We did not speak to them about a NRP. In fact, the transaction was already completed and earth
work was underway before I knew anything about the site (I did already have it on a potential State
Lead list at that time). Scott Ryals called me one morning and told me that he had talked to someone
who was doing the earthwork there. He told them that the monitoring wells were still required as
there was an open incident there. Ryals must have called me shortly before the 7/10/2020 site visit.

There was no discussion with anyone about what to do if contaminated soil was observed unless
Scott conveyed that to the person he spoke with. We did not receive any reports that contamination
was observed during construction.

Doug,Below is the last entry in the summary prepared to submit the site to the State Lead program. While Ihave not reviewed all the documents just yet a couple of questions come to mind. Given the residualcontamination confirmed at the site property from the work performed preceding site development,did the WSRO speak with the owner regarding the filing/recording of a NRP on the site property?Second question, was there a conversation with the owner regarding what to do if contaminated soilswere encountered during site development? 7/10/2020 Site visit conducted by CAB staff. Spoke to property owner at Lopp Welding, who ownsthe closestnearby water supply well located approximately 450 ft to the south of the source area.
