STATUS OF PERMIT:
Active: The Permit to Operate shall expire July 14, 2020. TYPO? (2029) Pursuant to 15A NCAC 13B .1401 (c), no later than December 14, 2029, the permittee must submit a request to the Section for permit review and must update pertinent facility plans.
• Active Life of Site Permit (PTO) 3301-CDLF-1997 issued on July 14, 2020, and expires December 30, 2057 and combined with New (PTC & PTO) 3301-COMPOST-2020 issued July 14, 2020 and expires July 14, 2030.

ADDITIONAL COMMENTS:
01 – This facility is planning to mulch ALL Yard Waste and Yard Trash to be used as 50/50 cover or used as boiler fuel. 02 – The waste was ALL used as 50/50 cover in 2022. 03 – Facility is currently windrowing the waste up to be mulched soon and used as 50/50 cover. 04 – No records were reviewed for this facility during this inspection. 05 – There will be grade work needed after the waste has been mulched. 06 – Be sure to keep waste inside of the permitted area. Check your design map for where you should put up your Edge of Waste Markers. 07 – Be sure to screen out non-conforming waste. Like the 3 gallon cans of paint that was found and removed during our inspection.

Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
