Attached are several documents pertaining to the PCB landfill in Warren County. The Division
of Waste Management would appreciate your reviewing the data and providing us any thoughts,
conclusions, recommendations or interpretations that you may have, as a result of the review.
The state, in conjunction with the Warren County PCB Working Group, performed an evaluation
of the landfill this past February. Activities on and in the landfill included boring two holes to obtain
soils for bench scale detoxification demonstrations, which are currently on going. Samples were obtained
in split spoons and analyzed for moisture content and several relatively undisturbed Shelby tubes were
pushed for geotechnical testing of the soils of the landfill cap and the contents. The results have been
provided. Samples of the PVC cap liner were obtained and also evaluated for their physical
characteristics. As a reference, the original material specifications for the PVC liner, and results of CQA
testing on the landfill liner and clay barrier have also been included.
Additionally, a memorandum to the working group's Technical Committee from their science
advisors has been included. We would be particularly interested in your opinion of the fluctuating water
levels that are measured in the landfill leachate collection system and a piezometer installed in the
landfill air vent.
