A review of the Transfer Station Cost Estimate for 9903T-TRANSFER-1994 Yadkin County Transfer Facility submitted on
6/26/2023 has been completed. The estimate meets the site -specific operations and appears to be appropriate.
Initial Review Comments: 20230626 - The Section appreciates the submittal of the closure cost for Yadkin County. The
form appears complete and will be submitted to Deana Yitbarek for review. Thank you.

Permitting Engineer's Review Comments: 20230714 - No concerns. Cost estimates appear to be satisfactory and match
the estimate in the submitted Closure Plan.
The submittal of the updated Operations Plan is pending.
The Division of Waste Management - Solid Waste Section has reviewed and approved the provided cost estimate
required for establishing financial assurance for a transfer station. The cost estimate is provided for your use.
Approved Cost Estimate = $ 150750.00
At this time, you may work with your Finance Department Director and have the approved cost estimate incorporated
into the December 2023 Local Government or Capital Reserve submittal to the Section. Financial Assurance mechanism
templates, NC Rules for financial assurance, and inflation multipliers are among the pertinent information you can find
at the Section's Financial Assurance website: http://deq.nc.gov/swsfa. Should you or your Finance Department require

CLOSURE PLAN
and to fill the tanks with flowable fill once cleaned of leachate and residue. The leachate collection
system piping will be removed or filled, and drains will be filled with concrete to prevent
accumulation of stormwater in the piping and tank. In the event piping is removed, it will be
disposed of at the landfill. Costs are estimated to be approximately $10,000 to clean and fill the
small tanks and oil/water separator in place, and plug or remove the leachate collection drain and
piping.
Administration costs, if performed by a contracted firm as opposed to County staff, and assuming
20 hours of project oversight per week for six (6) months may range from $45,000 - $65,000.
Travel time and per diem costs will drive up the administration costs by approximately $10,000 -
$20,000. This estimate is inclusive of providing the required notification to the NCDEQ, arranging
for various contractors including bid solicitation and contractor selection, and overseeing the
closure activities. Costs may be less depending upon the staff level used for the project oversight,
the actual amount of time needed on sight, and the amount of travel and per diem needed.
Administration costs therefore, range from $55,000 - $85,000. For the purposes of closure, an
estimate using the lower amounts for travel and per diem suggests the administration costs would
be $55,000.
Closure cost estimates associated with post closure care monitoring and/or corrective action are
not provided. In the event post closure care monitoring and corrective action is required by the
DWM, costs will be revisited as required to ensure financial assurance requirements are
maintained, and the closure plan will be modified to include post closure care requirements.
