STATUS OF PERMIT:
Active; Permit to Operate Large Type 3 Compost Facility issued 12 March 2021; expires 12 March 2031. Pursuant to
15A NCAC 13B .0201 (g), no later than 31 October 2030, a complete permit review request including all pertinent
facility plans must be submitted to the Solid Waste Section.
PURPOSE OF SITE VISIT:
Partial facility compliance inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable.
OBSERVED VIOLATIONS:
No violations were observed during this facility compliance inspection; please see the ADDITIONAL COMMENTS
section below for details concerning this inspection.
ADDITIONAL COMMENTS:
1) This facility is a Large Type III Compost Facility and a Treatment & Processing Facility.
2) This facility must be operated in accordance with the Solid Waste Management Rules, 15A NCAC 13B,
Article 9 of Chapter 130A of the North Carolina General Statutes (NCGS 130A-290, et seq.).

3) The site is secured by a chain-link fence and a locked gate at the Facility entrance. The gate was unlocked
upon arrival and a facility attendant was on-site during this Facility Compliance Inspection.
4) Proper signage is posted at the entrance to the facility stating the permit number, contact information, and
listing banned/excluded wastes.
5) Hours of operation for this facility are Monday through Friday 7:30 AM to 3:30 PM. Ten Holidays are
observed: New Year’s Day, Martin Luther King Jr Day, President’s Day, Memorial Day, Independence Day,
Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
6) The facility access road is of all-weather construction and is being well maintained at this time.
7) This facility is permitted to receive for composting: wood waste (unserviceable pallets, trees, untreated scrap
lumber) food waste, yard waste, manure, post-consumer paper and cardboard unsuitable for recycling, and
wood ash. Acceptable soiled cardboard includes that has been contaminated with materials otherwise allowed
for a Type #3 Compost facility.
8) This facility is permitted to receive for treatment and processing: green tree debris (stumps, logs, limbs), yard
waste (leaves, pine straw, yard clippings, tree maintenance), and dry wood waste (lumber pallets, plywood).
9) The T&P operation can also be used for the storage of inert debris (brick, block, concrete) and recyclables
(plastic, metals, glass, aluminum, and fired brass).
10) Clean concrete is stockpiled on-site until crushed/ground for re-use. No crushing or grinding operations were
underway during this facility compliance inspection.
11) All yard wastes received must be composted. The yard waste may be ground at the T&P element before
composting or placed directly at the Compost element without grinding.
12) Additional feedstocks will require submittal of a written request and may require a permit modification.
13) All incoming waste is screened for unpermitted materials. Any unpermitted materials found in the waste
stream are removed for disposal at the MCB Camp Lejeune Municipal Solid Waste Landfill, permit #67-08.
14) The waste types at the facility were reviewed and no unpermitted wastes were noted during this facility
compliance inspection.
15) The compost element was reviewed during this facility compliance inspection.
16) All composting activities at this site are conducted in the compost element and are maintained on the concrete
pad as required.
17) Access around the facility is generally stable with a well-maintained cover crop of native warm season type
grasses. The cover crop is mowed throughout the year as needed. No areas of erosion were observed during
this facility compliance inspection.
18) Composting operations were underway during this Facility Compliance Inspection.
19) Ground tree waste and yard trash have been staged on site for mixing and windrowing for composting.
20) Ground tree waste is mixed with yard trash and horse droppings and windrowed for composting.
21) Compost windrows are currently being maintained on-site. All compost windrows are being maintained with
adequate spacing between and around the rows to allow for composting operations and fire suppression
equipment. All compost windrows are being maintained within the size and length dimensions outlined in the
approved plan.
22) Unprocessed materials are maintained separate from finished compost product to prevent the contamination of

compost.
23) All compost and feedstock stockpiles are being maintained at a minimum of 25’ from all surface water
ditches.
24) Processed materials that do not meet compost requirements are staged on-site separate from the finished
compost for transfer and use at the MCB Camp Lejeune Municipal Solid Waste Landfill, permit #67-08.
These staged materials are used for cover.
25) No odors were noted at the compost facility boundary.
26) All surface waters in the compost area are directed into the lined leachate management lagoon.
27) All leachate is maintained on-site in the lined lagoon until pumped to the MCB Camp Lejeune wastewater
treatment plant.
28) Sedimentation and vegetation were observed in the leachate lagoon. *Plans need to be underway for the
removal of all sedimentation and vegetative growth from this area of the facility.
29) All wood and metal staging and processing is being conducted on the concrete pad.
30) A separate area of the storage yard is maintained and operated for the collection and removal of recyclable
metals. An adequate distance is being maintained around this pile for equipment and safety operations.

31) All refrigerant containing items are maintained in an upright condition until the refrigerants are properly
removed for recycling. After collection, all items are marked by the collector with the date of removal.
32) Unpainted and untreated dimensional wood waste is brought on-site and staged for grinding and removal
from the facility for boiler fuel. An adequate distance is being maintained around this pile for equipment and
safety operations.
33) No wood debris grinding operations were underway during this facility compliance inspection.
34) Land-clearing waste and other vegetative material is brought on-site and staged for grinding and use on-site in
the production of compost. An adequate distance is being maintained around this pile for equipment and
safety operations.

35) No land-clearing or vegetative debris grinding operations were underway during this facility compliance
inspection.
36) No fugitive dust was observed during this facility compliance inspection.
