WIL',,:IAM L. ~EYER DIRECTOR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES DIVISION OF WASTE MANAGEMENT January 26, 1998 MEMORANDUM: TO: DOLLY BURWELL HENRY LANCAST , FROM: MIKE KELLY SUBJECT: LETTER FROM JOEL HIRSCHHORN DATED JANUARY 26 I am somewhat taken back in at Joel's memo regarding his decision not to attend the meeting on Saturday, January 31. Joel's experience in funding activities and his participation in the meeting would be beneficial. What is even more disturbing, however, is the fact that on Tuesday, January 20 at approximately 9:50 AM, Joel called me and inquired about the state's willingness to fund the trip. He had indicated that he could take the money out of his contract balance if I considered and agreed to approve the expenses as activities relating to the Phase II detoxification study. I indicated that this was not a problem and authorized his travel. Joel's contract says "Phase II Detoxification Activities and Analysis," and part of the process for Saturday would be the need to look at costs and processes associated with the detoxification in order to develop a funding plan. He did not seem upset, and I thought he was looking forward to the meeting. We also discussed his coming on Friday night as winter weather can be a problem when trying to travel in the same day. I have had no further conversations with Joel since then. On Wednesday, January 21, Deborah Ferruccio called for Bill Meyer at around 1 PM. Bill had left for a meeting and would not be back that afternoon, so I called Deborah to see if I could help her. She wanted to talk about the funding situation for Joel, or lack of funding, and we had a very lengthy discussion about how funds had been made available to Patrick and the Warren County office (and Doris), yet Joel had not received any of this money. She made many of the same comments and accusations that are in Joel's letter. Deborah indicated that we were "splitting up the team" and that she would be forced to "go public" and make lots of calls to get more money for Joel. I told her to do whatever she felt she had to do, that I was tired of arguing with her about money we did not have.
