The Site consists of three parcels of land that total approximately 1,359 acres. Specifically, the Site is located at 863 East Meadow Road (Rockingham County Parcel Identification Number [PIN] 108230Z1), 719 Industrial Drive (PIN 108185), and a parcel with no established address (PIN 112699). A Site location map is provided as Figure 1, and the Site and surrounding area are depicted in Figure 2. The Site received eligibility into the North Carolina Department of Environmental Quality (DEQ) Brownfields Program via a Letter of Eligibility dated September 15, 2020 (Brownfields Project No. 24046-20-079). Proposed redevelopment plans for the Brownfields property includes upfit and renovations for adaptive re‐use of the existing Site buildings for Purina PetCare product manufacturing and distribution. The renovations will include redesigning the building interiors to maximize space for manufacturing and distribution activities as well as aesthetic improvements on building exteriors. The remainder of the Site in the vicinity of the facility will generally be covered with impervious surfaces including parking areas, loading docks, and sidewalks. From the late 1970s until 2017, MillerCoors conducted industrial beer brewery operations at the Site. Following discontinuation of brewery operations in 2017, D.H. Griffin Companies (DH Griffin) occupied the Site and performed various facility decommissioning activities. The Site is currently developed with an approximately 1,151,400 square foot (sq ft) manufacturing building located in the southwest portion of the property. Remaining areas of the Site are developed with 2 https://harthick.sharepoint.com/sites/masterfiles-1/shared documents/aaa-master projects/parker poe adams (ppa)/ppa-065 nestle eden/background soil assessment/final report/background soil assessment report.docx smaller buildings, wastewater treatment infrastructure, a concrete paved area formerly utilized for coal storage, parking lots, access drives, and undeveloped land. From 2017 through 2020, environmental assessment activities were conducted at the Site to evaluate areas of potential concern for impacts associated with former facility operational components. The most recent assessment activities were completed in July 2020, and are documented in a Focused Phase II Environmental Site Assessment report prepared by Woodard & Curan and dated March 2021. Specifically, the 2020 sampling was performed to evaluate potential impacts associated with nine areas, including but not limited to, petroleum above ground storage tanks (ASTs), wastewater processing areas, former coal storage area, palletizers, drainage features, and debris piles. Results of the environmental assessments activities did not identify significant widespread impacts in Site soil or groundwater, or compounds at concentrations that pose potential exposure risks to users of the Brownfields property. Soil assessment results identified the presence of elevated arsenic concentration in one sample (SB-20) collected in the former coal storage area (Figure 2). Following completion of the July 2020 assessment activities, arsenic impacted soil representative of soil sample SB-20 (81.5 milligrams per kilogram [mg/kg]) was excavated by DH Griffin from the coal storage area located in the southwest portion of the Site. Excavated soil was transported off-Site for disposal and the excavation was backfilled with on-Site fill material. Results of post- excavation soil sampling indicated that arsenic impacted soil had been adequately removed. Details of the post-excavation sampling results are documented in a DEQ-approved Environmental Management Plan (EMP) dated February 27, 2021. On March 18, 2021, the PD, counsel for the PD, and H&H participated in a conference call with DEQ Brownfields personnel to discuss areas of potential environmental concern at the Site, proposed redevelopment plans, potential data gaps, and the scope of Brownfields assessment activities needed to address the data gaps. To address DEQ Brownfields requests for Site-specific background metals information, H&H prepared a Brownfields Background Soil Assessment Work Plan (Work Plan) dated June 14, 2021. A summary of background soil assessment activities conducted in accordance with the Work Plan is provided in the following sections. 4 https://harthick.sharepoint.com/sites/masterfiles-1/shared documents/aaa-master projects/parker poe adams (ppa)/ppa-065 nestle eden/background soil assessment/final report/background soil assessment report.docx 2.0 Brownfields Assessment Activities In July 2021, H&H completed background soil assessment activities to establish Site-specific ranges for naturally occurring levels of metals. Prior to conducting the field activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities located on the Site. Additionally, soil boring locations were hand cleared to further screen the boring locations for the presence of subsurface utilities. The assessment activities were conducted in general accordance with DEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup (Guidelines) dated July 2021, the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance, and the DEQ-approved Work Plan. A summary of background soil assessment activities is provided in Section 3.0, and summary and conclusions based on the results of the assessment activities are provided in Section 4.0. 