The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - This permit issued on January 24, 2017, is a Life of Site Permit as defined in N.C.G.S. 130A-294(a2). Copies of this permit, the approved plans, and all records required to be maintained by the permittee must be
maintained at the facility and made available to the Section upon request during normal business hours. 02 - The facility is permitted to receive solid waste generated within Chowan County, North Carolina. Waste transported for disposal shall be sent to the East Carolina Regional Landfill in Aulander (Permit No. 08-03). 03 - Interior roads are constructed of all-weather material and maintained well.
04 - Facility signage is adequate. 05 - This facility is secured by chain link fencing with locking gates. 06 - Leachate is contained and draining into the sewer drain during this inspection. 07 - This facility uses a waste compactor to load the waste thru the rear of transport trailers. 08 - The compactor appears to be working good after the repairs. Be sure ALL waste is removed daily from
underneath. 09 - Certified Transfer Station Operations Specialist; Clarence Rankins, expires 5/31/25, David Myers, expires 10/9/25, Anthony Jordan, expires 9/9/24, Corey Sanders, expires 9/9/24, Alden Winslow, expires 5/26/25 and Curtis Rawls, expires 5/26/25. 10 - Did not review required internal training records. Be sure to document the required 8 hours on ALL staff. See page 3 of this report. 11 - This facility is NOT open to the public. Town of Edenton only. Waste pickup is conducted on Monday, Thursday and Friday. Working hours are 7am to 4pm. 12 - Windblown trash was not an issue during this inspection. 13 - Screening records were reviewed and were found up to date.
14 - The Tipping floor was clean during this inspection.
15 - No pictures were taken during this inspection.

Training. During hours of operation, an operator trained in accordance with G.S. 130A-309.25 shall be on-site. Sites shall provide all staff with no less than eight hours of training updates annually that includes a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record and provided to the Division upon written
request.
