Non -UST spills at the site: According to the North Carolina Department of Environmental Quality (DEQ) online aboveground storage tank (AST) release incident database, a release from product piping associated with the existing kerosene AST was discovered in 2003 (AST Incident No. 86557). Impacted soils were excavated at that time. The location and volume of impacted soils excavated is not known. No documents detailing the release incident or impacted soil excavation activities are located on DEQ's Laserfiche document management system. DEQ issued no further action (NFA) for AST release incident No. 86557 in 2004. No other known non -UST spills are known to have occurred at the site. 4. Description of release: In May 2022, two 6,000-gallon gasoline USTs (UST-1 and UST-2) and one 10,000-gallon gasoline UST (UST-3) were removed from the subject property. Based on field screening with a photoionization detector (PID), soil impacts were identified in soils immediately below the USTs. On May 11, 2022, a 24-Hour Release and UST Leak Reporting form (UST-61) was submitted to the North Carolina Department of Environmental Quality (DEQ) via email. A copy of this form is provided in Appendix A. 5. Site characteristics: The site is approximately 0.30 acre in area and contains an approximately 2,861 ft2 convenience store and grill. A site location map is presented as Figure 1, and a site map is presented as Figure 2. The subject property is located in the Piedmont Physiographic Province of North Carolina. According to the Geologic Map of North Carolina dated 1985, the subject property lies within the Charlotte Belt. In the site area, underlying bedrock is composed of metavolcanic rock. The land surface of the area is generally characterized as gently sloping, which may become moderately steep where intersected by streams. In the Piedmont, the bedrock is overlain by a mantle of weathered rock termed saprolite or residuum. The saprolite consists of unconsolidated clay, silt, and sand with lesser amounts of rock fragments. Due to the range of parent rock types and their variable susceptibility to weathering, the saprolite ranges widely in color, texture, and thickness. Generally, the saprolite is thickest near interstream divides and thins toward streambeds. In profile, the saprolite normally grades from clayey soils near the land surface to highly weathered rock above competent bedrock. The occurrence and movement of groundwater in the Piedmont is typically within two separate but interconnected water -bearing zones. A shallow water -bearing zone occurs within the saprolite, and a deeper water -bearing zone occurs within the underlying bedrock. 4 hart hickman https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Hidden Valley Solutions (HVS)AAA.doc SMARTER ENVIRONMENTAL SOLUTIONS The site is located at an approximate elevation of 660 ft above mean sea level. Topography in the source area generally slopes to the south-southwest (Figure 1). Based on topography, H&H anticipates that the groundwater flow direction at the site is to the south-southwest towards Irish Buffalo Creek. Visual observations during UST closure activities and soil sample collection indicated that the soil surrounding UST system consists of brownish silty clays (saprolite). Groundwater and bedrock were not encountered in the excavation. While a formal water supply survey was not completed, based on observations during the closure activities, municipal water is available to the site and the areas surrounding the site. 6. Initial abatement actions, assessment activities, and corrective actions performed to date: Prior to the May 2022 UST closure activities, no other known initial abatement actions, assessments, or corrective action activities associated with the USTs were conducted at the site. In May 2022, H&H contracted with EVO Corporation (EVO) of Winston-Salem, NC to remove the USTs at the site. The results of the UST closure activities are discussed in Section C below. C. UST Closure Report following UST-12 format and Site Investigation Report for Permanent Closure or Change -in -Service of UST (UST-2 Form) 1. Preparations for closure including the steps taken to notify authorities, permits obtained and the steps taken to clean and purge the tanks: Prior to UST closure activities, H&H submitted a Notice of Intent (UST-3) to DEQ. Additionally, EVO obtained a permit authorizing the UST removals from the Cabarrus County Fire Marshal's office. Prior to removal, residual fluids were removed from the USTs and associated product piping. Approximately 125 total gallons of residual fluids were removed from the USTs and associated product piping. Following residual fluids removal, the USTs were purged of combustible vapors with dry -ice and tested with a combustible gas indicator to check that potentially combustible vapors had dissipated. 