5 https://harthick.sharepoint.com/sites/masterfiles-1/shared documents/aaa-master projects/parker poe adams (ppa)/ppa-065 nestle eden/background soil assessment/final report/background soil assessment report.docx 3.0 Background Soil Assessment Activities On July 21, 2021, H&H mobilized to the Site to advance five soil borings in areas generally representative of locations void of or away from existing Site infrastructure, former operational areas, areas of disturbance (i.e., soil, debris piles, etc.), and/or roadways (to limit potential impacts from runoff). Soil boring locations (identified as BG-1 through BG-5) are depicted in Figure 3. Details of the soil sampling activities and results are provided in the following sections. 3.1 Soil Sampling Methodology At each sampling location, H&H utilized a decontaminated stainless-steel hand auger to advance the soil borings to a depth of approximately 2 feet below the ground surface (ft bgs). Continuous soil samples were collected from the center of the hand auger bucket at each boring. The soil samples were logged for lithologic description and observed using visual and olfactory methods for obvious evidence of staining, unusual odors, and field screened for the presence of volatile organic vapors using a calibrated photoionization detector (PID). No obvious evidence of impact (i.e., elevated PID readings, staining, and/or petroleum/solvent odors) was observed in the soil samples. Boring logs including lithologic descriptions and field screening results are provided in Appendix A. Soil samples selected for laboratory analysis were collected directly into laboratory supplied sample containers labeled with the sample identification, date, time, and requested analysis, and the sample containers were then placed in a laboratory supplied cooler with ice. The soil samples were submitted to Con-Test Analytical Laboratory (Con-Test), a North Carolina-certified laboratory, under standard chain-of-custody protocols for analysis of Resource Conservation and Recovery Act (RCRA) metals, cobalt, thallium, and hexavalent chromium by EPA Methods 6020/7471/7199. Following sampling activities, the soil sample locations were estimated using a hand-held global positioning system (GPS) unit and the soil borings were properly abandoned to the ground surface. 6 https://harthick.sharepoint.com/sites/masterfiles-1/shared documents/aaa-master projects/parker poe adams (ppa)/ppa-065 nestle eden/background soil assessment/final report/background soil assessment report.docx 3.2 Soil Sampling Analytical Results A tabular summary of soil sample analytical results is presented in Table 1, and a copy of the laboratory analytical report and chain-of-custody record is provided in Appendix B. The laboratory analytical results were compared to the DEQ Industrial/Commercial Preliminary Soil Remediation Goals (PSRGs) dated June 2021. In addition to the PSRGs, metals results were compared to published background ranges for North Carolina soils obtained from Elements in North American Soils authored by Dragun and Chekiri (2005) and Major- and Trace-Element Concentrations in Soils from Two Continental-Scale Transects of the United States and Canada authored by the U.S. Department of Interior U.S. Geologic Survey (USGS) (2005). In summary, naturally occurring levels of several metals were detected at concentrations above laboratory method detection limits (MDLs) in each soil sample. Specifically, barium, cobalt, trivalent chromium, hexavalent chromium, lead, mercury, selenium, silver, and/or thallium are naturally occurring in Site soil at concentrations above MDLs. As shown in Table 1, arsenic was detected in background soil samples at concentrations ranging from 3.5 to 4.5 mg/kg, which are above the DEQ Industrial/Commercial PSRG of 3.0 mg/kg, but within published background levels for North Carolina soils. No other metal concentrations were detected at concentrations above the DEQ Industrial/Commercial PSRGs and the metals concentrations detected in the July 2021 soil samples are generally consistent with published background ranges. 7 https://harthick.sharepoint.com/sites/masterfiles-1/shared documents/aaa-master projects/parker poe adams (ppa)/ppa-065 nestle eden/background soil assessment/final report/background soil assessment report.docx 4.0 Summary and Conclusions H&H has completed background soil assessment activities at the Former MillerCoors Brownfields property located in Eden, North Carolina. The assessment activities were conducted in accordance with the DEQ Brownfields-approved Work Plan dated June 14, 2021. Results of background soil assessment activities indicate that metals detected in soil samples are consistent with published background ranges and are representative of naturally occurring conditions at the Site. Based upon the results, additional assessment does not appear warranted and impacted media or media disturbed during future redevelopment activities can be managed in accordance with the DEQ-approved EMP and/or land use restrictions as outlined in a negotiated Brownfields Agreement.
