Consultech Environmental, LLC currently holds North Carolina Corporate Geology license number C-0497. ii 1.0 EXECUTIVE SUMMARY The site is an approximate 3.65-acre parcel located at 2043 Lejeune Boulevard in Jacksonville, Onslow County, North Carolina. The vacant site is currently owned by Padgett Properties, LLP and is developed with two buildings, an asphalt-paved parking area, and an unpaved equipment/vehicle staging area. The site is currently connected to municipal water and sewer service; however, the former potable water-supply well is still in use for non-potable purposes. The site was previously used as an automobile dealership. The subject property lies within a downtown business district. Surrounding property use consists of commercial, industrial, and small retail businesses along Lejeune Boulevard with residential property outlying to the north. On November 7, 1999, a 550-gallon waste oil underground storage tank (UST) was removed from the north side of the Padgett Toyota building. Laboratory analytical results from a soil sample collected from the base of the tank excavation indicated a concentration of Total Petroleum Hydrocarbons (TPH) – Diesel Range Organics (DRO) of 132 mg/kg (which is above the TPH-DRO Action Level of 100 mg/kg). On February 21, 2000, a 1,000-gallon No. 2 heating oil UST and a previously closed-in-place 550- gallon waste oil UST were removed from the site. Soil excavation was performed to a depth of 8ft below grade. Petroleum impacted soils were encountered in the tank excavation. The underground tanks and approximately 145.35 tons of soil removed from the excavation area were transported offsite for treatment and disposal. Prior to backfilling, two soil samples (SS-1 and SS-2) were collected from the sidewalls of the excavation pit for laboratory analysis. Laboratory analytical results from these two soil samples indicated all contaminant concentrations below Soil to Water Maximum Soil Contaminant Concentrations (MSCCs). On July 30, 2014, ECS Carolinas, LLP (ECS) conducted a Phase II Environmental Site Assessment of the subject property. The Phase II ESA consisted of the completion of a geophysical survey and collecting soil and groundwater samples using a Geoprobe® drill rig. A total of 14 soil borings (B- 1 through B-14) were installed throughout the property and soil samples were collected for iii laboratory analysis. Soil borings were installed adjacent to hydraulic lifts, wash down areas, drum storage locations, and former UST operations. For the purposes of this report, laboratory analytical data from soil borings B-3 and B-4 are presented due to their close proximity to the former USTs. In addition to existing MW-1 installed within the former UST pit, ECS collected groundwater samples from 7 temporary wells throughout the property. For purposes of this report, laboratory analytical data from MW-1 and temporary well TW-2 are presented due to their close proximity to the former UST operations. A review of soil analytical results from samples collected at B-3 and B-4 indicate all contaminant concentrations below Soil to Water MSCCs with the exception of chromium detected in soil boring B-3 at a concentration of 8.8 mg/kg. No soil contaminant concentration exceeded their respective Residential MSCCs. A review of groundwater analytical data from samples collected from MW-1 and TW-2 indicated concentrations exceeding NCAC 2L Groundwater Standards for naphthalene and tetrachloroethene in TW-2 and tetrachloroethene in MW-1. No groundwater contaminant concentrations exceeded their respective Gross Contaminant Levels (GCLs). In addition, ECS noted that the site is connected to municipal water and sewer, but an onsite water supply well was identified as being utilized for non-potable use. The location and construction details of the water supply well are unknown. On May 3, 2023, Consultech personnel sampled existing monitoring well MW-1 at the site. Benzene, naphthalene, tetrachloroethene, and EPH fraction C11-C22 aromatics were detected in the groundwater sample from well MW-1 at concentrations above NCAC 2L groundwater quality standards. No contaminant concentrations exceeded their respective Gross Contaminant Levels (GCLs). Since petroleum-impacted soil and petroleum and solvent-impacted groundwater were detected at the site at concentrations above State action levels, we recommend additional assessment activities at the site including a receptor survey to determine the risk of the incident and the preparation of a Limited Site Assessment Report. We also recommend that the onsite water iv supply well be sampled and/or abandoned if it is no longer to be used. The location of the facility is shown in Figure 1 and a site map is shown in Figure 2. The site is zoned commercial and is a vacant automobile dealership. The site is an approximately 3.65-acre parcel currently owned by Padgett Properties, LLP and is developed with two commercial buildings, an asphalt paved parking area, and an unpaved equipment/vehicle staging area. The site is currently connected to municipal water and sewer service; however, the former potable water-supply well is still in use for non-potable purposes. The subject property lies within a downtown business district. Surrounding property use consists of commercial, industrial, and small retail business along Lejeune Boulevard with residential property outlying to the north. On November 7, 1999, Onslow Environmental Contractors was contracted by Engineering and Environmental Science Company (E2S) to remove a 550-gallon waste oil underground storage tank (UST) that was located on the north side of the Padgett Toyota building. The tank excavation area was limited to an approximate 8 ft by 5 ft area to allow for removal of the tank. The tank was noted to be in relatively good condition with no holes or pitting. Following