The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on July 19, 2023.
2. The facility is open to the public Monday through Saturday 7:00 am to 4:00 pm.
3. Waste is hauled by Atomic Transport to the Upstate Regional Landfill in Enoree, South Carolina for disposal.
4. The site is secured by gates and fencing to prevent unauthorized entry.
5. The roads throughout the facility were of all-weather construction and were in good condition.
Records Review
6. Tonnage records from fiscal year 2022-23 were reviewed. The facility sent 116,790.91 tons of waste to the
Upstate Regional Landfill for disposal.
7. Waste screening forms from July 1, 2022 to July 18, 2023 were available for review. The forms showed the
final destination of any unacceptable waste that was encountered. The facility conducts multiple waste
screenings per day and is meeting the requirements of 15A NCAC 13B .0405(8)(A).

9. Training updates are being conducted monthly to meet the requirements of 15A NCAC 13B .0405(7) and the
records were available for review.
10. Cleaning records were reviewed. The tipping floor, push walls, and truck loading bay are being cleaned with a
pressure washer no less than once per month and the inside building walls are being washed at least twice per
year as required by 15A NCAC 13B .0405(11).
11. Refrigerant recovery is performed by CMC Metals and recovery records were available for review.
Operations Inspection of the Transfer Station (4504T-TRANSFER-1998)
12. The transfer station consists of two pre-engineered buildings. Commercial trucks and vehicles with hydraulic lifts
unload in Shed 1 and residential customers and hand unloaders use Shed 2.
13. The trench drains in both sheds were observed and appeared to be working as designed.
14. The tipping floor and push walls in Shed 2 were in good condition at the time of inspection. The area behind
the push walls was clean and no waste was observed.
15. No unapproved waste was observed on the tipping floor of Shed 2. A pallet was observed in the waste in Shed
1, facility staff also saw the pallet and removed it from the tipping floor.
16. The push walls in Shed 1 were in good condition; however, the sacrificial layer on the floor in Shed 1 is
cracking. Facility staff stated that there is a capital improvements project to replace the floor in the future.
17. Windblown waste was minimal and well managed at the time of inspection.
18. Minimal waste was observed in loading bay tunnels and the leachate drains in both tunnels appeared to be
functioning as designed.
19. Loaded trailers are parked in the loaded trailer parking area located to the southwest of the transfer building.
Any leachate that is lost from parked trailers is collected by a drainage system that is connected to the Cane
Creek Sewer System.

20. Four trailers were staged to receive scrap tires and no scrap tires were stored outside the trailers.
21. Electronics are collected, sorted, palletized, and sent to eCycle Secure in Charlotte, North Carolina for processing.
Operations Inspection of Area 5
22. The wood waste treatment and processing operation is permitted to receive land clearing waste and
untreated/unpainted pallets.
23. A small amount of painted wood was observed in a recently dumped load. The facility stages a dumpster in
Area 5 to collect any unacceptable waste that is encountered. Remove any unacceptable material that is
encountered and dispose of it in the proper location.
24. A contractor was on site and grinding the wood waste during the inspection. The ground material is being sent
to Georgia to be used as boiler fuel.
25. The facility collects leaves and stores them separately across the access road. The collected leaves are used at the
permit exempt Type 3 compost operation located adjacent to the treatment and processing area.
Operations Inspection of the Household Hazardous Waste Unit (4504-HHW-2011)
26. Household hazardous waste is collected at the Citizen's Convenience Center located to the northeast of the
transfer station. The convenience center collects recyclables, white goods, waste oil, antifreeze, batteries, used
electronics, household hazardous waste and mercury products recycling. TV's and monitors are accepted with
payment at the transfer station.
27. The permanent household hazardous waste collection unit is permitted to receive household hazardous waste
(HHW) generated by residents of Henderson County. The facility may not collect radioactive waste, explosives,
or infectious wastes. The HHW only operates on specific collection dates specified by the county.
28. The facility separates oxidizers, flammables, and pesticides and utilizes a lockable three compartment steel
hazardous waste cabinet with under floor secondary containment for storage of the collected materials.
29. The facility collects mercury -containing devices and florescent lamps and bulbs from residents, and the materials
are stored in a locked metal storage building. The fluorescent tubes and bulbs were observed to be stored in
containers that were structurally sound and adequate to prevent breakage.
