Dear Wayne:
Thank you for your recent letter regarding the detoxification of the Warren County landfill.
I know how important this project is to North Carolina and understand the significance of the
federal government providing a fair share of funding for the project. As your letter noted, I
included the Warren County lan·dfill project on the list of funding priorities I communicated to the
Chairman and Ranking Member of the House VA, HUD, and Independent Agencies
Appropriations Subcommittee.
As you may know, the tight discretionary budget caps put in place in 1997 have made it extremely
difficult to fund new programs or projects, or to increase funding for existing programs in FY
2000. The allocation for the VA, HUD, and Independent Agencies appropriations bill for FY 2000
is $5 . 7 billion below the FY 1999 funding level, a decrease of 8. 7 percent.
In private, most Members of Congress will admit that the discretionary spending caps are
unsustainably low for FY 2000, and that it will probably be impossible to pass many appropriations
bills without some relief from the caps. I think it is likely they will be modified this year at some
point. When that happens, we must be poised to ensure that the right programs and priorities
benefit. I will continue working with the rest of the delegation in support of federal funding for the
detoxification of the Warren County Landfill.
