PARTICIPANTS: John Demary; Pitt County Solid Waste Jason Watkins; NCDEQ-Solid Waste Ray Williams; NCDEQ-Solid Waste STATUS OF PERMIT: Active; Permit Approval to Operate (PTO) a Transfer Facility, Permanent Household Hazardous Waste Collection Facility, and a Materials Recovery and Recycling Facility (MRF) issued 31 March 2023. This permit approval is for the life of site, as defined in NCGS 130A-294(a)(2) and shall expire on 16 January 2056. The owner or operator must contact the North Carolina Department of Environmental Quality, Division of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to, pertinent Facility plans, Facility operations, and Waste Screening Plans. All changes must comply with all rules in effect at the time of the changes. The MRF PTO expires 31 March 2028. Pursuant to 15A NCAC 13B .0201 (g), a permit renewal request should be submitted to the Solid Waste Section no later than 30 September 2027. This request should update all pertinent facility plans to include, but not limited to, the facility operation and waste screening plans. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review. STATUS OF PAST NOTED VIOLATIONS: None applicable-no past noted facility violations. OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection. Please see the ADDITIONAL COMMMENTS section below for details concerning this Facility Compliance Inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 2 of 9 ADDITIONAL COMMENTS: 1) This facility is a Solid Waste Transfer Facility which is permitted to receive Solid Waste as defined in NCGS 130A-290(a)(35), a permanent Household Hazardous Waste Collection Site, and a Construction and Demolition (C&D) Waste Recovery and Recycling Facility. 2) This facility is permitted to receive Municipal Solid Waste (MSW), C&D Waste, Inert Debris, Asphalt, Land- clearing Debris, Scrap Tires, and Yard Waste generated in Beaufort, Craven, Edgecombe, Greene, Lenoir, Martin, Nash, Pitt, and Wilson Counties. 3) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps, ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this facility. Barrels and drums must not be accepted unless they are empty and perforated sufficiently to ensure that no liquid or hazardous waste is contained therein. 4) All MSW received by this facility is transported to the East Carolina Regional Landfill, permit #0803- MSWLF-1993 in Aulander, NC for final disposal. 5) All non-recyclable C&D waste is transported to the C&D Landfill, Inc, Construction & Demolition Landfill, permit #7407-CDLF-2009 in Greenville, NC for final disposal. 6) Soil/fines screened from incoming C&D waste are transported from the MRF to the yard waste element for storage, secondary screening, and re-use. 7) All scrap tires received by this facility are transported to Central Carolina Tire, permit #4304-TIRELF-1992 in Cameron, NC for disposal. The scrap tire management area appears well maintained at this time. 8) Proper signage including the facility permit number, accepted waste types, banned or excluded items, hours of operation, and the emergency contact number is posted at the facility entrance. 9) The hours of operation for this facility are Monday through Friday, 8:00 AM to 4:00 PM and Saturday 8:00 AM to 12:00 PM. 10) The facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my arrival and facility personnel were on-site throughout the duration of this facility compliance inspection. 11) The entrance to the facility is well maintained and no windblown litter or debris was noted along the roadway approaching the site. 12) Signage is posted throughout the site directing traffic for proper disposal and instructing customers of safe operating procedures. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 3 of 9 13) The facility access roads are of all-weather construction and are being maintained in overall good condition. 14) This facility maintains an adequate number of trailers on site to properly manage the volume of waste received during operating hours. 15) Access around the facility overall is well maintained and generally stable. 16) This facility maintains a well-established cover crop of native warm season type grasses on all sideslopes. The cover crop is mowed throughout the growing season as needed. Mowing operations were underway during this facility compliance inspection. 17) No off-site erosion was observed during this facility compliance inspection. 18) The facility is protected by highly visible, safety bollards at the entrance to the tipping floor, and at the entrances to the trailer loading bay. 19) Equipment damage to the exterior of the front of the facility was observed. *Plans for the repair or replacement of all damaged panels should be underway as soon as possible. Moving forward, please ensure all facility damage is repaired in a timely manner. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 4 of 9 20) The tipping floor is cleaned and washed down daily. 21) Cracked, worn, and eroded areas were observed throughout the tipping floor. Some of the eroded areas were observed to be collecting leachate. *Plans need to be underway for the repairing/resurfacing of the tipping floor. 22) Waste received at this facility is loaded into the transport trailers in a timely manner. All incoming waste is currently being maintained on the tipping floor within the transfer station. 23) Recyclable metals and unacceptable waste streams are removed from the facility for proper management daily. 