Dear Mr. Duke:
During the period November 5, 2001 to November 7, 2001, IT Corporation provided
geomembrane installation services at the Warren County PCB Landfill Detoxification Project
site. IT provided a 40 mil LLDPE geomembrane for a temporary Stonnwater Containment
System. Based on a review of project files (installation notes and QC data), the installation was
completed according to project specifications. The 40 mil LLDPE was provided in lieu of 30 mil
HDPE.

Please note that staff from out geosynthetics division, Anierican Pipe and Plastic Supply (APPS),
arrived on-site at the Limertown Road Site in Warrenton, North Carolina on November S, 2000
to install a 40 mil LLDPE geomembrane liner for a temporary storage pond. The field st~
primarily Kelly Hartman, the site supervisor, have informed John Beeman and Edward
Hampston that the subgrade is suitable for liner installation and described site conditions to our
satisfaction.
Field staff is familiar with the requirements of subgrade for satisfactory liner installation. In
addition, based on the site descriptions they have provided, the equipment tracks present in the
subgrade will not damage the liner. The primarily sandy nature of the sub grade with no
significant oversize material will provide a good subgrade for liner installation.

56ppi for shear.

I reviewed the specs you faxed to us.

All of the specimens meet the minimum strength criterion of 48ppi for peel and 56ppi for shear. The
spec also says that the seams shall not "fail in the seam area". I take this to imply that any seam with
more than 10¾ peel separation such as the "AD-BRK" and "NON-FTB" breaks are failing. On this
basis, the disposition of the seams DS-1, DS-lA and DS-lB would be as follows:
DS-1 failed since 2 of 5 peels were "NON-FTB".
DS-lA failed since 2 of 5 peels separated into the seam area before breaking.
DS-lB is OK with 1 of 5 peeling apan: "NON-FTB".

tables as well as industry practice on test specimens believed to be representative of the samples
submitted. The test results are indicative only of the specimens which were actually evaluated.
There were no seam sample remnants.
Geotechnics has no direct knowledge of the origin of the samples submitted, implies no
position with regard to the disposition of the test results, i.e. pass/fail, and makes no claims as to
the suitability of the material for its intended end use.
The test data and all associated project information provided shall be held in confidence and
disclosed to other parties only with the authorization of Client and Geotechnics.
