STATUS OF PERMIT:
790 1 -MSWLF- 1979: Closed MSW Landfill comprised of five areas; all five were closed in July 1995.

STATUS OF PAST NOTED VIOLATIONS:
The facility shares the environmental monitoring network with the active lined MSW Landfill, permit number 7904-
MSWLF-1995. Please see the inspection report for the active MSW Landfill, permit number 7904-MSWLF-1995,
dated January 26, 2023, for information on the Observed Violation for the exceedance of the lower explosive
limit for explosive gases at the facility property boundary.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is a closed MSW landfill composed of five areas located North of the active Rockingham County
Lined MSW landfill.
2. During the previous inspection it was noted that no closure permit was found in the records Solid Waste
Section.
3. The closed unlined MSW landfill is included in the groundwater and methane monitoring systems that cover the
active MSW landfill. Copies of monitoring reports for groundwater, leachate and landfill gas sampling events
were available for review at the landfill office, as required. Environmental monitoring records were reviewed
and confirmed that groundwater monitoring is taking place at least semi-annually, as required.
4. LaBella staff stated that a plan has been submitted to the Solid Waste Section Hydrologist for the methane
exceedances reported at the property line at the facility. Crystal Stapley stated that environmental sampling
occurs monthly and that gas probes/vents installed around the methane exceedance area are adjusted to help
control the methane level. Please see the inspection report for the active MSW Landfill, permit number
7904-MSWLF-1995, dated January 26, 2023, for information on the Observed Violation for the
exceedance of the lower explosive limit for explosive gases at the facility property boundary.
5. All groundwater and landfill gas monitoring wells were observed during this inspection and found to be
exhibiting permanent identification tags and cover locks, as required.
6. Permanent edge -of -waste markers were found to be in place in all five areas of the closed facility.
7. No erosion was evident at the closed landfill. Slopes appeared to be stable, vegetative cover appeared to be
intact, and drainage ditches appeared to be functioning properly.
8. The site is secured by perimeter fencing, topography, and dense woods; with site access secured by a locking
gate.
9. Access roadways at the closed landfill that were traveled during the inspection were found to be navigable.
10. Area l's side slope and cap were observed to have stable vegetative cover with no ponding water on the cap.
Site 1 also has a convenience center located on its northwestern edge for customers. The convenience center
appeared to be well maintained.
11. Area 2's side slope and cap were observed to be in good condition with well -established vegetative cover and
no ponding water visible. The area has multiple passive landfill gas vents.
12. Area 3's side slopes and cap were observed to be in good condition with established vegetative cover. No
ponding water was observed on the landfill cap.
13. Area 4 is used as the scrap tire, white goods, scrap metal, and yard waste processing area for the landfill. The
area is divided in half with the Northern half used for the scrap tire, white goods, and yard waste collection;
with the southern half being the landfill cap covered with well -established vegetative cover. No ponding water
was observed at the time of the inspection. The wood waste, scrap tire, white goods, electronics, and inert debris
operations are covered under the permit for the active landfill — 7904-MSWLF-1995.
14. Area 5's side slopes and cap were observed and found to be in good condition with well -established vegetative
cover. No ponding water was observed on the landfill cap.
