The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – The New Fill Sequence 2 was approved to operate February 09, 2023 Via Email from Claire Osborn, DWM Permitting Engineer. 02 – Landfilling of Fill Sequence 2 has begun and is going well. 03 – Need to fill the total bottom and crown to ensure stormwater is shedding off the landfill.
04 – Screening records were reviewed and found up to date. 05 – Most of the screening is being conducted at the scale house but is very evident that screening needs to be done at the landfill and yard waste area. Yard waste has a lot of non-conforming waste that now needs to be removed before mulching. 06 – Be sure that an attendant is onsite at the landfill and yard waste areas when loads are being dumped to ensure proper screening is done.
07 – Cover logs were reviewed and were found up to date. Be sure that ALL C&D waste is covered weekly. 08 – Windblown trash was not an issue during this inspection. 09 – Scrap metal pile is getting very large but is being managed well. White goods containing CFC’s are upright. 10 – Electronics appear to be managed well. 11 – Facility has added new signage and has required information on signs. 12 – Facility still needs to install PERMENANT EDGE OF WASTE MARKERS (EOW). Has Temporary Sign style
EOW markers currently. 13 – Roads are made of All Weather Construction. 14 – Certified Landfill Operations Specialist: Kimley Brown, expires 9/27/2025, Ronald Brownfield, expires 10/19/2025, Ben Hardison III, expires 8/25/2025, William Brown, expires 8/21/2023, Justin Harrison, expires 9/27/2025 and Wayne Peaks, expires 8/25/2025. 15 – The C&DLF has recently be mowed. 16 – Digital pictures were taken during this inspection with some attached to this report.
