(ATC) submits this Groundwater Sampling Event Letter Report for the Keeter Ford Motors site, located at 1775 East Dixon Boulevard, Shelby, Cleveland County, North Carolina. The work was performed in accordance with the Apirl 11, 2023, Task Authorization (TA-01) authorized by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management (DWM), North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of the State Lead Contract #N122019A between the NCDEQ and ATC. On May 15, 2023, ATC purged and sampled monitoring well DMW-1 and submitted the sample to Waypoint Analytical (A North Carolina certified laboratory) for analysis using Standard Method 6200B. A groundwater elevation contour map map depicting the groundwater elevations from May 6, 2022 along with the locations of monitoring wells are indicated on the attached Figure 1. Monitoring well construction data and groundwater elevations are presented in Table 1. The recent and historical groundwater quality data are presented in Table 2 and Table 3, respectively. Field notes from the May 15, 2023 groundwater sampling event are presented in Appendix A. The analytical report is included as Appendix B. The current risk classification for the incident is Intermediate, due to the prior exceedances of the Gross Contamination Levels (GCLs), particulary for benzene in well DMW-1. The last three sampling events on August 8, 2022, December 12, 2022, and May 15, 2023 indicated benzene concentrations of 3,830 micrograms per liter (µg/L), 3,100 µg/L, and 3,420 µg/L, respectively. The results indicate stabilized benzene concentrations less than the GCL of 5,000 µg/L. ATC recommends closing the incident with a Notice of Residual Petroleum (NORP) with a groundwater restriction and the issuance of a Notice of No Further Action. Based on analytical results for soil samples collected from the sidewalls and base of a soil excavation in 1997, petroleum contaminant concentrations did not exceed the Soil-to-Groundwater or Residential Maximum Soil Contaminant Concentrations. Thus, a soil restriction on the property does not appear to be needed for the NORP.
