environmental Services (Crawford), dated June 20, 2012. The report indicated that monitoring wells MW-1 and MW-3 contained several Monitoring Report July 21, 2023 Tryon Mart, Incident #36064, Charlotte, Mecklenburg County, NC ATC Project #SLC3606401 4 petroleum compounds which exceeded 2L Standards with benzene exceeding GCLs. Monitoring wells MW-2 and MW-4 contained no exceedances of 2L Standards in the samples collected and MW-5 was not sampled. Water supply well WSW-10 was sampled, and no petroleum compounds were detected. Another GMR was completed by Crawford, dated December 17, 2012. The report indicated continued exceedances above the GCL for benzene in monitoring wells MW-1 and MW- 3. Monitoring well MW-5 contained petroleum constituents which exceeded 2L Standards. Monitoring wells MW-2 and MW-4 contained no exceedances of 2L Standards in the samples collected. Water supply well WSW-2 was sampled and contained no detections above laboratory limits. ATC performed a groundwater monitoring event in December 2014 which confirmed previous impact to groundwater with GCL exceedances in samples from wells MW-1 and MW-3. During the December 2014 event, ATC was not able to locate monitoring well MW-5 on the adjacent property to the south. The well may have been destroyed or buried due to expansion of the highway and sidewalk improvements conducted between October 2014 and October 2016. ORS were installed in wells MW-1 and MW-3 in March 2016. ATC sampled the groundwater monitoring well network following installation of the ORS in September 2016. Based on the findings of the groundwater monitoring event, the use of down-well remedial ORS did not appear to improve groundwater quality in areas around wells MW-1 and MW-3. ATC installed air sparge well AS-1 for the purposed of introducing air into the subsurface during a 96-hour MMPE event. On September 12, 2019, ATC installed AS-1 to a depth of 45 feet with a 5-foot screen. The 96-hour MMPE event began on September 30, 2019, and ended on October 4, 2019. Calculated effluent airflow rates and the vapor concentration readings from the vacuum truck indicated that an estimated 400.15 pounds (65.04 equivalent gallons) of petroleum hydrocarbons were recovered as vapor during the MMPE event. Prior to the MMPE event, monitoring well MW-1 contained benzene at a concentration of 9,070 micrograms per liter (µg/L), that exceeds the Gross Contamination Level (GCL) of 5,000 µg/L, and monitoring wells MW-1, MW-2 and MW-3 contained several volatile organic compounds (VOCs) at concentrations exceeding the 15A NCAC 2L .0202 groundwater quality standards (2L Standards). Subsequent to the MMPE event, MW-1 contained 7,720 µg/L of benzene exceeding the GCL. On March 30, 2021, ATC collected groundwater samples from monitoring wells MW-1, MW-2, MW- 3, MW-4, and AS-1. Based on apparent past roadside construction activities including sidewalk improvements, well MW-5 was likely destroyed. Monitoring well MW-1 contained benzene (5,730 µg/L) and tert-butyl alcohol or TBA (12,700 µg/L) above the Gross Contaminant Concentrations (GCLs) of 5,000 µg/L and 10,000 µg/L, respectively. Multiple volatile organic compounds (VOCs) exceeded the 2L Standards in wells MW-1 and MW-3. Benzene (34.3 micrograms per liter or µg/L) exceeded the 2L Standard in well AS-1. Petroleum-related VOCs were not detected in wells MW-2 or MW-4. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the Site lies in the Charlotte Belt of the Piedmont Physiographic Province of North Carolina. The rock type at the site has been identified as phyllite and schist, which are crystalline metamorphic rocks. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas Monitoring Report July 21, 2023 Tryon Mart, Incident #36064, Charlotte, Mecklenburg County, NC ATC Project #SLC3606401 5 containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. During the installation of monitoring well MW-1 through MW-5, soils encountered consisted of primarily various types of silts and clays. Bedrock was not encountered at the maximum boring depth of 45 ft-bgs (AS-1). 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on historical data from the monitoring well network, shallow groundwater flows generally to the west. Depth to water in the shallow monitoring wells at the site ranged from approximately 17.13 ft-toc in MW-2 to 18.81 ft-toc in MW-4, based on the May 2023 GMR field data. Based on review of the Site Location Map (Figure 1), it appears that the site is situated on a ridge or topographic high location, which, in periods of higher or lower groundwater surface elevations, may influence the direction of groundwater flow in various directions. Past renditions of the groundwater flow direction have varied, possibly attributed to the site’s orientation on the topographic ridge and seasonal fluctuations in groundwater elevations. The bedrock fractures or other planar features of the Charlotte Belt Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. Modern water supply wells in the Piedmont, likely including those in the site vicinity, are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels On May 1, 2023, ATC measured the depth to groundwater in monitoring wells MW-1, MW-2, MW-3, MW-4, and AS-1. Figure 3 depicts a site map with the locations of the monitoring wells and former UST system. Monitoring well construction details are included in Table 2. An electronic oil/water interface probe was used to measure the depth to groundwater from the top of well casing (TOC). ATC remeasured the top of casing measurements on May 4, 2023, to confirm elevations and to confirm previously reported groundwater flow directions. Groundwater elevations were then calculated based on TOC elevations, which are referenced to an