SUBJECT: PCB Site Investigations
Attached are listings of sites both privately and publicly owned which have been
investigated as possible candidates for a disposal site to receive the contaminated
soil containing PCBs. As stated in our application, there were over 90 such sites
investigated.
The first. series of sites investigated were those offered for investigation by the
State Property Officer. The Department of Transportation had a number of borrow
pit sites i~vestigated in addition to those suggested by the State Property Officer.
Following the state property investigations, offers from private citizens responding
to the Governor's an-q.ouncement that assistance was being solicited were investigated.
Concurrent to these investigations, the solid waste program staff members contacted
i nstitutions, utility companies, state and federal agencies to develop any leads
which might be followed up.
Federal properties at Fort Bragg and i n Hoke County (Air Base) we re investigated .
Since brick and paper companies represent either a company owning property with
c lay/silt properties or a company with large tracts possibly containing suiEable
c lay/silr. properties, they too were contacted as part of the investigative procedure.:

Out of all the sites considered, most were eliminated from further review due to
the proximity t o water supply watersheds, private wa ter supply wells too near,
soil conditions , rocky terrain, and access problems.
Eleven sites were drilled and their preliminary data is presented in the at:tached
memorandum dated October 10, 1978.

Explained that tract unacceptable as disposal site because it is on the watershed
for Wilson's water supply. Thanked him for help.

John Lingle -135-150 acres -Hoke County
Told him this property is on a water supply watershed and cannot be used for a disposal
site for that reason. Thanked him for his help.
Billy Davis -113-Acre tract -Nash County
Told him tract could not be considered because drainage f rom it goes to Tar River,
which is A-2, or water supply classifica t i on. Thanke d him. He s aid he wo uld call
back if he finds any thing else ~i th promise .

Fifteen acre tract -next to Mingo Swamp. Advised tha t property not suitable
because of size and high water table in that area .
J ames Beeker -Alamance County -227-7094
Thirteen acres -near Glen Raven -Close to Haw River. Explained to Mr. Beeker
that we probably would be unable to use his property for disposal b ecause of its
size and its nearness to other homes. Thanked him.

not the right type of soil and also on watershed.

Access road would be necessary to get to property.

Talked to Mr. Wilder's daughter Pam -gave her the message that the 19-a cre tract
has groundwater too high to be used for our purposes. Gave her my name and telephone
number if her father wants to call back.

Two tracts -one in Granville County, one in Person County. Streams from the area
of both of these tracts flow into Virginia -Roanoke -Kerr Lake System. Told him
too many legal complications due to stream flow.

Talked to (Mrs.) Haddock and explained tha t this are a is quite far f rom the spills,
trans portation would be costly. Also, water table (groundwate r) i n this area generally
near top of the ground -soil is too s andy and water goes through too easily.

I advised him that this type of hilly or mountainous terrain was generally not too good
as far as a disposal site is concerned -soil type and topography generally not suitable.

him further, but this is unlikely.

CONSIDERED FOR STATE PURCHASE AS A WASTE DISPOSAL SITE:
A. Property owners name. Include both man and wife for jointly owned
lands.
B. Book and page number of the recordation document in which the property
is filed in the respective county's Register of Deeds office. Include
book and page number for property right-of-way if different from the
tract being investigated.
c. Tax parcel number.
D. A simple narrative to describe the adjacent property o'Wllers on all
sides of the property to be investigated. EXAMPLE: The property
is bounded on the East by A. D. Appleby, on the North by M. N. Noble,
on the West by C. D. Carrot, and on the South by X. Y. Cross.
E. Total plat acreage.
F. When a deed description is available, provide a copy and supplement
the deed with the above information when such information is not
already on the deed document.
This information is needed to complete right-of-entry documents and to obtain
necessary waivers for damage claims which could result from property investigations.
