PURPOSE OF SITE VISIT Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This facility was issued a Life of Site permit on April 7, 2021 and expires on December 23, 2057. 02 - The Permit to Operate and Operations Plan (dated 5/29/2020) were reviewed during this inspection. 03 - This was a Partial Facility Compliance Inspection. 04 - Facility needs to add the operator (Stella) on the Main Sign. Recorded on last inspection as well. 05 - The signage has all other required information. 06 - The Tipping Floor looked ok today. 07 - The This facility has a contract with the City of Wilson for stormwater and leachate. 08 - The leachate drain system of the tipping floor was not clogged and was being cleaned during this inspection. 09 - Recycle area looked ok during this inspection. 10 - Facility has several charged fire extinguishers placed around the tipping floor and scale house. 11 - Minimal windblown trash was noted during this inspection that was conducted during working hours. BE SURE TO PICK UP DAILY WINDBLOWN TRASH BEHIND THE FENCING AS WELL. Noted on last inspection also. 12 - There were several trailers behind the facility that had waste removed for repairs. There was still residual waste in the trailers and rainwater was leaking out in which becomes leachate. Please cover these with tarps or remove from the site for repairs. Clean area by removing soil/rock and dispose in Transfer Station and replace with clean materials. I would recommend that these trailers be kept on your loaded trailer area so the leachate can go into the leachate containment system (city sewer system). 13 - This facility is contracted to Stella Environmental Service for daily operations and hauling. 14 - Screening records were reviewed and were found to be out of date. Discussions with GFL (Michael Lee & Gary Wallace) and Stella staff (Sinclair Nedd) concluded that daily screening records will be done and emailed to GFL (Michael Lee) Staff daily. 15 - Incoming load tickets were reviewed and found to have required information and up to date. 16 - Facility has been pressure washed on 5/2022 and 8/2022. 17 - John College, DMW and Michael Lee, Gary Wallace with GFL and Sinclair Nedd with Stella, conducted this inspection. All items above were discussed. 18 - Certified Transfer Station Operations Specialist: Embra J. Sease III, exp. 7/24/2024 and Andrew Ward, exp. 7/18/2025. 19 - Stella has staff scheduled to re-certify. 20 - Facility is now providing Training Classes as required by; 15A NCAC 13B .0405 OPERATIONAL REQUIREMENTS; (7) Training. During hours of operation, an operator trained in accordance with G.S. 130A-309.25 shall be on-site. Sites shall provide all staff with no less than eight hours of training updates annually that includes a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record and provided to the Division upon written request. 21 - Digital pictures were taken during this inspection with some attached to the report. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
