Box 144 Bunn, NC 27508 Dear Mrs. Eldridge: NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES DIVISION OF WASTE MANAGEMENT May 26, 2000 I understand your concerns expressed to me on \Vednesday. i\Iay 2-1-. 2000 relative to potential exposure from PCB' s spilled on the roadside in the Bunn. ~orth Carolina area in Franklin County in 1978. Based on my experience \Vith the PCB spill, \vhich includes the time from August 1978 until the present tim e. the probability of any exposure of any individual to PCB from the spill is as close ~o zero as humanly possible. The entire response to the PCB spill and ultimate removal from the road side \vas based on protection of public health anci prevention of any future exposure. I would appreciate your consideration of the following facts relative to the PCB spill and removal as a means to evaluate potential exposure to PCB' s. All of the PCB soill areas were accuratelv identified The PCB spill was clearly visible as a 2 to 4 inch wide dark oily streak on the road shoulder. Citizens in the area of the spills called local and state officials ,o describe the location of spill areas. r.lultiple county. city and state agencies drove every road in all counties that reponed PCB spills to identify spill locations. The Division of Waste Management is very confident that all the PCB spill sites were identified. This confidence is primarily based on citizens input and their assistance resulting from intensive publicity requesting their help to locate all spill areas. In addition, when the state removed the spills, the removal staned in clean areas above the starting point for the spill and continued past the end point of the spill. This precaution resulted in 241 miles of road shoulder removal, which is 3 l miles greater than the 210 miles of actual identified spill. The measured spill sites were plotted and marked on road maps for permanent identification. The DOT erected special metaL black on yellO\v road signs stating "Caution PCB" at the starring point and end point of each spill site. Additional signs were added to the middle of long sections of spill sites to ensure adequate notice to the public. PCB Soill Sites were stabilized In August 1978, upon advice of expens from i\C State University, the s~ate applied activated carbon and asphalt tack over all PCB spill sites. This \vas cione to ensure that PCB ' s \Vere immobilized and \vould not migrate to air and •,;:arer media in order to reduce hazards to public health. This action \Vas considered an interim action until ultimate management of the PCB' s could be determined. Chemically, PCB' s are characterized by \·ery tight binding to mineral panicle surfaces. The very small panicle size of the activated carbon provided additional high surf ace areci. material for PCB binding. The asphalt added a ··water proof' effect to the PCB-soil-carbon mixture . ..\ combination of the carbon-asphalt treatment and inherent insolubility and lo\\. rnlatile nature of PCB ' s stabilized the PCB spill from 197S until remo\·al in Septembe:-and October of 1982. Chemical and physical evaluations cf the spill sites jus, prior to removal in 1982 indicated that the stabilized PCB \vas still in place. The Oi\·ision of Waste Management is confident that all the physical and chemical evidence clearly indicated that the stabilization process for the PCB ' s successfully fixed the location of the spill from 1978 until it was removed in 1982. PCB Spill Removal The PCB spill was measured to be 2 to 4 inches \Vide with average infiltration of 1 to 2 inches in depth. The greatest depth of infiltration was 6 inches. The state determined, by practicing on non-contaminated sites, that removal of a 3 foot wide by 6 inch depth section would likely capture the PCB spill. Additional efforts included a test removal of a 1 mile PCB spill contaminated section. Pre-removal and post removal chemical testing confirmed that the test removal process captured the PCB spill. The final removal process was initiated in September 1982 and completed in October 1982. All of the PCB Page 3 spill sites were removed from the road shoulder. As a conservative measure all removals were initiated in a clean zone immediately above the marked start of the spill and removal at the marked end extended past the end point into a clean zone . This added approximately 30 miles to the removal proces s but gave an added assurance of complete removal. In summary: with the help of affected citizens. all of the PCB spill sires \\·ere identified; the PCB materials were chemically and physically stabilized in place with carbon and asphalt; and all the PCB spills areas \-Vere removed. The state is confident that all the evidence clearly indicates that any threat of exposure from the spill is as close to zero as humanly possible. You have stated that you have health problems and that severai other individuals in the Bunn community have health problems that may be related to exp osure to PCB ' s from the spill site in the Bunn are ::i. The Di vision of Waste Management urges that you and any other members of the Bunn community that have health problems to seek advice from your individual physicians. If these physicians jointly or indi vidu ally determine that your problems are related to chemical exposure then please ha\·e the physician contact the state Health Department. The state health agency has experts in industrial hygiene, epidemiology and toxicology that are trained to respond to legitimate complaints of chemical exposure. The Division of Waste Management understands that you have attempted to obtain assistance from a significant number of state and local agencies based on potential exposure to PCB' s from a recent construction of water lines in the old PCB spill area. The Division of Waste Management understands that the state and local agencies have not responded to your satisfaction. The Division of Page 4 Waste Management is confident that the potential for exposure of any citizen in the Bunn area from the PCB spill is highly improbable and therefore has not responded to your request for sampling in the Bunn area. "There are no chemicals in Bunn making people sick" Several miles of N.C. 98 directly east and west of Bunn were contaminated with rcas in 197S when n father-son team from Ward Transformer Co. poured hundreds of galtons of the chem- ical across rural North Carolina counties rather than dispose of it through proper channels. After discovering/the illegal spill, Sttte , officials identified contaminated , ~reas and removed the i<OU. The father-son team was fined and served prison· terms for the ille- gal dumping. Health officials in 1978 and today daim that the PCBs cling tightl~ to soil and that human contamination only comes. from direct contact with the ch@mical. "Symptoms occur when there is high exposure," said Dr. Rick Langley with the N.C. Depart- ment of Health. "PCB bonds thmtly with the soil and is not likely to cause symptoms. Testing of soil from the surface to a depth of six inches prior to the cleanup indicated that the PCB contamination was in the first three inches. To ensure they got all the contamination soil was removed to a depth of six inches. The lady called me again and said that there is a school where kids are playing in the soil on NC 98 and getting sick. She mentioned a Pat Dodson that lived on the NC98 that she says had the spill on her side of the road and that the water line was dug on her side of the road.
