North Carolina, alleging that Wake County Md the North Carolina Dtpartment of Environment and Namral Resou..rces nave violated. Title VI of the Civil Rights Act of 1964> as amended, and the United States Environmental Protection Agency 1 s (EPA) Title VI ir:nplemenring regulations at 40 C.f .R. Part 7.
