STATUS OF PERMIT:
The Permit to Construct the North Disposal Area and the Permit to Operate Unit 1 and the North Disposal Area was
issued on June 11, 2014. The Permit to Operate expires on June 11, 2019.
PURPOSE OF SITE VISIT:

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The Permit to Operate is issued to Charlotte Motor Speedway (CMS), LLC as the landowner and Morehead LCID,
LLC as the operator and leaser.
2. The Solid Waste Section received correspondence regarding final closure of the Cabarrus LCID Landfill, Unit 1
dated January 26, 2016. On April 21, 2016, the Section issued a letter entitled “Closure Certification” stating that
Unit 1 is considered closed. Unit 1 was operated by Cabarrus LCID Landfill, LLC. The Northern Disposal Area is
operated by Morehead LCID, LLC.
3. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris such as unpainted rock, brick, concrete and concrete block; and asphalt in accordance with North
Carolina General Statute (NCGS) 130-294(m). Wooden pallets as defined in the NCGS Article 9, Chapter 130A-
290(44a) are not permitted for disposal.
4. The service area for the facility is Cabarrus County and surrounding counties in North Carolina.
5. Proper signage was located at the entrance to the facility.
6. A gate is located at the entrance to the facility to prevent unauthorized access.
7. Waste boundary markers were observed.
8. A small amount of unacceptable waste consisting of white PVC pipe and black corrugated plastic pipe were
observed. Continue to ensure that all unacceptable waste is removed and placed in the dumpster onsite.