2. Closure procedures: Initially, soil was removed from the top and sides of the USTs with a track hoe so that the tanks could be removed from the ground. Soils encountered during the excavation were evaluated in the field for the presence of odors and staining, and for the presence of organic vapor readings with a photoionization detector (PID). The USTs were single -walled and constructed of steel. No evidence of structural damage, holes, or pitting were observed on the UST surfaces. Product piping connected to the USTs also was removed for proper disposal. Product piping was constructed of single -walled steel. No evidence of structural damage, holes, or pitting were observed on the product piping. 3. Note the amount of residual material pumped from the tank and describes the storage, sampling and disposal of the residual material and the disposal of the tank, pumps and piping: As stated above, EVO removed approximately 125 total gallons of residual fluids from the USTs and associated product piping. The fluids were treated at the HOH Corporation facility in Winston-Salem, North Carolina. The non -hazardous material manifest for the residual fluids is included in Appendix B. The USTs and product piping were transported off -site by EVO for disposal at Foss Recycling in Winston-Salem, North Carolina. The tank disposal certificate for the USTs is included in Appendix B. 4. Site Investigation activities: After removal of the USTs and product piping, eleven closure soil samples were collected in accordance with DEQ guidelines. No soil staining or free product was observed in the soils below the tanks, product piping, or product dispensers. The closure samples were analyzed for gasoline -range total petroleum hydrocarbons (TPH-GRO) by EPA Method 5030/8015M. The analytical results for the closure soil samples indicated the presence of TPH- DRO above the DEQ action level of 50 mg/kg in one sample collected below UST-1 (UST-1B) and two samples collected below UST-3 (UST-3B and UST- 3C). TPH-GRO concentrations in these sample ranged from 73.8 mg/kg to 1,490 mg/kg. TPH-GRO concentrations did not exceed the action level in soil samples collected below UST-2 (UST-2A and UST-2B), the product piping (L-1 and L-2), or the product dispensers (D-1 and D-2). Based on the relatively high moisture content observed in the soils below the USTs, the base of the UST excavation was suspected to be located in the groundwater capillary fringe. As previously discussed, no free product was observed in the soils at the base of the UST basin. Due to the lack of observed free product in the soils, evidence of shallow groundwater, and safety concerns due to the nearby building, no impacted soils were excavated from the base of the UST basin. The approximate final dimensions of the UST basin were 18 to 29 ft long by 26 ft wide by 13 ft deep. All soil samples were analyzed by a North Carolina certified laboratory. The chain -of -custody was signed by H&H prior to placement in an iced cooler for shipment to the laboratory. Prior to shipment, the cooler was closed with a seal indicating the H&H representative's signature and date such that a potential disturbance of the cooler contents could be detected by the laboratory. Soil sample results are presented in Table 1. UST closure soil sample locations are depicted on Figure 3. Laboratory analytical sheets are included in Appendix C. Following sampling, the excavation was backfilled with clean imported backfill material. The imported backfill material consisted primarily of brown sandy silts. D. Free Product Investigation and Recovery Report Not applicable. E. Groundwater and Surface Water Investigation Not applicable. F. Conclusions and Recommendations: In May 2022, two 6,000-gallon gasoline USTs and one 10,000-gallon gasoline UST and associated product piping and dispensers were removed from the subject property. Results of closure soil sampling indicated TPH-GRO concentrations as high as 1,490 mg/kg in three soil samples collected below the USTs. No impacted soils were excavated from the base of the UST basin due to the lack of observed free product in the soils below the USTs, evidence of shallow groundwater, and safety concerns due to the nearby building. Because closure soil sample concentrations exceeded the DEQ action level, H&H recommends completion of a Phase I Limited Site Assessment (LSA) in accordance with DEQ guidelines. H&H recommends that a monitoring well be installed in the location of the UST closure soil sample (UST-3B) containing the highest TPH- GRO concentration.
