Subject: PCB Landfill/ Assignments from 10/18/96 meeting with Co-chairs and Science
Advisors.
1. The Division is to provide any comments on responses to RFP for .extraction of soil materials
for bench scale studies in time to be included for consideration of the Working Group on
October 23, 1996.
2. The technical committee will meet Monday October 21 , 1996 and consider the RFP' s for soil
extraction wells, and additional wells for site investigation; approval; sampling plans for
consideration of the full Working Group.
3. Joel Hirschhorn states that he reviewed and ranked the RFP's for extraction. The final
contract will need to be modified to reflect that the contaminated soil materials will be
containerized as collected rather than attempt to dry to gravity drainage conditions. Patrick
or Joel or members of the Working Group may have other changes that need to be included
in the final contract.
4. The Division committed to drafting a letter October 21 , 1996 to labs with capability to
perform 8290 Dioxin Analysis. The letter is to include matrix of cost per sample and various
turn-around time for analysis of samples; copy of sample results, format and cost and
availability of staff for on-site work.
5. The Division agreed to initiate a compliance audit of the PCB landfill. Enclosed is a copy of
the approval letters from EPA for the PCB landfill. The compliance audit should be for all
applicable approval conditions.

6. The Division agreed to identify sites for off-site background wells. It is assumed that Bobbie
Riley's site will be one of these we need to find at least two additional sites. It would be very
helpful if members of the committees would ask their neighbors in the 1-2 mile radius of the
site if they were willing to participate.
a) October 21, 1996: Tommy Cline will draft a letter to potential off site owners for
consideration of the Working Group at 10/23/96 meeting. The letter will contain the
following conditions: (1) lOxlO area, (2) chain link fence around area, (3) three year lease
with extensions, if needed (4) after use of the project is completed provide the site owner with
the option to leave in place as water supply well or the State will abandon the well in
accordance with well abandonment regulations. (5) I think Tommy stated that the proposed
letter would be a "Right of Entry" letter or agreement.
b) If members of the Working Group are not able to identify potential off-site location for
monitoring wells, the Division will initiate a very focused process to identify two location.
