NC Dept. of Human Resources Post Office Box 2091 Raleigh, North Carolina 27602 Dear Mr. Strickland: On March 31, 1982, Don Hunter of my staff attended a meeting at your office regarding the recently approved Warren County PCB landfill. After the meeting, he visited the site with Bill Meyers of your staff. While at the site, Mr. Hunter took the opportunity to examine the surface runoff patterns and stream flow for the purpose of designating stream sampling locations per Region IV's approval conditions for the landfill (see December 14, 1981, approval letter). These locations are identified on the enclosed map by point mark and by latitude and longitude. At each of these locations and at the times and frequencies provided for in the approval, both water and sediment samples shall be taken and analyzed for the parameters found at 40 CFR §761.4l(b)(6)(iii). (ii) Croundwat~r Monitor Wells. (A) If underlying earth materials are homogenous. impermeable. and uniformly. sloping in one direction, only three aampling points shall be .necessary. These three points shall be equally spaced on a line through the center of the disposal area and extending from the area of highest water table elevation to the area of the lowest water table elevation on the property. (BJ All monitor wells ahall be cased and the annular space between the monitor zone (zone of saturation) and the surface shall be completely backfilled with Portland cement or an equi\·alent material and plugged with Portland cement to effectively prevent percolation of surface waler into the well bore. The well opening at the aw-face shall have a removable cap to provide accesa and to prevent entrance of rainfall or storm water runoff. The well shall be pumped to·remove the volume of liquid initially contained in the well before obtaining a sample for analysis. The discharge shall be treated to meet applicable State or Federal discharge sta:idards or recycled to the chemical waste landfill. (iii) Water Analysis. As a mi!limwn, all sam;,les shall be an1lyzed for the following parameters, and all data and records of the sampling and analysis shall be maintained as required in Annex_ VI-§ 761.45(d)(l). Sampling methods and anal)·tical procedures for these parameter, shall comply with those specified in 40 CFR Part 136 as amended in 41 .FR 5Zi."9 on December 1, 1976. (A) PCBs. (BJ pH. Leachate collection systems shall be monitored montiLy for quantity and physicocheatlcal c!laracteristics of leachate produced. The leachate shou!d be either treated to acceptable limits for dischar;ie in accordance with a State or Federal permit or di~posed of by another State or FederaUy appro\·ed method.