tank removal, a soil sample (S-1) was collected from the base of the former tank excavation for laboratory analysis. The sample was collected by hand augering to a depth of 6ft below grade. Laboratory analytical results from the soil sample collected (S-1) indicated a concentration of Total Petroleum Hydrocarbons (TPH) – Diesel Range Organics (DRO) of 132 mg/kg which is above the TPH-DRO Action Level of 100 mg/kg. On December 30, 1999, E2S submitted a UST Closure Report to the State. On February 21, 2000, E2S oversaw the removal of a 1,000-gallon No. 2 heating oil UST and a previously closed-in-place 550-gallon waste oil UST. Soil excavation was performed to a depth of 8ft below grade. Soils removed consisted of varying degrees of staining and had Organic Vapor Meter (OVM) readings ranging from 3 parts per million (ppm) to 1,341 ppm. All of the associated product lines and piping were removed with the tanks. The underground tanks and approximately 145.35 tons of soil were removed from the excavation area and transported offsite for treatment and disposal. Prior to backfilling, two soil samples (SS-1 and SS-2) were collected from the sidewalls of the excavation pit for laboratory analysis. Laboratory analytical results from these two soil samples indicated all contaminant concentrations below Soil to Water Maximum Soil Contaminant Concentrations (MSCCs). Documentation such as installation date and well construction details could not be located regarding installation of monitoring well MW-1. A review of soil analytical results from samples collected at B-3 and B-4 indicate all contaminant concentrations below Soil to Water MSCCs with the exception of chromium detected in soil boring B-3 at a concentration of 8.8 mg/kg. No soil contaminant concentration exceeded their respective Residential MSCCs or Commercial / Industrial MSCCs. A review of groundwater analytical data from samples collected from MW-1 and TW-2 indicated concentrations exceeding NCAC 2L Groundwater Standards for naphthalene and tetrachloroethene in TW-2 and tetrachloroethene in MW-1. No groundwater contaminant concentrations exceeded their respective Gross Contaminant Levels (GCLs). In addition, ECS noted that the site is connected to municipal water and sewer, but an onsite water supply well was identified as being utilized for non-potable use. The location and construction details of the water supply well are unknown. Soil Sample locations are shown in Figure 2. Historical soil contaminant concentrations are summarized in Table 1, while historical groundwater contaminant concentrations are contained in Table 2. 3.0 CURRENT ASSESSMENT ACTIVITIES 3.1 Groundwater Measurements, Sampling and Testing On May 3, 2023 Consultech personnel conducted a groundwater sampling and monitoring event at the Former Padgett Toyota site. After opening the wellhead and allowing time for water level equilibration, field personnel measured the free-product level and water level in existing well MW- 8 1. The depth to groundwater in the well was approximately 10 feet below the ground surface. No free product was detected in the well. Field personnel sampled existing monitoring well MW-1 during this event. Prior to purging and sampling, the volume of water in the well was calculated based on the thickness of the water column. Approximately three well volumes of groundwater were removed from the monitoring well prior to sampling. A groundwater sample was collected from the monitoring well using a disposable polyethylene bailer. The groundwater sample was collected in method-appropriate sampling containers supplied by the laboratory and placed on ice in a cooler. The sample was shipped under chain-of-custody to Eurofins Xenco Laboratories, LLC. The samples were analyzed for volatile organic compounds (VOCs) by Standard Method 6200B, semi volatile organic compounds (SVOCs) by USEPA Method 625.1, EPH by the MADEP method, VPH by the MADEP method, and lead and chromium via USEPA Method 6010. 4.0 GROUNDWATER SAMPLING RESULTS 4.1 Groundwater Flow Due to the presence of only one monitoring well, groundwater flow direction could not be determined. 4.2 Laboratory Analysis Results Benzene, naphthalene, tetrachloroethene, and EPH fraction C11-C22 aromatics were detected in the groundwater sample from well MW-1 at concentrations above NCAC 2L groundwater quality standards. No contaminant concentrations exceeded their respective GCLs in the groundwater sample collected from well MW-1. Current and historical groundwater analytical results are contained in Table 2. The complete laboratory report is included in Appendix A. 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on information in this report, Consultech makes the following conclusions: • Soil samples collected during UST removal activities in 1999 and 2000 indicated contaminant concentrations above TPH action levels within the UST pits. 9 • Soil samples collected during a Phase II ESA in 2014 indicated a concentration of chromium above Soil to Water MSCCs in proximity to the former UST pit. • Groundwater samples collected from existing MW-1 and temporary well TW-2 during a Phase II ESA in 2014 indicated concentrations of naphthalene and tetrachloroethene above NCAC 2L groundwater standards within and in proximity to the former UST pit. • The groundwater sample collected during the May 2023 sampling event indicated concentrations of benzene, naphthalene, tetrachloroethene, and EPH fraction C11-C22 aromatics at concentrations above NCAC 2L groundwater quality standards. Since petroleum-impacted soil and petroleum and solvent-impacted groundwater were detected at the site at concentrations above State action levels, we recommend additional assessment activities at the site including a receptor survey to determine the risk of the incident and the preparation of a Limited Site Assessment Report.
