IF ANY, BE DIRECTED FOR ECONOMIC DEVELOPMENT OR 6 . rNFRASTRUCTURE NEEDS IN WARREN COUNTY. · 7 The GerieraJ.A$Sembly of North Carolina enacts: 8 ··section 1. (a) There is appropriated from the General Fund to the 9 D~partmcnt of Environment and Natural Resources th~ ~um of twenty-four million 10 dollar~ ($24,000,000) for . the l 998-99 fiscal year to he placed in a nonreverti rig 11 r~se.rve to be used . by the Department for the detoxification of a landfill located m 12 Warren County that ~ontains .polychlorinated biphenlys (PCB's) and dioxin/furan 13 ccmta,minated materials. The detoxification treatment stand<irds for residual · .14 concentrations of contaminants remaining in the soil shall be 200 parts per billion for .15 PCB's · and 200 parts per trillion toxicity equivalent concentration (TEO) for 16 d10xins/furans. Based ca~alyzed decomposition (BCD) technology shall be u~ed to 17 detoxify the landfill in · accordance .with a plan approved by the Department. The 18-· Department shalJ oversee the detoxification of this lanafill. 19 · · (b) Funds remaining in the reserve, if any, at the conclusion of the;: 20 detoxification of the landfill shall remain in a nonrevertini re.serve: and shaH be 21 transfe~'('ed to the Department of Commerce to be used for economic development in 22 Wancn County or Wuren County's infrastructure needs, \°Jr both. 23 · Section 2. WILLIAMS, COUNTY MANAGER P.O. BOX 619 WARRENTON, NORTH CAROLINA 27589 RESOLUTION SUPPORTING DETOXIFltAT!ON OF THE ST ATE-OWNED WARREN COUNTY PCB LANDFILL WHEREAS, Governor James B. Hunt, Jr., in 1982 pledged to the citizens of :warren County to d~toxity the PCB landfill when technic~y feasible. and. : -...... ..;~ ............... ~ -{"••-.... M.~,.~J WHEREAS, for the past four (4) years, the Joint Warren County/State PCB Landfill Working Group, comprised of citizens, environmental group representatives and state officials has worked together to determine the current condition of the landfill, as well as the available technology to cleanup and detoxify the PCB-contaminated soils; and WHEREAS, Governor James 8. Hunt, Jr., meeting his obligation to the citizens of Warren, County did include $15 million dollars in his proposed budget to the General Assembly ~o detoxify the state-owned Warren County PCB Landfill; and WHEREAS, the Joint PCB Working Group, in conjunction with environmental scientists have determined the cost of detoxification and cleanup to be approximately $24 million dollars; an ar:nount far greater than that submitted to the General Assembly . ·· NOW THEREFORE BE IT RESOLVED that the Warren County Board of Commissioners support · Governor ~unt's proposed allocation of $15 million dollars, and hereby request an additional $9 million appropriation, which equates to the full amount needed_ to facilitate total detoxifi~ation of the state-owned Warren County PCB Landfill. _ BE IT FURTHER-RESOLVED THAT this Resolution be forwarded to Warren ' County's Legislative Representatives _and Congressional Delegation.