arbitrary elevation of 100.00 feet above sea level at well MW-1. Depth to groundwater data is summarized in Table 3. No LNAPL was detected in the monitoring wells, although the water levels were above the top of Monitoring Report July 21, 2023 Tryon Mart, Incident #36064, Charlotte, Mecklenburg County, NC ATC Project #SLC3606401 6 wells screens for the shallow wells. Figure 4 illustrates the groundwater surface elevations and flow based on the May 1, 2023, gauging event, indicating groundwater flow to the west. Previously reported groundwater flow was generally to the south-southwest. Field notes from the May 1, 2023, sampling event are presented in Appendix B. 4.2 Groundwater Quality On May 1, 2023, ATC collected groundwater samples from monitoring wells MW-1, MW-2, MW-3, MW-4, and AS-1. On May 16, 2013, ATC resampled monitoring well AS-1 to confirm the elevated concentrations of VOCs reported for the May 1, 2023 sample. During sampling activities, a three-volume well purge was implemented prior to groundwater sample collection to ensure the collection of a representative sample. The water samples were collected in laboratory- supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited Pace Analytical Services in Huntersville, North Carolina. The groundwater samples were analyzed by Standard Method (SM) 6200B for VOCs including oxygenates. The analytical reports are included in Appendix C. Groundwater field parameters including temperature, dissolved oxygen, conductivity, pH, and oxidation reduction potential were measured during the monitoring events (Table 4). Recent groundwater analytical results are summarized in Table 5. Historical groundwater analytical results are shown in Table 6. The groundwater analytical results were compared to the 2L Standards and GCLs. Groundwater analytical results indicated the following:  Benzene exceeded the GCL in AS-1 for both sampling events, at concentrations of 8,770 micrograms per liter (µg/L) and 8,670 µg/L.  Multiple volatile organic compounds (VOCs) exceeded the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in wells MW-1 and MW-3. Figure 5 depicts the concentrations of constituents exceeding the 2L Standards in MW-1, MW-2, MW-3, MW-4, and AS-1. The benzene concentrations in the May 2023 samples from AS-1 exceed the March 30, 2021 concentration of 34.3 µg/L in AS-1, and also exceed the benzene concentrations in MW-1 (since March 30, 2021) and in MW-3 (since March 14, 2018). The concentrations of other VOCs in AS-1 also increased significantly compared to the March 30, 2021 sample. The cause of this increase is not known; however, possible causes are listed below. 1) The downward migration of VOCs from shallower depths along the annulus of the well (possible damaged integrity of the grout column) during purging of the well. 2) Entry of contaminants into the well from a surface spill. The integrity of the top of well and the water-tight locking cap did not appear to be damaged, however, the well pad is heavily cracked. ATC recommends additional evaluation of the potential cause of the increased concentrations is recommended prior to further remediation activities. ATC recommends a low flow sampling event for AS-1 with the collection of samples at the start of purging, during the approximate middle of the purging when the depth to water has stabilized, and at the end of purging (at least 15 minutes after collection of the middle sample). ATC may also collect water samples for headspace analysis using Monitoring Report July 21, 2023 Tryon Mart, Incident #36064, Charlotte, Mecklenburg County, NC ATC Project #SLC3606401 7 a Photoionization Detector PID) in bagged water samples, during the purging process to evaluate relative VOC concentrations. This may indicate changes in the VOC concentrations as the water is removed from the water column in the well and sand pack relative to water from the aquifer near the intake of the tubing used for purging. The base of the tubing would be placed approximately 1 foot above the base of the well. The low flow purging may limit the potential for downward migration of VOCs from the upper portions of the aquifer that may have occurred during the prior three-well volume purging. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. A field blank was also collected on May 1, 2023 for analysis, and no VOCs were detected in the field blank. Reference the laboratory report in Appendix C for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS ATC Associates of North Carolina, P.C. (ATC) submits this Groundwater Monitoring Report (GMR) documenting the May 1 and May 16, 2023 groundwater sampling activities at the Tryon Mart located at 5926 North Tryon Street in Charlotte, Mecklenburg County, North Carolina. September 12 through October 4, 2019, MMPE and monitoring event for Tryon Mart located at 5926 North Tryon Street in Charlotte, Mecklenburg County, North Carolina. Results from the groundwater monitoring event indicate petroleum VOC impact above regulatory standards in three of the wells sampled. Petroleum constituents were detected exceeding 2L Standards in monitoring wells MW-1, MW-3 and AS-1, with the GCLs for benzene exceeded in AS-1. Based on recent and prior assessment activities, ATC provides the following conclusions:  Six active potable water supply wells are located within 1,000 feet of the source area, and one water supply well (inactive) is located within 250 feet of the source area.  LNAPL was not detected in the monitoring wells;  Multiple volatile organic compounds (VOCs) exceeded the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in wells MW-1 and MW-3.  Benzene exceeded the GCL in AS-1, and several other VOCs exceeded their 2L standards during the May 1, 2023 sampling event.
