Dear Mr. Berger:
ATC Associates of North Carolina, P.C. (ATC) is pleased to submit this Federal/State-Lead Letter
Report documenting assessment activities performed in February 2016 at the Save More #45 site
located at 1424 North Fayetteville Street in Asheboro, North Carolina. A site topographic map is
included as Figure 1 and a site map depicting pertinent features is included as Figure 2. Assessment
activities were performed based on an August 7, 2015, Task Authorization (TA-3) by the Trust Fund
Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North
Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of
the State Lead Contract #N14004i between NCDEQ and ATC.
In preparation of the drilling event, ATC acquired an access agreement from the City of Asheboro in
order to perform assessment activities in the city’s right-of-way (ROW). On February 15, 2016, ATC
mobilized to the site to supervise the installation of monitoring well MW-8. The well is located off
site in the downgradient direction across Rainbow Drive in the City of Asheboro ROW. The purpose
of the monitoring well is to delineate groundwater impacted above Gross Contaminant Levels
(GCLs). Geologic Exploration (GEX) installed the monitoring well using a hand auger and hollow
stem augers to refusal. Upon refusal, GEX attempted to employ air drilling to further advance the
boring; however, the air compressor malfunctioned and the well could not be completed. ATC and
GEX revisited the site on February 19, 2016, to finish well installation activities with an air drilling
rig. The well was advanced to 30 feet below ground surface (bgs) and screened from 15 to 30 feet
bgs. Lithology encountered during the monitoring well installation consisted of clay to a depth of 7
feet bgs at which point a solid structure which resulted in auger refusal was encountered. At 10 feet
bgs partially weathered rock was encountered and extended to 30 feet bgs, at which point the boring
was terminated. ATC believes the solid structure may have been debris in the subsurface. Field
notes documenting well installation activities are included as Appendix A. A soil boring log and well
construction record are included as Appendix B.
