STATUS OF PERMIT:

Permit Modification #1, Permit to Operate issued February 1, 2000.
Permit Amendment, Permit to Construct & Operate issued March 28, 2013.
A Life of Site Permit was issued May 8, 2019. The Permit will expire on May 8, 2069.
PURPOSE OF SITE VISIT:
Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
A. 15A NCAC 13B .0405 (b), "Water that comes into contact with solid waste is leachate and shall be collected
from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer
line."
The Harnett County Dunn -Erwin Transfer Station is in violation of 15A NCAC 13B .0405 (b) in that leachate has
not been contained on -site. During the inspection, leachate was found to be pooling within the transfer trailer loading
bay. A soil berm had been placed at the western end of the transfer trailer loading bay. Mr. Berube state that the

drain line to the leachate collection system had become plugged. Mr. Berube also stated that Mr. Alton Truelove
had noticed that the leachate was leaving the transfer trailer loading bay and had installed a soil berm to stop the
leachate from leaving the transfer trailer loading bay. Leachate-stained soils were observed following the natural
drainage across the dirt roadway to the drainage ditch north of the transfer station building. Following the inspection,
Mr. Berube provided the Section with photographs of the removal of the leachate-stained soils.

sampling protocol for the leachate release.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday
and Saturday from 7:30 am until 12:00 pm.
4. The transfer station walls were covered with dirt and grime and are in need of cleaning. As per 15A NCAC 13B
.0405 (11), the tipping floor, the truck loading bays shall be cleaned with a pressure washer no less than once
per month and the remaining areas of the transfer station building including side walls and any material
storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year.
Ensure that the entire transfer station is cleaned no less than twice per year. Cleaning and maintenance
records shall be maintained and made available to the Division upon written request.
5. During this inspection, damage to the sheet metal above the transfer trailer loading bay was observed. During
previous conversations with Mr. Beane, the damaged metal would be removed and replaced with heavy duty flexible
material prior to the end of the year.
6. The exterior leachate drains were clogged with waste and pooling leachate. The leachate drains must be cleaned
as needed to ensure that the leachate drains can properly drain leachate into the leachate collection system.
Mr. Berube provided photographs of the cleaned leachate drains after the inspection.
7. Some windblown waste was observed throughout the facility. Continue to ensure that the windblown waste is
collected and returned to the transfer station prior to the close of business daily.
8. Sections of the tipping floor were observed to be cracked and damaged to the extent that a pothole has formed in
the tipping floor. Mr. Berube also stated that pools of leachate were difficult to remove from the tipping floor due
to the cracking and subsidence. During previous conversations with Mr. Beane, the tipping floor would be repaired
prior to the end of the year. Continue to monitor the tipping floor to ensure that the damage to the floor has
not grown and that leachate has not come into contact with the soils below the tipping floor. The sampling of
soils beneath the tipping floor may be required to determine if leachate has come in contact with the soils.
9. The trailer storage area has been paved since the last inspection. The area had been sloped to drain into the leachate
collection system. Several areas of standing leachate were observed in the paved area. Mr. Berube stated that the
contractor was scheduled to return to fix the lower areas to promote drainage to the collection system.
10. Corrective measures are necessary for this site.
