Dear Mr. Berger:
ECS Southeast, LLP (ECS) is pleased to submit this Task Authorization Request (TAR) to the North
Carolina Departmental Quality (NCDEQ) for environmental services for the above referenced project.
This proposal contains our project understanding, proposed scope of services, fees/costs, and schedule
of work.
PROJECT UNDERSTANDING
The site is the Save More #45 located at 1424 North Fayetteville Street in Asheboro, North
Carolina. The site is consists of one single-story building that is used as a retail petroleum facility and
convenience store. On November 16, 1995, gasoline was discovered in the pump pit of one of the USTs
located onsite. Approximately 126 gallons of gasoline and impacted water were removed from the
pump pit and the UST pump was replaced. In January 1996, soil samples were collected around the UST
system. Soil samples collected during the soil assessment contained petroleum hydrocarbons at
concentrations exceeding the North Carolina standards.
In 1998, a Phase I Limited Site Assessment was performed at the site. Soil borings were collected and a
receptor survey was conducted. The soil samples did not contain targeted constituents above their
respective North Carolina action levels. The receptor survey indicated that there were no water supply
wells within 1,500 feet of the site.
In April 2003, the UST system (two 6,000-gallon gasoline USTs, one 8,000-gallon gasoline UST, product
lines, and dispensers) were removed from the site due to renovations. Soil samples were collected
during removal and soil analytical results indicated petroleum hydrocarbons at concentrations
exceeding the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). Subsequent to
removal, one 14,000-gallon gasoline UST, one 6,000-gallon gasoline UST, and one 4,000-gallon kerosene
UST were installed on the site.

In December 2003, a Phase II LSA was performed on the site. Monitoring wells MW-1 through MW-6
and VEW-1 were installed at the site and sampled. Multiple targeted constituents were detected in the
groundwater samples at levels above their North Carolina 2L Groundwater Quality Standards
(NC2LGWQS) and Gross Contamination Levels (GCL). An updated receptor survey indicated that there
were no water supply wells within 1,500 feet of the site.
In June 2004, a comprehensive site assessment (CSA) was performed on the site where twenty soil
borings were drilled to collected soil samples. Soil analytical results indicated petroleum hydrocarbons
at concentrations exceeding the Soil-to-Groundwater MSCCs.
Groundwater sampling events were performed in March 2009 and January 2015. Multiple targeted
constituents were detected in the groundwater samples at levels above their NC2LGWQS and GCLs. Free
product was detected in monitoring well MW-1 during the sampling events.
In May 2015, ATC supervised the installation of monitoring well MW-7 in order to delineate the
groundwater impacted above the GCLs. The results of the groundwater sample collected from
monitoring well MW-7 detected multiple targeted constituents above their NC2LGWQS and their GCLs.
Free product was not detected in monitoring well MW-7. An oil absorbent boom was installed in
monitoring well MW-1. ATC recommended installing an additional monitoring well to further try to
delineate the hydrocarbon plume.
In February 2016, ATC supervised the installation of monitoring well MW-8 located off-site across
Rainbow Drive. The results of groundwater sample collected from monitoring well MW-8 did not detect
targeted constituents above their laboratory reporting limits.
In May 2016, ATC sampled and surveyed monitoring wells MW-1 through MW-8 and VEW-1. Survey
results indicated that the groundwater flow direction is to the south-southwest. Free product was not
detected in the monitoring wells. The results of groundwater samples collected from monitoring wells
MW-1, MW-3, MW-4, MW-7, and VEW-1 detected multiple targeted constituents above their
NC2LGWQS. Benzene exceeded its GCL in monitoring wells MW-1 and MW-3. MTBE exceeded its GCL in
MW-1.
ATC recommended conducting an AFVR event in monitoring wells MW-1 and MW3 in an attempt to
reduce groundwater concentrations below GCLs. If the AFVR event is successful, ATC recommended
MMPE events for future groundwater recovery activities. Concurrent with the recovery activities, ATC
recommended continued semi-annual sampling of the monitoring wells. In addition if the current
groundwater contaminant plume continues to not appear to be consistent with groundwater flow
direction, ATC recommended resurveying the monitoring wells.
SCOPE OF SERVICES
ECS is pleased to submit a TAR to collect a groundwater sample from nine monitoring wells (MW-1,
MW-2, MW-3, MW-4, and MW-5, MW-6, MW-7, MW-8, and VEW-1). The samples will be analyzed
using Standard Method 6200B. We will prepare a monitoring report.
