SUBJECT: PROJECT UPDATE
1. MONITORING WELLS:
The well contractor completed

The wells were "developed" by the end of the day on Friday,
March 7. As mentioned in the last update, Patrick and I agreed on
two additional wells, which are included in this total. These
wells are on the northwest and southeast corners of the landfill.
The well contractor de-mobilized from the site last Friday.
2. LANDFILL BORINGS
S&ME completed their work last week as well, and came back on
Friday, March 7 to compact the soils excavated during the liner
evaluation. They, likewise, have de-mobilized and left the site.
The sections of liner that were cut out have been sent to
Charlotte for testing and evaluation.
All soils and debris generated as waste during this phase, as
well as the drums containing the 5 gallon buckets to be used in the
pilot study, were picked up last Monday (March 3) by ECOFLO, a
hazardous waste disposal company from Greensboro. No materials
known to be contaminated with PCB's remain at the site.
3. DISPOSAL OF PCB WASTE AND DEBRIS
ECOFLO is storing all materials picked up until they hear from
me. There are four 85 gallon overpack drums, each containing 4
five gallon buckets to be shipped to vendors bidding on the
detoxification study. They also have the following materials
needing to be disposed of:
8 drums of PCB contaminated soil
4 drums of PCB contaminated protective equipment, trash, etc.
3 drums of PCB contaminated water used in de-contamination of
equipment.

PCB Working Group update

There are two options available to us for disposal of this
material:
1) Treatment and landfilling at Chemical Waste Management's
facility in Emelle, Alabama.
2) Incineration at a Rollin's incinerator in Deerpark, Texas.
This option is about $5,800 more expensive.
ECOFLO will hold the material to be disposed of until next
week when they would like to hear from us as to which disposal
option is selected. The Working Group needs to discuss the options
and let me know your decision.
4. DETOXIFICATION STUDY:
The bids for the detoxification bench scale testing are due in
next Wednesday. I will immediately Fed-ex copies to the science
advisors and the working group. Hopefully we can get together and
discuss soon and make a recommendation to the Secretary.
5. SAMPLING PLANS/ ACTIONS
Equipment and supplies were delivered to the landfill on
Monday. We began sampling on Tuesday, March 11. EPA has a
representative here who is splitting samples with us on all of the
major sampling media.

A meeting is being arranged with Senator Frank Ballance to update him on activity taking place
at the landfill. The General Assembly is in session and more specifically is in the process of
reviewing Department Continuation budget. The Natural & Economic Resources Subcommittee
has reviewed the Division of Waste Management budget and inquired about expenditure of funds
appropriated for the detoxification effort. Senator Ballance needs to be apprised of the current
activity as he prepares to enter budget negotiations.
Congressional Inqutry
Representative Eva Clayton has ,vrittcn Secretary Jonathan Howes and requested an update on
activity at the landfill. She has also ex.pressed an interest in the department's strategy for
achieving detoxification. The Secretary intends to share his working group re-appointment plan
with Representative Clayton and invite her to play a role in securing federal assistance for the
project.
Working Groyp Staffing Concerns
The Executive Committee has received a letter from staff concerning interactions with the
science advisors. There are some issues relating to work assigrunents and meeting scheduling
that need to be addressed. We will look into the matters and report back our findings and actions
at the next meeting.

SUBJECT: Disposal of Excess Soil and Waste Material Associated wi.th
the Landfill Test Borings Activities

During conversations yesterday with Dollie Burwell, I infonned her that based on discussions I
have had with Mike Kelly, there was a possibility that the waste material removed from the landfill
could end up in Emelle, Alabama. I reminded Mike, that it would be contrary to the general
understanding, as I understood it, between the State an the Working Group. Dollie agreed and
expressed strong opposition to this material, which consists of 8 soil drums, 3 rinse water drums
and 4 drums containing soiled, disposable protective equipment, being disposed of anywhere but
on-site. ·
It is my understanding that the EPA was made aware of this potential and at one time had
indicated the willingness to grant the appropriate authorization/pennit for the material to remain
on-site.
Because the transfer of PCB containing material off-site for disposal is contrary to the founding
principles of the Working Group. I recommend that this matter be on the agenda of Thursday's
meeting.

In addition, natural moisture content tests were recommended for the other 14
split spoon samples that were collected of the landfill materials. Because the
bottom spilt spoon samples contained two to three different materials (landfill,
· drainage medium, and clay) the total number of tests recommended is 18. So
that NMC tests can be performed on these materials.

Pursuant to paragraph D. of Agreement Number V _ fl Q 1 .5_, the Department of
Environment, Health, and Natural Resources would like to amend said agreement to
increase the amount payable by TWENTY-THREE THOUSAND ONE HUNDRED SIXTY
ONE DOLLARS ($23,161.00) making the total amount payable under the agreement
FORTY-EIGHT THOUSAND ONE HUNDRED SIXTY-ONE DOLLARS ($48,161.00).
In addition, the Department desires to change the agreement ending date to December
31, 1997.
It is the intent of this amendment to address provisions noted only, and in no way should
th is amendment be construed to further modify this contract. Please indicate acceptance

SUBJECT: Request for proposals to evaluate r ec nologies on soils
extracted from the PCB Landfill, Warren County, North Carolina.
The Division of Waste Management seeks proposals for a two phase bid on conducting
evaluations of technologies to be used in the detoxification of the PCB Landfill in Warren
County, North Carolina. The proposals are to be for the evaluation of the following technologies
only:
1) Base Catalyzed Dechlorination (BCD)
2) Gas Phase Chemical Reduction
These technologies have been determined by the Warren County Working Group and
Science Advisors to be the most appropriate technologies for detoxification. No other remedial
or detoxification technologies will be considered responsive to this RFP.
A mandatory pre-bid meeting will be held February 17, 1997, at 10:00 AM in
Conference Rooms 1 & 2, Division of Waste Management, 401 Oberlin Road, Raleigh, North
Carolina. Five copies of the final proposals are due to the Division of Waste Management, 401
Oberlin Road, Suite 150, Raleigh, North Carolina 27605, no later than 12:00 noon on
Wednesday, March 19. 1997.
Multiple companies may be chosen for Phase I, however, only one company and
technology will be awarded a contract for Phase II . All responsive bidders will quote on both
phases of this project in their final proposal.
