The landfill is currently undergoing detoxification, and about one-third of the estimated 72,000 tons of contaminated soil have been treated. The sedimentation basins collect runoff from the cover material and soil cap placed on the PCB landfill when it was closed. The cover material and soil cap, previously believed to be free of any contamination, were stockpiled in a clean zone for use at a later time when the treated soil was placed back into the landfill. Once the PCBs were discovered in the sedimentation basins, additional samples were taken from areas feeding the basins as well as some offsite areas. All of the samples were analyzed for PCBs by the State Laboratory of Public Health. "It is apparent that PCBs in the top layers of the landfill came from a cross over with contaminated material during the construction phase of the landfill," said Mike Kelly, a senior official with the N.C. Department of Environment and Natural Resources, the state agency responsible for the cleanup. "We have identified some hot spots in the cap from which some soil was most likely carried over to the final cover." Officials estimate that this contaminated material will add about 5,000 tons to the total of material needing disposal. "It is imperative we collect additional samples to determine the extent of the contamination and if there are potential health concerns downstream from the site," said Patrick Barnes, the technical advisor for the Citizens Advisory Board (CAB) for Warren County. "While it's too early to determine the extent of the problem off site, I feel confident that we can work together as we have in the past to ·quickly remedy the situation." Barnes is currently working with the contractors at the site to identify areas where additional samples should be taken, as well as constructing sedimentation basins offsite to stop any further migration of sediment. The waste contained in the landfill would remain onsite for treatment regardless of the disposition of the cover material. Dollie Burwell, CAB chair, said that she and her colleagues were opposed to any offsite disposal. "We have steadfastly opposed removal of any material from the site for disposal, and do not want to start now," Burwell said. "Unless the citizens of Warren County say it is alright with them, we as a board will not condone any waste disposal in someone else's community." She asked state officials to find a way to fund onsite treatment that would not disrupt the long process they have gone through to remove the stigma attached to Warren County by the PCB landfill. · Kelly has asked the site's project manager and contractors to carefully scrutinize the budget to see if there is a way to treat the cover material and cap soil onsite, and to get a better estimate on the total additional soil that must be disposed. "Thus far, there has been much less oil in the landfill than originally projected, so we hope that funds can be shifted from oil treatment to onsite treatment and disposal of the extra soil rather than shipping it elsewhere for disposal," Kelly said. The state has asked the detoxification contractor to perform a 24-hour test run to treat 200 tons of the cover material to see if treatment of the clayey soil is feasible and to help establish a cost. PCBs, polychlorinated biphenyls, were used in transformer oil until they were banned in 1976. The PCB landfill was constructed in 1982 as a remedy to the cleanup of more than 210 miles of North Carolina roadsides that were illegally sprayed with PCB contaminated oil in the late 1970s by a Raleigh firm, Ward Transformer. Local citizens vehemently opposed the landfill, and then Governor Jim Hunt promised to pursue detoxification if the technology was ever developed. After years of collaborative work between local citizens and the state, the actual detoxification began in the summer of 2002 and c.ompletion is expected late this fall.
