Permit expired on May 26, 2020. Permit renewal paperwork was submitted May 22, 2020. Life of Site Permits issued for 4302-CDLF-1998 and 4302-CDLF-2018 on July 23, 2020. The Life of Site Permits will expire on March 2, 2058. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: A. 15A NCAC 13B .0566 (13), "Leachate shall be contained and managed on -site." RESOLVED: The previously identified leachate had been stopped and the soils removed. Continue to ensure that the LCID is covered and sloped to prevent the formation of leachate. OBSERVED VIOLATIONS: None. Page 1 of 4 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS Facility Inspection 1. The facility is fenced and secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday and Saturday from 7:30 am until 12:00 pm. 4. The C&D cover log was verified through July 19, 2023. 5. Edge of waste markers were observed around the CDLF Area 2 and Phase 2A, LCID, and asbestos area. 6. The CDLF Area 1, Asbestos Disposal Area, and Closed MSWLF had recently been mown. Continue to mow as often as necessary to allow for proper inspection. CDLF Area 2 7. Two working faces were identified on the CDLF. The total working face area was approaching the 1/2 acre size limit. Mr. Berube stated that the operators would be covering the lower working face. Exposed waste was also observed in numerous areas throughout the side slopes. Ensure that the waste is covered with a minimum of six inches of soil once weekly or when the working face reaches 1/2 acre in size, whichever occurs first. Also, as per 15A NCAC 13B .0542 (f) (3), aeras that will not have additional waste placed on them for three months or more, shall be covered and stabilized with intermediate cover. 8. Little vegetation and numerous erosion rills were identified on the side slopes of CDLF Area 2. Some exposed waste was also observed near the erosion in the side slopes. Monitor the CDLF Area 2 for erosion and exposed waste and repair any problem areas as they are observed. 9. No unacceptable wastes were observed within the waste stream. A tire was removed from the working face and placed off the side for proper disposal during this inspection. 10. Reminder that the County cannot move into the new cell until all items are addressed from the pre -op inspection. LCID 11. The top of the LCID was being used to store uncovered vegetative waste. Mr. Berube stated that the land clearing waste would be ground and used for stabilization on CDLF Area 2 when funds are available. The County has the option to cover the waste if they cannot get funding approved for this activity. 12. The side slopes of the LCID were largely uncovered. Ensure that the LCID is covered with six inches of soil monthly or when the working face reaches one acre in size, whichever occurs first. This was discussed during the previous inspection. Ensure that the waste is covered within 30 days receipt of this report. 13. In accordance with 15A NCAC 13B .0564 (7), the facility must maintain an access roadway around the LCID. 14. Corrective measures are necessary for this site. 15. Photographs were taken during this inspection.
