HomeMy WebLinkAboutNCD980602163_20030602_Warren County PCB Landfill_SERB C_State Security-OCRSite Security Procedures Without Allied Security Site security objectives are to prevent unauthorized site entry and protect site property. The following procedures will be instituted to achieve these objectives using Shaw personnel. Shaw currently has three sampling/health and safety people (SH&S) who are on site 24/7. The SH&S duties consist of taking a product sample every hour that the plant operates, preparing the composite sample for submission to the laboratory, conducting the safety meeting at the beginning of each shift, and monitoring site safety. Sampling takes at most 10 minutes per hour and the SH&S is in sight of the gate during this time. The SH&S has the time available to act as site security. Shaw will relocate the SH&S office from the east end of the Shaw trailer to the current guard office. The SH&S will monitor the site entrance from this location. Other than the normal ET and State visitors who sign themselves in visitors are very rare. The SH&S will be able to sign these visitors in and direct them to the person they are visiting. There are enough people around during the day that it is very unlikely that a stranger could come on site unchallenged. As added security from 6 PM to 6 AM the site entrance gate will be closed but not locked. This procedure will also be followed on weekends and holidays when a Shaw crew is not working. There are rare events when no work is performed at the site. This occurred during the ice storm in December, Christmas week when MSR took the week off, and about two Sundays this year when MSR took the day off In the future, a Shaw employee will remain on site during these periods to provide site security. These procedures will remain in effect at least until the thermal plant operation phase of the project is completed. At some point after that we will follow the procedures that were followed during the first year of the project -the gate will be locked each evening when personnel leave the site. All site personnel will be notified when the security service is terminated and asked to assist with security. Personnel will be encouraged to challenge any unescorted stranger on site. He may only travel between the site entrance and the back gate. He has a key to the back gate, so check to insure that the gate is locked each time he leaves. If not known personally by the acting guard, visitors on the approved list must produce either a government issued ID with photo or employer ID with photo. Visitors not on the approved list will not be admitted to the site when Shaw management personnel are not present. 3. Security will notify the senior Shaw person on site when a visitor who is not on the approved list is on site. 4. Visitors not on the approved list must see the Shaw H&S person on site for a safety briefing before entering any restricted or contaminated area.
