Hello Nathan,
I've reviewed the revised application and I have the following comments:
1. Drawing C304 and the Phase 4 Cell 4 cross trench:
a. Add a text box with arrow, or some other method to explain this design. Include this information, or
similar - Between the 2 points marked in red (or another method), the perforated leachate pipe will
extend to be above the 24" protective cover so that the pipe will not have a V bend at the cross trench,
to allow camera inspection and jet clean of the back part of the pipe. The two 45 degree wye
connections will connect pipe to pipe and allow part of the leachate flow to divert the cross area to
improve flow discharge. The pipe above the protective cover will have additional protective cover
placed over it.
b. Inset the detail drawing of the cross trench.
2. Text in Section 1.1 and Section 2.1.1 should be reworded as follows, or similar — "The vertical expansion will be
over Phases 1 through 5 (or 'The vertical expansion over the landfill will increase ...) and will increase the
maximum height of the landfill 70 feet, from elevation 490 feet to elevation 560 feet. The previous permitted
capacity for the facility was 21,640,632 cubic yards. With the horizontal expansion of 65.34 acres, the vertical
expansion, and existing volume, the new capacity of the landfill will total approximately 41,498,367 cubic yards."
3. Text in Section 3.1 should be reworded as follows, or similar - "This Permit Application includes a horizontal
expansion of 65.34 acres, re -configuration of Phases 4 (existing) and 5 (expansion), and a vertical expansion of

4. Drawings — Phase 4 Cell 3A has been labeled incorrectly.
5. Operations Plan —Alternate Cover— Include as an appendix to the operations plan the specific pages from the
Alternate Cover guidance document, for the tarps, auto shredder fluff residue, and petroleum soil, and
reference the location of these pages in each applicable section for the alternate covers. It should be stated that
the alternate cover use will be in accordance with the guidance in the appendix. If any other alternate covers
are used, also include this in text, and include the corresponding guidance document in the appendix. See
attached alternate cover guidance pages.
6. Stormwater separation at intercell berms. Describe process for how the intercell berm and flap is removed, and
the leachate pipe connected/valve opened, to protect the liner from damage, similar to the following: On the
inactive side of the berm, pull back upstream exposed geonet and geotextile to expose the protective
geosynthetic storm flap. Carefully cut stormwater flap 2-5 feet back from toe of berm. [Describe procedures to
prevent damage to the landfill geomembrane]. Remove flap from area to ensure contact between the upper and
lower layers of geonet. From the active side of the berm, carefully push the protective cover material making up
the berm over the exposed area of geonet/geotextile. This establishes two feet of protective cover in the
inactive subcell. The leachate collection pipe is connected by _.
7. Final cover:
a. Section 6.1—The description of the required MSW final cover system should be corrected.
b. Section 3.6.5 —Add the following, or similar wording, concerning the standard final cover or the
alternate final cover - If the alternate base liner with GCL was installed, then the final cover will be the
alternate final cover with the GCL.

Connal Boyd also sent comments on July 21, concerning the hydrogeologic portions.
Responses to comments should be incorporated into the text of the application. Replacement pages or replacement
sections, instead of the whole application, are acceptable
the location of revisions in the application.
