Pursuant to our discussions during the past two weeks, I am enclosing a copy of the Work Plan
from Soil & Materials Engineering, to perform work at the PCB Landfill in Warren County to
check the integrity of the top liner of the landfill, put two bore holes in the landfill, extract
approximately 2,000 pounds of PCB laden soil and install in the bore holes two monitoring/
recovery wells.
I would appreciate your quick review and approval of this activity. As I have previously
mentioned to you, this is part of a comprehensive study being performed at the landfill as a joint
effort of the State, the Warren County PCB Working Group and Science Advisors, as we look
towards the potential detoxification of the landfill.
We are currently planning to mobilize on February 12 at the landfill to begin this work. The
soils extracted will be put into 17-H steel drums and then placed into an 85 gallon steel over-
pack drums for secondary containment, and stored temporarily on site inside a locked fence.
Following award of a contract(s) for bench scale pilot testing, the material will be shipped to
various vendors. If we are not able to ship the material off site within 30 days, we will work with
a permitted facility in North Carolina to provide additional storage for us.
As you are aware, we are beginning a number of activities which are dependent on each other,
and time is of the essence. I hope that you will provide quick approval to this request. Please