24) The tipping floor push-walls and the area along the upper back wall of the trailer loading area are cleaned of waste daily and were clear of waste during this facility compliance inspection. 25) The interior walls of the transfer station are in need of cleaning. *Plans need to be underway for the high- pressure cleaning of the interior walls and ceiling. Moving forward, please ensure that all interior walls are cleaned twice per year, or more often if necessary. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 5 of 9 26) Hose bibs are located in the transfer station and in the trailer loading bay for wash-down and fire suppression. 27) The areas behind the push walls are policed of overflow waste daily. No overflow waste was observed collected behind the push walls during this facility compliance inspection. 28) Fire extinguishers are readily accessible and maintained throughout the Facility for fire suppression. Fire extinguisher inspection tags were reviewed and up to date. All extinguisher pressure gauges read full charge. 29) All leachate on the tipping floor drains into the leachate collection drains. No leachate was observed outside of the transfer station during this facility compliance inspection. 30) The leachate collection drains in the tipping floor were clear of blockage and appear to be functioning properly at this time. 31) Leachate is collected and pumped via force main to the City of Greenville Sewer Treatment Plant. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 6 of 9 32) All leachate in the trailer loading bays drains into the leachate collection drains. The leachate collection drains in the trailer loading bay were clear of blockage and appear to be functioning properly at this time. 33) Overall, leachate and the leachate collection system appear to be well managed at this time. 34) The trailer loading/compactor area is policed when loaded trailers are pulled and throughout the workday as needed. This area appears well maintained at this time. 35) All pesticide containers are maintained within the covered pesticide container storage area until removed from the site for recycling. 36) Land-clearing waste and yard trash are brought on site and staged for processing. All land-clearing waste is ground and staged on-site for use as boiler fuel and as mulch used at the closed Pitt County landfill. No grinding operations were underway during this facility compliance inspection. 37) Pallets and other clean, untreated/unpainted dimensional lumber are collected on-site and ground for use as boiler fuel. No grinding operations were underway during this facility compliance inspection. 38) All ground materials are screened to separate clean soil from the wood waste for re-use. No screening operations were underway during this facility compliance inspection. 39) The yard waste collection/storage area is well maintained with an adequate fire break and clear access around the area for fire suppression, inspection, and maintenance. 40) The scrap metal storage area was reviewed. All Freon containing white goods are stored separately from other recyclable metals in an upright manner until the Freon is properly collected. Once the Freon is removed, the white goods are marked and laid on their side until taken to the metal recycling area. 41) Soil screened from the incoming waste at the MRF is transported to the yard waste element for storage, screening, and re-use. 42) An Edge Innovate TRM 516 Mobile Trommel Screen is maintained onsite for the screening of waste materials from soil. All screened waste materials are taken to the transfer station for proper management. Soil screened from this source is transported to the C&D Landfill, Inc, Construction and Demolition Landfill, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 7 of 9 permit #74-07 in Greenville, NC and used for cover. 43) Screening operations were underway during this facility compliance inspection. 44) Scrap concrete is staged onsite for later grinding/crushing and reuse. Crushed concrete is staged onsite for use in road building and maintenance around the property. 45) Scrap stone countertop materials were observed in the old beneficial fill area. These materials should be removed to the MRF and disposed with bypass C&D waste. *Moving forward, all stone countertop materials should be managed as C&D waste at the MRF element. 46) The MRF was in operation and C&D waste was actively being processed, sorted, and screened during this facility compliance inspection. 47) All incoming waste is deposited under the shelter for initial screening and sorting before being processed FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20230720 Page 8 of 9 through the sorting center/pick line. 48) The waste type being managed at this Facility was reviewed, the waste type being processed was C&D and no unpermitted wastes were observed during this facility compliance inspection. 49) The leachate collection drains at the MRF are in need of cleaning. Wash water was observed ponding over the collection drains. *Please ensure that the collection drains are maintained clear of obstruction to provide for the proper collection and removal of all wastewater/leachate from the MRF. 50) This Facility utilizes concrete Jersey-type barriers and chain-link type fencing around the perimeter of the site for control of windblown litter/debris. 51) Windblown litter/debris is collected throughout the day and no windblown materials were observed during this facility compliance inspection.
