A review of the Transfer Station Cost Estimate for 1604-TRANSFER-1993 Newport Transfer Station submitted on 5/31/2023
has been completed. The estimate meets the site -specific operations and appears to be appropriate.
Initial Review Comments: 20230531- The Section appreciates the resubmittal of the closure cost estimate for Newport
Transfer Station.

Permitting Engineer's Review Comments: 6/20/23 - No concerns. Comments on the cost estimate review were
addressed and appear to be satisfactory.
The Division of Waste Management - Solid Waste Section has reviewed and approved the provided cost estimate
required for establishing financial assurance for a transfer station. The cost estimate is provided for your use.
Approved Cost Estimate = $ 212051.00
At this time, you may work with your Finance Department Director and have the approved cost estimate incorporated
into the December 2023 Local Government or Capital Reserve submittal to the Section. Financial Assurance mechanism
templates, NC Rules for financial assurance, and inflation multipliers are among the pertinent information you can find
at the Section's Financial Assurance website: http://deq.nc.gov/swsfa. Should you or your Finance Department require

1. Costs are based on conceptual design and should be considered approximate.
2. All costs include labor by a third party.
3. This includes pumping, hauling, and disposal costs. Assumes that the 30,000 gallon FRP tank will be emptied twice during closure
activities and hauled to leachate lagoon at TLTRL (100 miles roundtrip to and from Newport TS). Pumping cost = $10,000; Hauling (incl. lat
fuel, and insurance = $7.50 per mile; and disposal cost = $0.15/gallon
4. This fee includes decontamination of the transfer station buildings and waste handling areas after waste disposal.
5. This line item assumes disposal of the average waste volume of 430 TPD over a period of 3 days with a disposal cost of $40 per ton.
6. This line item assumes a dump truck capacity of 20 tons and a labor + rental cost of $700 per load.
7. Assumes waste hauling cost (incl. labor, fuel, and insurance) of $7.50 per mile, assuming 100 miles roundtrip to and from TLTRL, and
assuming 65 loads.
