Buncombe County owns and operates a Subtitle D MSWLF which includes Cell 1 through Cell 7 and a CDLF consisting of Phase 1 through Phase 7. Currently Cell 6 and 7 of the MSWLF and Phase 7 of the CDLF are the active waste units. MSWLF Cells 8 through 10 are planned (but not permitted) for future expansion. On July 3, 2023, Summer Justice and Lee Hill, representing the North Carolina Division of Waste Management (DWM) — Solid Waste Section (SWS), attended an on -site meeting at the above referenced facility. On July 10, 2023, the SWS issued a Notice of Violation (NOV) which outlined the regulatory requirements to address identified compliance issues. Those requirements included the preparation of a sampling plan (Plan) in general accordance with the SWS Leachate Release Sampling & Analysis Guidelines (LRG) updated January 5, 2023. Buncombe County retained Bunnell Lammons Engineering, Inc. (BLE) to discuss the plan requirements with the SWS and to prepare this document. '6004 Panders Court. Greenville. SC 29616 (.864.288.1265 H864.298.4430 '_w�in"blecorpxorn BLECORMOM 1s 1m 1i Soil and Surface Water Assessment Plan July 17, 2023 Buncombe County Landfill BLE Project No. J23-9378-34C Soil and Surface Water Assessment Plan We understand that during their meeting the SWS observed leachate pooling in the vicinity of the liner edge at the north slope of Cell 4 and that the SWS observed soil staining leading to a stormwater ditch that ultimately drains into Sediment Pond 4. It is our understanding that the facility has repaired the seep and removed and disposed the suspect impacted soil in the MSWLF. BLE prepared a Sample Location Plan (Figure 2) as required in the LRG. The proposed soil and surface water sampling locations are shown on the figure. Proposed sample locations and sampling methodology are described as follows: Soil Samples • Background Soil Sample — One background soil sample will be collected from the northeast corner of the site near the newly constructed Cell 7 to serve as the background for analytical result comparison. This sample location is designated SS-1 on Figure 2. The background soil sample may be supplemented with additional historical background soil samples for metals collected at the facility. • North of Cell 4 — One soil sample will be collected north of Cell 4, near the Cell 4 edge of liner and the MW-10 well pair. This sample location is designated SS-2 on Figure 2. • Storm Water Ditch — One soil sample will be collected within the storm water ditch, approximately west of the SS-2 location. This sample location is designated SS-3 on Figure 2. We note that surface water enters subsurface stormwater piping at the SS-3 location and until discharge into Sediment Pond 4. • Sediment Pond 4 — One soil sample will be collected within Sediment Pond 4 on the northern bank. This sample location is designated SS-4 on Figure 2. Surface Water Samples • Upstream Surface Water Sample — One upstream (background) surface water sample will be collected at the SW-1 location in Belvin Branch. This location is an existing surface water quality compliance location for the facility. • Downstream Surface Water Sample — One downstream surface water sample will be collected at the SW-6 location in Belvin Branch. This location is an existing surface water quality compliance location for the facility. • Sediment Pond 4 — One surface water sample will be collected from Sediment Pond 4. The soil samples will be discrete samples and will be collected via hand auger (or similar method) at a depth between one to two feet below ground surface. The surface water samples will be collected using a dipper sampler. The seven (7) samples will be delivered to a North Carolina certified analytical laboratory for analysis as specified in the guidance, as follows: • Appendix I Constituents (Volatile Organic Compounds and Total Metals); • 1,4-Dioxane; • Total Phosphorus; • Sulfate; • Nitrate; and, • pH 2 of 3 1s 1m 1i Soil and Surface Water Assessment Plan Buncombe County Landfill July 17, 2023 BLE Project No. J23-9378-34C Soil analytical results will be compared to the most current NCDEQ Preliminary Soil Remediation Goals (PSRGs) Industrial/Commercial* Health Based PSRGs and the Protection of Groundwater PSRGs. *We understand that the LRG inaccurately lists the standard as Residential. If any tested parameter is found to exceed only the Protection of Groundwater PSRG, then that soil sample will be analyzed for the specific parameter by the Synthetic Precipitation Leaching Procedure (SPLP) test method (SW-846 Method 1312). The SPLP result will be compared to the respective NC2L groundwater standard. Surface water analytical results will be compared to the surface water quality standards and protective values contained in the most current NCDEQ Surface Water Quality Standards Table. A report summarizing the sampling location, methodology, and analytical results compared to the standards as stated above and other report elements required in the LRG will be prepared and submitted to the SWS. Conclusions and recommendations will be based on the analytical results obtained. Closing Buncombe County plans to implement this Soil and Surface Water Assessment Plan within 7 days after approval by the SWS. Sincerely, BUNNELL LAmmONs ENGINEERING INC.
