PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - This is an un-announced Partial Facility Compliance Inspection. Site manager, Jeremy Savage was present during this inspection. 02 - Signage is posted on the entrance gate with all information required. From Last inspection, Need to Remove Pam’s information and add Jeremy’s information. Did not take photo of signage today. 03 - This facility has chain link fencing and locking gates. 04 - Hours of operation are 6:00 am – 6:00 pm Monday – Friday and 7:00 am – 4:00 pm Saturday. Closed Christmas Day, New Year’s Day and Thanksgiving Day. Hours on Operations plan don’t match signage. Needs to be updated. 05 - Interior roadways are of all-weather construction and maintained in good condition. 06 - Modification of Life of Site Permit to Operate was issued February 07, 2020 and expires August 20, 2073. 07 - Screening records were reviewed and found up to date. 08 - Records of waste received (weight, type and origin) and waste transferred out were reviewed and found up to date. 09 - Tipping floor was clean on the C&D and Recycle sides. Some of the tipping floor areas need to be monitored. Rocks on surface and small cracks noted. 10 - Windblown trash was not an issue during this inspection. 11 - The waste stream consists of construction and demolition waste yard debris, single stream recyclables and dry recyclable waste. Recyclables other than C&D will be deposited on the floor in a separate area and loaded into open top trailers for transport. C&D will be deposited on the tipping floor in a designated area loaded into open top trailers. Incoming loads will be inspected by the driver, facility operator and equipment operators to minimize chance of unapproved materials being accepted. 12 - Facility currently has 2 Certified Transfer Station Operations Specialist; David Brickhouse, expires 3/14/2025 and Jeremy Savage, expires 2/3/2026. 13 - Recyclables will be sent to Bay Disposal & Recycling: 301 E Street; Hampton, VA; Virginia Permit No. PBR 585, TFC Recycling: 1958 Diamond Hill Rd. Chesapeake, VA 23324, Recycling and Disposal Solutions of Virginia (RDS): 3325 Frederick Blvd. Portsmouth, VA 23704, or American Disposal (Waste Connections): 10370 Central Park Dr. Manassas, VA 20110 per the facility operations plan. 14 - Non-recyclable construction debris are pulled out and put into box trailers or containers and will be sent to Centerville Turnpike CDD Landfill, 1613 Centerville Turnpike, Virginia Beach, VA; Virginia Permit No. SWP 603. 15 - Service area for this facility includes: Currituck, Dare, Camden, Pasquotank and Perquimans Counties. 16 - This facility also uses a roller magnet to pick up nails, screws and other metal shards that may cause flat tires. 17 - Scrap tire and scrap metal containers are being managed well. 18 - Required tipping floor cleaning was discussed during this inspection. 19 - Per Last inspection: Facility has not started keeping required training records yet. New Manager (Jeremy Savage) will get this started. A violation may be issued if this has not been done. 20 - Facility continues to be managed well. 21 - Digital Pictures taken during this inspection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
