A review of the Transfer Station Cost Estimate for 4504T-TRANSFER-1998 Henderson County Solid Waste submitted on
7/11/2023 has been completed. The estimate meets the site -specific operations and appears to be appropriate.
Initial Review Comments: 20230713 - The Section is in receipt of the Henderson Co Transfer Station closure cost
estimate. The form appears complete and will be submitted to Deana Yitbarek for review. Thank you.

Permitting Engineer's Review Comments: 20230714 - No concerns. Cost estimates appear to be satisfactory and match
the estimate in the submitted Closure Plan.
The Division of Waste Management - Solid Waste Section has reviewed and approved the provided cost estimate
required for establishing financial assurance for a transfer station. The cost estimate is provided for your use.
Approved Cost Estimate = $ 97428.00
At this time, you may work with your Finance Department Director and have the approved cost estimate incorporated
into the December 2023 Local Government or Capital Reserve submittal to the Section. Financial Assurance mechanism
templates, NC Rules for financial assurance, and inflation multipliers are among the pertinent information you can find
at the Section's Financial Assurance website: http://deq.nc.gov/swsfa. Should you or your Finance Department require

2.3 POST -CLOSURE CARE
Per Rule .0406(c), if the Division requires groundwater or surface water monitoring or corrective
action at the site, the monitoring and corrective action at the site shall continue in a post -closure
care period until the Division authorizes termination of corrective action at the site in accordance
with 15A NCAC 02L .0106.
2.4 LAND -USE PROVISIONS
Per Rule .0406(d), the County may submit a written request to the Division after closure to remove
the land -use restrictions required by Rule .0406(b)(4). If the Division approves removal of the land -
use restrictions, the Division shall provide approval documentation to the landowner stating that the
land -use restrictions at the site have been removed, and the landowner may record the approval
documentation with the County Register of Deeds. The Division shall approve the removal of land -
use restrictions if the following conditions are met:
(A) all post -closure care activities required by the rules of this Section have been completed;
(B) the Division authorizes termination of any corrective action program in accordance with
15A NCAC 02L .0106; and
(C) any leachate collection system has been removed.
2.5 CLOSURE COST ESTIMATE
The Division's Solid Waste Section has developed an on-line transfer station closure cost estimate
form and requires that the closure cost estimate to be completed per this form. The transfer station
closure cost estimate is as follows.

The estimated transfer station closure cost is calculated using the assumptions and methodology
outlined below.
Closure Cost Estimate Description
Mobilization/Demobilization:
• Assumes minimal equipment is required and transfer station structures remain
■ Mobilization/Demobilization Total = $10,000
Pressure Washing (Tipping Floors):
• Washing Operational Area (estimated 11,900 square feet (sf) area from Google Earth) @
$0.87 per sf (RSMeans [040120520310] Scrub and Pressure Washing heavy soil masonry)
• 11,900 sf * $0.87/sf = $10,353
■ Pressure Washing Total = $10,353
Leachate Disposal:
• Clean and pressure wash trench drains - this is included in leachate collection system
decommission costs.
• Remove liquid and grit, clean interior of grit chamber and dispose liquid and grit at a WWTP
(estimated liquid volume is 500 gallons - includes wash down water from trench drain) @
$0.75 per gallon
• 500 gals/grit chamber * 1 grit chamber * $0.75/gal = $375
■ Leachate Disposal Total = $375
Leachate Collection System Decommission:
• Includes abandon in -place leachate trench drains and grit chamber
• Pipe jet cleaning from trench drain to sanitary sewer lift station (estimated 1,000 linear feet
(LF) of pipe, $1/LF * 50%
$1.50/LF @ 1,000 LF = $1,500
• Plugging pipe at the trench drain connections = $4,000
• Surveying and property deed recordation of abandoned in -place grit chamber = $5,000
■ Leachate Collection System Decommission Total = $1,500 + $4,000 + $5,000 =
$10,500
Signage:
• Assumes removal of existing signs and installation of new signs indicating closed facility
■ Signage = $2,000

Waste Disposal - Cleanup, Hauling, Tipping Fee:
• Assumes 4 days of waste will need to be hauled and disposed of
• Assumes cleanup is under the above pressure washing costs
• 370 tons per day
• Load, haul and disposal costs per ton = $40/ton
Waste Disposal Costs = 4 days * 370 tons/day * $40/ton = $59,200
