Patricia,
I have the components that we used before the landfill project to monitor
meteorological conditions at the landfill . (There is another station
that has more components and was purchased specially for the
detoxification that are still at the site.) These need to be surplused.
They are in three boxes in the area behind the HW file room which is
being used for Brownfields and Dry Cleaners files. I have labels the
boxes "PCB LF Old Met Stat." The manuals and software is in one of the
boxes. This are the individual components.

I retrieved DENR's equipment from the PCB Landfill Community Advisory Board office in
Warrenton. This is to document the items I brought in this morning and where I put them.
ITEMS

I also have an extra laser jet toner cartridge (no. 92295A) which is for HP Laser Jet II, IID, III, IIIP. It
was for the previous printer.
I would like to look at files on the hard drive and remove any PCB files before you use or surplus this
equipment. I will try to do that by Friday.
I do not know whether these items were purchased with PCB Landfill funds or with division funds. I
need to keep track of what happens to PCB Landfill equipment so let me know what the disposition
will be. (I'll put a plug in for the printer to replace ours which has trouble printing anything beyond
straight text.)

As discussed at the last progress meeting, attached is a list of the facilities which Shaw E&I intends to
leave on site at the end of this project. As noted on the list, in some cases the decision to leave items is
contingent on eihter being able to decontaminate them and/or the state or county being willing to assume
the cost of utility services.

List of facilities to remain on site at the end of Shaw E&I' s contract
Facilities which will definitely remain
1. Site access road (gravel) from Limertown road to main entrance gate
2. Site access road (gravel) from inside of main gate, running north along west side of concrete pads
3. Gravel parking lot inside main gate, approximately 75 ft x 140 ft.
4. Perimeter fence, including 2 truck gates and 2 personnel gates
5. Water service consisting of:
A. 6" underground PVC main from hydrant on west side ofLimertown road opposite entrance
to site access road, along north side of access road to valve/meter pit outside main gate
Hydrant outside main gate
B. Valve/meter pit outside main gate, with shutoff valves, utility meter and backflow preventer
C. 4" underground PVC main f~alve/meter pit into site, then north along west side of
access road to point "A" located opposite junction of concrete pads 2 and 3, then east to just
outside pad 2, then north to point "B" located even with north end of pad 1.
D. 2" stub ups located at points A and B, each with 2" gate valve
Note: Unless state, county or someone else agrees to assume the water service account Shaw will,
prior to final demobilization, close our account, shut off the service at the valves in the valve/meter
pit and drain the downstream lines. The water company may, at their discretion, also close the main
shutoff valve located near hydrant on west side of Limertown road opposite entrance to site access
road.
Facilities which will remain if they can be satisfactorily decontaminated
1. Four concrete pads, each 6" thick, 4, 000 psi, reinforced concrete. From north to south pads are
numbered 1 to 4, dimensions as shown below. Each pad has a sump which will gravity drain
through pipes running west under the access road.
Pad 1 = 79 ft N-S x 115 ft E-W
Pad 2 = 100 ft N-S x 115 ft E-W

Pad 3 = 144 ftN-S x 129 ft E-W
Pad 1 = 140 ft N-S x 168 ft E-W, with 40 ft x 40 ft extension on SW comer
2. One metal pole barn building, located on Pad 2, approx 100 ft x 115 ft, plus roof drain system
consisting of underground 8" PVC pipe, concrete junction box and 15" CMP drain line under
access road.
3. Electric service equipment consisting of:
A. Mast, meter socket and breaker box, located on NW column of pole barn, for 240/120 volt,
200 amp, single phase service.
B. Three 240 volt disconnect switches, located near sumps for pads 1,3 and 4
C. Two duplex receptacles with weatherproof covers, located on NW column of pole barn
Note: Unless state, county or someone else agrees to assume this electric service account (Progress
Energy account #449-204-1142) Shaw will, prior to final demobilization, close our account. At a
minimum Progress Energy would then shut off service, remove the meter, and disconnect the
wiring between the top of the mast and their nearest pole. Shaw's cost for this account has been
$12.00/month plus electric use charges at $.07-.09/kWh.
Facilities which will remain if utility accounts are assumed by others
1. See above regarding water service. Shaw will leave facilities described in place but utility service
will be cut off unless state, county or someone else agrees to assume this account.
2. See above regarding electric service to pole barn and concrete pad area. Shaw will leave facilities
described in place ( assuming that pole barn and pad #2 can be satisfactoriliy decontaminted) but
utility service will be cut off unless state, county or someone else agrees to assume this account.
3. 11 electric poles with various lights that light the concrete pads, pole barn and adjacent access road,
these are the property of Progress Energy. Unless state, county or someone else agrees to assume
this electric service account (Progress Energy account# 602-898-3325) Shaw will, prior to final
demobilization, close our account. Progress Energy would then likely remove these facilities,
although they may, at their discretion, elect to leave them in place for some time if they believe that
the service may be picked up again in the near future. Questions regarding this may be directed to
Mr. Donald Paynter, Sr. Service Coordinator, Progress Energy (252) 438-1923. Shaw's cost for this
account has been $256.24/month plus electric use charges of approximately $156/month.

As I mentioned I will be bringing back equipment from the PCB Landfill for surplus.
I will be done gradually as it is no longer needed at the site . You also know that
when you have good equipment that the division coul d use, it will be graciously
accepted.
I have brought back two handheld instruments that were used for air monitoring .
The equipment was purchased by Earth Tech under thei r oversight contract . The
contract stipulated that the equipment would belong to the state at the end of the
job .

I tried to find used equipment pri ces both through a vendor and t he Internet, but
did not have much success . I have asked Earth Tech to check their records for the
original purchase price . I was present during the MiniRAE purchase and know there
was some negotiation on price . They got it for several hundred less than the
retail price . I believe each instrument cost in the $3000 range . Earth Tech
suggested a value of 50% less that original price . Si nce it is a special piece of
equipment , I would think it would relatively low goi ng through State Surplus . I 'll
let you know if I obtain a better number .
Dave Lilley of Superfund indicated that they could use and would like to have the
instruments .
Please let me know the dispositi on .
(Note to copied . I plan to distribute information on the equipment to use as
documentation that could be used later if there is a question . I will summarize
the information in a document and place in the PCB files for future reference .)
