INTRODUCTION Dewberry Engineers Inc. (Dewberry) performed a Phase II Environmental Site Assessment (ESA) on the southern side of two (2) houses located along Old Greensboro Road in Kernersville, NC (Figure 1: USGS Project Location Map). The Phase II ESA was conducted based on information compiled from the Phase I ESA report dated May 8, 2014. During the Phase I ESA site reconnaissance conducted April 4, 2014, Dewberry personnel identified two (2) recognized environmental conditions (RECs) located at 1328 Old Greensboro Road and 1404 Old Greensboro Road in Forsyth and Guilford counties, respectively (Figure 2: Boring Locations). The RECs consist of one (1) underground storage tank (UST) located on the southern side of each house. 2. SITE DESCRIPTION The areas of interest include the southern side of two (2) vacant residential houses in Kernersville, North Carolina. The houses are east-southeast of the intersection of Route 66 and I-40/Business. Accesses to the sites are from Old Greensboro Road via East Mountain Street. The UST at 1328 Old Greensboro Road is adjacent to the southeastern corner of the house. It is rectangular in shape and parallels the house in an east-west direction. The UST is located east of a central air conditioning unit and west of an unmaintained garden. The UST is covered with soil. The UST at 1404 Old Greensboro Road is adjacent to the southeastern corner of the house. It is rectangular in shape and parallels the house in an east-west direction. The UST is located between a central air conditioning unit and the southeastern corner of the house. The UST is covered with soil. 3. SITE INVESTIGATION On September 2, 2014, Dewberry personnel measured the approximate depth of the UST below ground surface (bgs) by measuring from the top of the fill pipe to the bottom of the tank. Dewberry personnel verified that both USTs were not empty. The UST located at 1328 Old Greensboro Road is approximately 6 feet (72 inches) bgs; the UST located at 1404 Old Greensboro Road is approximately 4.5 feet (54 inches) bgs. On September 2, 2014, Dewberry and Bedford Well Drilling performed Geoprobe® services at the site. As Figure 2 and Appendix A: Site Photographs illustrates, Dewberry personnel gathered three (3) soil samples around each of the USTs at 1328 and 1404 Old Greensboro Road. Based on the Geoprobe® soil borings, three (3) soil types were observed at the subject property. Soil types are identified in order of depth, with the shallow soil layer identified first: 1. Red Clay 2. Micaceous red silty clay with fine to coarse grained sand 3. Saprolite (parent material) biotite gneiss, fine to coarse grained sand A four foot Shelby tube sampler was used in the Geoprobe®. The Shelby tube was advanced to a maximum depth of 8 feet. The soil borings were logged by Dewberry personnel. At a minimum, a Proposed SunCap Property Phase II Environmental Site Assessment 2 January 9, 2015 P:\50065050\Adm\Reports\Phase 2\Phase II ESA Report.docx soil sample was collected every 4 feet from the boring and placed into sealable gallon sized bags where the soil was massaged to release any volatile organic compounds (VOCs) into the headspace of the bag. An in-field photo-ionization detector (PID) meter was used to measure the presence of VOCs (units in parts per million) in the headspace of the bag. If a noticeable petroleum staining or odor was present, the odorous and/or stained soil was placed into sample collection containers (after a PID measurement was taken) and sent to Pace Analytical (PACE), a North Carolina licensed laboratory, for analysis. To avoid damaging the USTs, a hand auger was used to collect a fourth soil sample (SS-4) around the fill pipe of each UST. Each soil sample was analyzed for VOCs. A positive PID reading from the hand augered soil sample was collected from the UST at 1328 Old Greensboro Road and sent to PACE for further analysis. If a soil boring visually appeared to be clean and determined to have very little measurable amounts of VOCs (less than 10 ppm) during PID analysis, then a sample was taken at approximately 8 feet bgs and sent to the lab for analysis. All soil samples were analyzed for total petroleum hydrocarbons: gasoline range organics (GRO), diesel range organics (DRO), oil range organics (ORO), and oil and grease. The samples were also analyzed for percent moisture. 4. SAMPLING RESULTS The laboratory analysis revealed that areas around the USTs contain contamination for GRO and DRO above the maximum soil contaminant concentration (MSCC) levels for residential soil cleanup for the North Carolina Department Environmental Natural Resources (NC DENR) and/or the regional screening levels (RSL) for residential soil for the United States Environmental Protection Agency (US EPA) (Appendix B: Laboratory Analytical Results). At 1328 Old Greensboro Road, contamination above the RSLs for DRO was found in the soil surrounding the fill pipe of the UST (identified as SS-4) (Figure 2 and Table 1). At 1404 Old Greensboro Road, soil contamination was found above the RSLs and the MSCC levels for GRO and DRO at the southeast corner of the UST (identified as SS-1) (Figure 2 and Table 2). Soil contamination was discovered at approximately 5.6 feet bgs, approximately 1 foot below the estimated depth of the UST. CONCLUSION Dewberry recommends a Phase III Environmental Site Assessment which involves the draining and disposal of USTs at 1328 and 1404 Old Greensboro Road. The Phase III ESA would also involve the removal of contaminated soil through excavation. Soil samples would be collected at various intervals during the excavation process and analyzed for VOCs using the PID meter. Based on the PID results, soil samples will be collected and sent to PACE for analysis. Dewberry recommends that samples are analyzed for constituents as per NC DENR: NC Division of Waste Management’s guidelines for UST sampling. The collection of soil samples at various intervals during the excavation process will ensure that the contamination plume has been completely remediated (removed). The excavated contaminated soil will be properly disposed off site at an appropriate disposal facility. Dewberry has not notified the EPA or NC DENR concerning the leaking UST at 1404 Old Greensboro Road. Effective December 1988, EPA has issued federal regulations which delegates UST regulatory authority to approved state programs (i.e. NC DENR’s Division of Waste Management (DWM)). According to the EPA and NC DENR regulations, it is not Dewberry’s responsibility to notify the NC DWM of the leaking UST. Rather, it is the responsibility of the owner or operator of the UST to notify the NC DWM (919-707-8200) of the release. The NC DWM must be notified of the release within 24 hours of receiving this report. The owner or operator will need to take corrective action to properly dispose of the contaminated soil and follow up with a report providing the actions they plan on taking or have taken to correct the damage caused by the USTs. They will need to report their progress and any information they have collected to the NC DWM no later than 20 days after confirming the release. If the owner or operator decides to close the USTs, Dewberry recommends that the USTs are properly closed per NC DENR: NC Division of Waste Management’s UST Program procedures. The owner or operator will need to notify the appropriate DWM regional office by submitting a UST-3 form within five (5) working days prior to closure if the closure is performed by a Professional Engineer (P.E.) or a Licensed Geologist (L.G.). If closures of the USTs are not performed by a P.E. or a L.G., then the form must be completed and returned to the DWM thirty (30) days prior to closure. Records of the actions taken to close the USTs and remediate the sites should be retained for three (3) years.
