A review of the Transfer Station Cost Estimate for 7003T-TRANSFER-1994 Pasquotank County Transfer Station submitted on
6/14/2023 has been completed. The estimate meets the site -specific operations and appears to be appropriate.
Initial Review Comments: 20230621- The Section is in receipt of the Pasquotank Co TS. The form appears complete and
will be sent to Deana Yitbarek, permitting engineer for review. Thank you

Permitting Engineer's Review Comments: 20230714 - No concerns. Cost estimates appear to be satisfactory and match
the estimate in the submitted plan.
The Division of Waste Management - Solid Waste Section has reviewed and approved the provided cost estimate
required for establishing financial assurance for a transfer station. The cost estimate is provided for your use.
Approved Cost Estimate = $ 113320.00
At this time, you may work with your Finance Department Director and have the approved cost estimate incorporated
into the December 2023 Local Government or Capital Reserve submittal to the Section. Financial Assurance mechanism
templates, NC Rules for financial assurance, and inflation multipliers are among the pertinent information you can find
at the Section's Financial Assurance website: http://deq.nc.gov/swsfa. Should you or your Finance Department require

3. This includes pumping, hauling, and disposal costs. Assumes that the two (2) 4,000 gallon LSTs will be emptied twice during closure
activities. LSTs to be emptied and contents hauled by a third -party contractor. Disposal cost = $0.20/gallon
4. This fee includes decontamination of the transfer station buildings and waste handling areas after waste disposal.
5. This line item assumes disposal of the average waste volume of 120 TPD over a period of 3 days with a disposal cost of $50 per ton.
6. This line item assumes a dump truck capacity of 20 tons and a labor + rental cost of $700 per load.
7. Assumes waste hauling cost (incl. labor, fuel, and insurance) of $15 per miles, assuming 182 miles (roundtrip) to Atlantic Waste Disposal
