This letter is to notify you that the Office of Civil R.ighrs (OCR) has received a coroplaim
dated May 4, t999, from the Easton Acres Md Feltonsvillt communities in Wake Counry, North
Carolin~ represento!d by the Lana Loss Prevention Project in Durham. North Carolina, alleging
that Wake County Md the North Carolina Dtpartment of Environment and Namral Resou..rces
nave violated. Title VI of the Civil Rights Act of 1964> as amended, and the United States
Environmental Protection Agency 1 s (EPA) Title VI ir:nplemenring regulations at 40 C.f .R. Part
7. A copy of the complaint is enclosed.
-OCR will review the complaint for accepumoe, rejection, or referral to another Federal
agency pursuant to 40 C:.F.R. §7 .120 an<t will not.Uy you about its decision. ffyou choose to,
yeu.JIµly~pond;:ta .this notice within 30 days of receipt. Should OCR accept the complaint for
inveStiiation, you will haYe an opportUnity to respond to, rebut, or deny the allegations in the
complaint in writing. Additionally, EPA's Titk VI re!gu)ations provide that OCR mUSt anempt
to resolve complaints informally whenever possible ( 40 C.F .R. §7 .120(d)(2), Accordingly, OCR
will discuss. at any point durin~ the process, offers to infonnally resolve the complaint, and will,
to the extent appropriate, facilitate an info:rmal resolution process and the involvement of
affected stakeholders.
