Thank you for agreeing to serve as the facilitator for the Warren County PCB
Working Group meeting to be held Saturday, January 31, 1998. Mr. Henry
Lancaster asked me to send some information to you that provides a history and
current status of the landfill so that you can review the materials and become
familiar with the landfill and process prior to the meeting.
The Warren County community feels strongly that the landfill was forced upon
them and that the primary reason for selection of the landfill site was due to the
impoverished nature and racial makeup of the county. The Environmental Justice
movement reportedly got its start here. A commitment was made by then
Governor Hunt to explore detoxification when the technology was feasible, and it
is through that commitment and receipt of monies for such a study that we are
now where we are.
There has obviously been a tremendous amount of distrust for the state, and there
continues to be disagreement between the science advisors and the state regarding
the actual status of the landfill and its integrity. It is our hope that a plan to seek
detoxification can include both the state and working group as partners and avoid
placing the state in a defensive posture to prove or disprove points of
disagreement. ·
