The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operations.
2. The correct signage is located at the entrance of the facility.
3. Operating hours are 8:00am to 3:30pm, Monday through Friday.
4. The permit, operations plan, and records were on site and were reviewed with the operator.
5. Permanent edge of waste markers are in place and maintained.
6. Side slopes are being well maintained and mowed. Areas of erosion are being repaired as they are observed.
Stockpiled soils were observed near areas of erosion. Continue to repair areas of erosion on the side slopes.
7. The access roads to the monofill are being well maintained.
8. Grasses have begun to grow on the top of Phase III. Mr. Thomas stated that he had been receiving mulch from
Moore and Randolph Counties, which is being utilized for stabilization and to assist in vegetation growth.
9. The monitoring wells that were observed were locked and were properly labeled.
10. Digital photographs were taken during the inspection.
